Job Description
The Tulare County Resource Management Agency, Public Works Branch, is currently recruiting a Land Surveyor I/ II to join our field team and support a variety of Public Works projects and other field surveying needs for the County. The role will be a mix of office support of field surveyors and field surveying tasks.
This recruitment will establish an employment list to fill current and any future vacancies within the Resource Management Agency. The anticipated life of the employment list is six months. Typical Duties
Level I: Perform a variety of land surveying functions for County projects relating to land, hydraulics, road, bridge, soil and similar work; act as a survey party chief or assist survey party chief; perform land surveying calculations; research, plan and conduct field surveys including boundary, control and topographic mapping; prepare technical reports and correspondence; perform construction layout, staking, checks and as-builts; prepare maps, corner records, reports and other documents of collected survey data; review project documents, boundary maps and construction plans for errors, discrepancies and compliance; check survey records, subdivision maps, descriptions and maps of special districts for code compliance; research and compile information from various records, deeds, maps and surveys; read and study technical reports and journals; knowledgeable of local, state and federal laws and standards; maintain organized record of survey data and observation notes; Level II: perform surveying duties of average difficulty on assigned projects; act as party chief for survey crew; Essential job duties may be assigned that are not listed above but are relative to this job classification. Minimum Qualifications
Education: Level I: Equivalent to graduation from an accredited college or university with major course work in civil engineering, geomatics engineering or a closely related field. Level II: Equivalent to graduation from an accredited college or university with major course work in geomatics engineering or a closely related field.
Education Equivalency: Level I: Four (4) years of progressively responsible qualifying experience may be considered in lieu of education on a year for year basis; Level II: Four (4) years of progressively responsible qualifying experience in civil engineering or geomatics engineering may be considered in lieu of education on a year for year basis
Experience: Level II: Six (6) years of progressively responsible qualifying experience.
Knowledge of: Level I: Principles of engineering; engineering terminology and symbols; basic legal requirements pertaining to geomatics engineering areas in a public agency such as Professional Land Surveyor Act, Subdivision Map Act and County Subdivision Ordinances; field survey methods and techniques; use of automated surveying software; property descriptions; public land survey system; measurement errors and adjustment methods, survey accuracy standards; Level II: geomatics engineering applications; basic legal requirements of the Professional Land Surveyors” Act and Subdividison Map Act; construction equipment; construction staking methods; safety rules and regulations; research methodology; boundary control and legal principles; legal descriptions; map Projections and coordinate systems; coordinate transformations; mapping standards; safe work practices.
Skill/Ability to: Level I: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; perform surveying work, read and interpret construction plans and specifications; communicate effectively, both written and verbally; work independently and within a team environment; think logically and solve problems; effectively organization and prioritize work load; make accurate calculations; operate and utilize a computer and related software applications, including but not limited to geographic information systems; use various surveying equipment; work in inclement weather and/or on challenging terrain; analyze spatial problems and measurements; write clear, concise, grammatically correct reports, letters and memoranda; follow oral and written instructions; use patience, tact and courtesy in dealing with the public; Level II: check calculations, plans and maps for accuracy and conformance with standards and regulations; read and interpret plans, maps, deeds, legal descriptions and other records; collect information and organize it into manageable form; review and write legal descriptions; analyze technical problems; formulate and select correct alternatives and make recommendation; interpret aerial photographs; direct survey crews; produce construction, topographic and control surveys; route surveying; post process survey data and produce reports; operate GPS and traditional survey equipment; use industry standard computer based CAD, GIS and survey related post processing programs; coordinate work with others; work as part of a multidisciplinary team; maintain files and records; give and follow oral and written instructions; remain flexible and tolerant under changes in workloads and schedules.
License or Certificate: Level I: Ability to obtain or possession of a Surveyor in Training Certificate issued by the California Board of Professional Engineers, Land Surveyors and Geologists; possession of, or ability to obtain an appropriate, valid California driver's license; Level II: possession of a Land Surveyor in Training certificate issued by the California Board for Professional Engineers, Land Surveyors, and Geologists.

Conditions of Employment
Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave: 12 set days and 1 personal holiday.
Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.
Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.
Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation: A voluntary deferred compensation plan is available.
