Position Description

Support operating policies, standards and best practices that ensure high integrity enterprise spatial and attribute data for optimal use of GIS capacity. This includes support of Enterprise Data Provisioning, support of GIS Web Development, GIS Web Application components and new technologies.

Work Location: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities

• Maintain the GIS Spatial Database containing Surface Water & Sewers Infrastructure, editing assets within the spatial database and ensure proper integration to the Maximo Asset Management system.
• Support Python code used for Gopher State One Call automation, and other applications.
• Assist with Maximo/GIS asset management Reporting and Analysis as needed.
• Maintain and coordinate enterprise data resources
• Assist departments in their documentation of their business processes, technology assessment and with migrating departmental business applications and technology needs to an enterprise City business.
• Support and assist departments in the implementation of business technology solutions by delivering strategic GIS technology application.
• Provide Customer support of the ArcGIS and ArcGIS Pro application desktop suite
• Working with GPS units and workflows to assist in the capture of infrastructure locations.
• Responsible for the creation of training plans, including schedules, preparing training materials, conducting monthly user group training meetings and developing the web site for user referral
• Monitor enterprise data management and data stewardship program.
• Perform web content publication of materials used by the GIS User community and provide support for the City's Enterprise GIS web applications.
• Provide assistance to customers with moderately complex GIS analysis services.
• Serve as project manager on simple to moderately complex GIS projects, including creating custom maps, project plans, budgets, schedules and managing the project.
• Provide day-to-day support to customers that request services in person and electronically.

Working Conditions: Office setting with some field work and daily exposure to computers. Some field work required.

Required Qualifications

Minimum Qualifications :
Bachelor's Degree in Cartography, Geography, Computer Science, Landscape Architecture, a closely related field or equivalent.

Minimum Experience :
Three years of experience applying GIS technology.

Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience 100%. Only those candidates who attain a passing score 70% on each step in the selection process will be placed on the eligible list. Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.

Knowledge, Skills and Abilities

• Knowledge of ERSI technology including ERSI-ARCSDE data base management software tools.
• Knowledge of geo-processing, cartographic design and cartographic principles and procedures.
• Knowledge of data conversion, translation and transfer techniques.
• Python Programming experience.
• Familiarity working with ArcGIS Online and FieldMaps.
• Knowledge of the principles and techniques of work planning, scheduling, measurement and reporting.
• Knowledge of municipal government, the activities and process involved in the delivery of city services.
• Ability to establish effective business and working relationships and communicate effectively, both orally and in writing.
• Ability to lead, manage, organize, and implement programs with diverse staff and multiple departments.
• Good analytical, coordination, research and problem-solving skills.
• Ability to read construction project plans sets describing new & removed Surface Water & Sewer assets.
• Working knowledge of Reporting tools and creating complex queries for data extraction.
