    Job Description

    Location: Central Office, 123 Robert S Kerr Ave OKC, OK 73102

    Salary: Up to $62,000.00 based on education and experience.

    Full Time /Part Time: Full Time

    Work Schedule: Monday-Friday

    Primary Hours: 8:00 am - 5:00 pm

    Position Description:

    This position is responsible for the contract development and management of grant funded sub-recipient and vendor contracts, as well as service and supply procurement to support Office of State Epidemiology (OSE), Infectious Disease Systems and Collaboration (IDSC), and Infectious Disease Prevention and Response (IDPR) divisions. This position will serve as the Contract Monitor for all sub-recipient and vendor contracts/purchase orders.

    Duties:
    • Management of Existing and New Contracts
      • Obtain all relevant documentation and necessary approvals for contracts, contract renewals and purchases.
      • Serve as the Contract Monitor for CDC grant sub-recipient and vendor contracts/purchase orders.
      • Assist contractor to comply with terms of the contracts; review invoices and verify allowable and reimbursable expenses in accordance with the approved budget, grant funding restrictions, and OMB Circular 2 CFR 200
      • Monitor contract activities in the quarterly progress reports to ensure all grant/contract requirements and deadlines are completed within the timeline issued in the contract.
      • Conduct annual site visits for all sub-recipient contractors.
    • Procurement
      • Procurement of department service and supply requirements and set project requirements.
      • Manage various vendor contracts for goods and/or services and complete related and relevant purchase requests in accordance with OSDH internal purchasing policy and the State Purchasing Act.
      • Will be the p-card holder and purchaser for OSE, IDSC, and IDPR for goods and services.


    Other Duties:
    • Work under minimal supervision.
    • Establish and maintain friendly and professional relationships with established vendors.
    • Development, management, and monitoring of grant-funded contracts related to federal emergency preparedness grant activities.
    • Develop scopes of work, budgets, invitations to bid, and requests for proposals.
    • Provide technical assistance to contractors, which may include other governmental agencies, and other public and private sector entities.
    • Demonstrate knowledge of and supports mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and ethical behavior.
    • Works effectively in a team environment, participating and assisting their peers.


    Minimum Qualifications:

    Four years of high-level and/or technical clerical office experience. Preference will be given to candidates with one year of experience working with federal grants, state contracts, or state purchasing experience.

    Physical Demands and Work Environment:

    Work is typically performed in an office setting with a climate-controlled setting and exposure to moderate noise level. While performing the duties of the job, the employee is required to talk, stand, walk, and reach with hands and arms. This position requires long period of sitting and daily use of computer and phone. Applicant must be willing to perform all job-related travel associated with this position.

    Telework: This position is to be determined and is subject to OSDH policy and supervisor’s discretion.
