Job Description and DutiesUnder the general direction of the Division of Local Assistance (DLA), Chief, Office of Environmental Compliance and Outreach, a Supervising Environmental Planner, the Senior Environmental Planner acts as a liaison with the Division of Environmental Analysis (DEA) and other Caltrans' Divisions and Districts, as assigned, on environmental policy or procedure assignments and develops and recommends environmental policies, procedures and guidance for the Caltrans Division of Local Assistance Federal-Aid Program. The Senior Environmental Planner works with District Local Assistance environmental and Division of Environmental Analysis staff to ensure Departmental policy addresses the Division of Local Assistance's responsibilities being exclusively NEPA and other federal environmental laws. The Senior Environmental Planner develops environmental training; manages contracts for environmental services if needed; reviews legislative proposals; and participates in monitoring reviews, process reviews and audits when requested. The incumbent serves as a member of the Division of Local Assistance Senior Environmental Leadership Team.

Working ConditionsPosition is located in Sacramento, Sacramento County.This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Desirable QualificationsIn addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Knowledge of the National Environmental Policy Act (NEPA), and other federal environmental compliance requirements and practices, broad experience applying environmental compliance requirements, and the ability to research new information.
- Understanding of 23 U.S.C. Sections 326 and 327 regarding NEPA Assignment and their respective Memoranda of Understanding (MOUs).
- Ability to develop and maintain a plan of required activities and accomplishments.
- The ability to organize work priorities in assisting the Headquarter’s Division of Local Assistance on NEPA Assignment and Environmental Compliance in developing environmental policy and procedures and complying with environmental reporting requirements.
- High degree of analytical ability and strong verbal and written communication skills, including the ability to respond to fast turn-around times on complex issues.
- Strong interpersonal and leadership skills, as well as authoritative knowledge of environmental compliance and practices.
- Ability to analyze project management needs to determine any needed adjustment or modification to business practices and data needs; the ability to reason logically and creatively utilizing a variety of analytical techniques to obtain solutions, recognize erroneous data, and insure overall soundness of the Division of Local Assistance products and processes.
- Basic computer and database skills, such as use of Internet, email, spreadsheets and other analytic tools.
