General Description and Classification Standards

Provide Mechanical Engineering direction, inter-disciplinary coordination and leadership to the Planning and Development design staff in the execution of the Dept. of Aviation Capital Improvement Program. Provide support to the CIP by directing the activities of both in-house technical staff and contracted design professionals to execute the various engineering phases, (planning, design, bid, CA, commissioning, closeout, etc.) required to bring a new construction and renovation projects online at HJAIA.

This position manages and organizes resources to accomplish specific task assignments in the areas of design management, construction management, project management and facility management. It provides technical support and coordination to Facility Managers, Construction Managers and Project Managers as required.

This is a highly experienced professional who routinely exercises project leadership over complex projects, trains other professionals, and serves as a specialized subject matter expert in one or more specific areas. This level position would be expected to have noticeably greater leadership and technical responsibilities than a Senior level engineering position. This is NOT a routine promotional level and the specific justification for classification at this level must be documented.

Supervision Received

This position reports to the Assistant Director of Engineering-(M/P/FP). Works independently and only sees a supervisor occasionally for administrative supervision on assignments given in terms of broad general objectives, limits, and organizational priorities. This position also provides support to the Director of Engineering when requested.

Minimum Qualifications Education and Experience
  • Bachelor's degree in Mechanical Engineering
  • 10 years of progressively responsible design experience covering primarily HVAC design.
  • Specifically, the design of HVAC systems including central utility plants, large primary, secondary hydronic distribution systems and BAS controls.
  • 5 years experience designing and/or managing the design of various plumbing and fire protection systems, including domestic water distribution, sanitary waste & vent, grease waste as well as wet & dry pipe sprinklers and clean agent fire suppression systems. (Note: experience can be concurrent with HVAC)

Preferred Education and Experience
  • Advanced degree in Engineering or a Construction Related Discipline.
  • Ten plus years’ experience specifically doing airport/airfield design showing a working knowledge of mechanical systems typical to aviation facilities including PC-Air, tunnel ventilation, IT room conditioning and fire suppression.
  • Extensive experience in the design, specification and troubleshooting of various plumbing and fire protection systems. (grease waste, natural gas domestic water, sanitary sewer, storm water, wet & dry pipe, clean agent, etc.)
  • Some knowledge of ancillary airport systems such as fuel distribution systems, baggage handling systems, and plane de-icing a plus. Experience doing multi-disciplined design reviews for technical correctness as well as general QA/QC.
  • Possess strong fundamental knowledge of mechanical engineering practice as it relates to the built environment.
  • Experience doing multi-disciplined design reviews for technical correctness as well as general QA/QC.

Licensures and Certifications

Professional Engineer registration in Georgia required. Valid State Issued Driver’s License required. LEED, CEM, Certified Plumbing Designer & NFPA certifications are a plus.
