    DESCRIPTION:

    This list will be used to fill vacancies in areas such as in the Division of Maternal, Child and Adolescent Health of the LAC DPH as it is seeking a physician leader to direct its Perinatal and Infant Health Unit. The Programs within the Unit include the Home Visiting Program, the Comprehensive Perinatal Services Program, the Black Infant Health Program and the African American Infant and Maternal Mortality Prevention Initiative. The Director will have major responsibility for a constellation of programs aimed at improving outcomes for mothers, infants, young children, and families in all Los Angeles County (LAC) communities but especially in communities that face unequal access to resources that are critical to good health. Central to the role will be leadership for programs developed specifically to eliminate persistent inequity in birth outcomes for Black women as compared to women of other racial/ethnic groups. The Director will p rovide direction and management to the Perinatal and Infant Health Unit, supervise program leaders in the unit; serve as an in-house subject matter expert on perinatal and infant health, for Division programs but also for the Department; serve as a spokesperson for and representative of the Department of Public Health in public forums and with collaborative endeavors, in relation to perinatal and infant health and maternal and child health equity and act as liaison to perinatal and infant health care providers and provider organizations, assuring critical linkages between public health and clinical care.

    DEFINITION:
    Incumbents in these positions are licensed physicians that have immediate responsibility, either within a geographical area or County-wide, for a general or specialized health services program or directs a medical division in a County hospital.

    CLASSIFICATION STANDARDS:
    Positions allocable to this class have immediate responsibility for (1) supervising public health services in health districts within Los Angeles County jurisdiction, (2) planning, coordinating and evaluating specialized health programs on a County-wide basis, (3) supervising a medical division of a hospital or assisting in the supervision of a very large medical division of a hospital, or (4) supervising the forensic medicine functions of the Department of the Coroner.

    Essential Job Functions

    • Formulates or assists in the formulation of overall policies and plans and directs the program and medical activities of a medical division of a hospital.
    • Has responsibility for or assists in the administrative aspects of the division, including budget preparation and control, personnel functions, procurement of equipment and supplies, and coordinating the work of the division with that of other divisions in the hospital.
    • Directs or assists in directing the training of interns, resident physicians, and medical and technical students in the work of the division.
    • Directs the establishment, improvement or revision of the medical work or procedures of the division in order to improve the level of service or the utilization of personnel.
    • Plans, directs and supervises medical research and the presentation and review of findings.
    • Examines, diagnoses, and prescribes treatment for patients on a consultative basis, and reviews the care prescribed by staff physicians, resident physicians, and interns.
    • Gives lectures and demonstrations to medical and nursing staff and medical and technical students.


    Requirements

    MINIMUM REQUIREMENTS:

    Completion of a residency approved by an American Specialty Board in one or more designated specialties* or equivalent** -AND- Two years of experience in medical practice, additional training, teaching, or investigative work.

    LICENSE:
    California State Physician and Surgeon's Certificate authorized by the Board of Medical Examiners of the State of California.***

    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL CLASS:
    2 - Light: Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

    **Equivalent training is defined as that training which the appropriate American Certifying Board formally recognizes in writing as being equivalent. Equivalent training for appointments to the specialty of Emergency Medicine will be that training and/or experience approved by the Director of Public Health.

    Applicants must include a legible photocopy of the certificate of completion of a residency training program approved by the American Specialty Board and California State Physician and Surgeon's Certificate to the application at the time of filing or within 15 calendar days of filing online.

    The required license and/or certificate MUST be current and unrestricted; conditional, provisional, probationary or restricted licenses and/or certificates will NOT be accepted.

    EXAMINATION CONTENT:
    This examination will consist of an evaluation of education, experience, and desirable qualifications based upon application information and supplemental questionnaire at the time of filing weighted 100%.

    Applicants must meet the Minimum Requirements and must achieve a passing score of 70% or higher on the examination in order to be added on the Eligible Register.

    Passing this examination and being added on the Eligible Register does not guarantee an offer of employment.

    ELIGIBILITY INFORMATION:
    The names of candidates receiving a passing score in the examination will be added to the
    Eligible Register in the order of their score group for a period of twelve (12) months following the date of eligibility.

    NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.
