DescriptionThe County of Yuba is currently accepting applications to establish an eligibility list for the position of
Business Analyst in the District Attorney's Office. Under general direction, ensures a department’s technical needs are met by analyzing and documenting business processes and providing related application configuration and support; concentrates on the technical needs of the business and the implementation, maintenance, and optimization of various solutions using a combination of business and technical knowledge; utilizes computer analytics and data mining strategies to provide valuable and accurate trends that lead to system optimization and strategically guided decision making; and performs related work as assigned.
Note: This is a County-Wide classification. The eligible list established from this recruitment may be used to fill additional vacancies for this classification that may come available in other departments during the duration of this list.
This is a stand-alone exempt classification.
Examples of Duties: - Consult with department management to identify, define, and document business needs and objectives, current operational procedures, problems, and input and output requirements; participate in discussions of departmental goals and objectives with executive management.
- Evaluate existing County business process models to identify potential areas for automation and streamlining.
- Seek ways to continuously improve the policies, procedures, and standards to enhance the delivery and security of County services.
- Plan, organize, and conduct research, analytical, and evaluation studies of department operations, functionality, and management systems; collect, tabulate and analyze a wide variety of data to determine trends, cycles, and underlying factors.
- Design and develop solution testing plans, strategies and quality management tools to ensure appropriate results prior to final implementation; review solution defects and make strategy adjustments as needed; plan implementation timeline.
- Prepare complex analytical reports outlining study findings as well as process improvement solutions and analyses; prepare charts, graphs, tables, and other visual tools to summarize results; make graphic and oral presentations to individuals and groups.
- Design complex data tools and system queries; develop intermediate/advanced queries, macros and applications. Examples may include MySQL and SQL queries .NET application development as required, VBA (Visual Basic for Applications) macro and application development within Microsoft Office Suite applications.
- Design, implement, and maintain system set-up tables and parameters to ensure compliance with state and federal requirements; interpret and analyze new or updated regulations to identify needed system changes.
- Utilize advanced spreadsheet functionality, business intelligence, and other data analysis platforms to generate reports and dashboards for both internal management use and external transparency efforts. Examples may include Excel, Power Query, Power Pivot, Power BI.

Minimum Qualifications: Minimum: Bachelor’s Degree from an accredited college or university with major coursework in Business Administration, Information Technology, Computer Science, or related field and three years of programming, software engineer or applications analysis experience, with the type of business application and computer environment used by the hiring department.
Candidates with strong experience who lack the degree are encouraged to apply.
Preferred: In addition to the minimum, additional years of experience as defined above.
Licenses and Certification: The ability to obtain a valid California Class C driver's license within ten (10) days of employment; maintain throughout employment.
Work Environment: Generally a typical office environment. May be required to travel to various worksites or locations within the County. Occasionally may be required to travel for meetings or conferences outside normal business hours. System resolution may create non-standard work hours.

MEDICARE: Yuba County does participate in the Medicare Program.
STATE DISABILITY INSURANCE: Employees in this group do NOT participate in SDI.
DISABILITY INSURANCE: The County provides a self-funded disability insurance in-lieu of SDI. Disability rates are paid at 75% of salary up to the current maximum weekly rate established by the State SDI program for up to a maximum of 90 days while on leave for a limited or total disability.

DENTAL/VISION INSURANCE: The County pays 100% of the Basic plan premiums for employee or 80% for employee and eligible dependent(s). Requires participation in Health Insurance benefits.

LIFE INSURANCE: The County provides a $50,000 life insurance policy to employees in this unit. An additional $50,000 in coverage is funded by the employee's contribution to the STD program. A total of $100,000 in coverage. Employees may purchase supplemental coverage for themselves and dependents.
EMPLOYEE ASSISTANCE PROGRAM: County paid confidential counseling program for up to 5 visits per incident per eligible family member.
DEFERRED COMP: One Voluntary Deferred Compensation plan is available.

MINIMUM QUALIFICATIONS: The minimum and preferred requirements are listed above. RECRUITMENT SELECTION PROCESSES: The recruitment process involves multiple steps which may include but are not limited to:

INTERVIEW SCREENING: Interview screening is an extension of the application process. Used as a secondary method of screening large applicant pools.
QUALIFICATIONS APPRAISAL PANEL: This is an oral examination process. Applicants who successfully completed the screening processes and meet the minimum qualifications for the position may be invited to participate in a qualifications appraisal panel. The process consists of three or four panel members along with a subject matter expert who will ask individuals questions related to the essential functions and/or attributes required for the position.

VETERAN’S CREDIT: All applicants who have successfully completed the application/selection procedures and examination process may be eligible for veteran’s credit. WAIVER OF SELECTION PROCEDURES: When selection procedures have been publicly announced and the number of applicants meeting the minimum qualifications for the position is five or less, the Human Resources Director may, at her/his discretion; a) Waive the competition entirely and submit the names of the applicants meeting the minimum qualifications to the appointing department, b) Revise the conditions of competition to a more practical basis under the circumstances.
EMPLOYMENT ELIGIBILITY LIST: An employment eligibility list is established for those applicants who successfully pass all phases of the examination process. This list will be held for a minimum of six (6) months from the date the list is certified. For each vacancy the top five (5) ranks on the list will be certified to the department for final selection, which will include a departmental interview.
DEPARTMENT INTERVIEW: The hiring department will notify the applicant of the date and time of his/her interview. The applicant will be asked a series of questions about his/herself and his/her related experience, education and training that exhibit the knowledge, skills, and abilities essential to the job. The applicant may also be asked questions about hypothetical situations to test his/her ability to make decisions and use sound judgment and common sense.
