The Position

We are currently recruiting to fill one (1) Departmental Human Resources Analyst II vacancy in the Contra Costa Health Department that focuses on employee and labor relations. However, the eligible list resulting from this recruitment may also be used to fill other vacancies countywide.

In this role, you will play a crucial part in providing professional human resources services to assigned programs/divisions by performing personnel work of difficult and complex nature in the area of employee relations. You will join a team of clerical, technical, and professional personnel staff with dedicated oversight from a manager in the Personnel Services Unit. What you will typically be responsible for:
  • Coaching and counseling various business stakeholders on employee relations issues
  • Providing instruction and guidance on labor and personnel related issues
  • Leading training and providing guidance to junior staff
  • Conducting investigations into employee grievances
  • Serving as the department’s representative in grievance processes including mediation
  • Participating in the interactive process for leave of absence and ADA accommodations
  • Investigating and responding to employee complaints of discrimination and harassment
  • Preparing documentation for EEOC and DFEH requests for information
  • Providing guidance and interpretation to the department on Personnel Management Regulations, Administrative Bulletins, and Memorandums of Understanding
  • Preparing personnel recommendations for management based on disciplinary documents, performance evaluations, and probationary reports
  • Compiling documents for Skelly Hearings as needed

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: Two (2) years of full-time or its equivalent professional human resources experience. Qualifying experience should include employee and/or labor relations.

Note: Professional Human Resources experience is defined as performing duties that require interpretation, independence of judgment and application of defined principles, practices and regulations.

AND

Education: Possession of a Bachelor's degree from an accredited college or university. A major in human resources management, business administration, public administration, industrial / organizational psychology, or a closely related field is preferred.

Desirable Qualifications:
  • Possession of a PSHRA certification
  • Possession of a HRCI or SHRM certification
  • Background in mediation, conflict resolution or a related field
  • Formal training in employee relations investigations
  • Formal training in civil rights investigations
  • Formal training in leave management
  • Possession of a Train the Trainer certification



Selection Process

1. Application Filing and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application, applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.

2. Online Multiple-Choice Test: Candidates who clearly demonstrate that they possess the minimum qualifications will be invited to participate in an online test. You will need access to a computer with a reliable internet connection to participate in the assessment. This multiple-choice test will assess candidates on the required competencies and technical skills. (Weighted: 100%)

The Online Multiple-Choice Test will take place via computer (remotely) during the week of October 14th, 2024.


If you apply for another recruitment that uses this exam and the test is scheduled within 6 months of the date you took the test this time, you will not have the option to re-take the exam. Additionally, if you are invited to the testing step in this recruitment but have already taken the exam within the last 6 months, your most recent score will automatically be applied to this recruitment.
