Salary and benefits are established by City Council Resolution for classifications designated as Executive, Mid-Management, Confidential/Exempt. The City Wide Systems Network Engineer reports to the Information Technology and Systems Manager. This position may provide technical supervision of I.T. or other administrative staff.
As a foundational member of the City's in-house IT staff, this position develops, designs, reviews and ensures the strategic application of security and operational practices across the CIty's computer network system. The position assists all departments with a primary focus on implementing and maintaining management information systems Citywide.
EXAMPLES OF ESSENTIAL FUNCTIONS The following examples are intended to describe the general nature and level of work performed by persons assigned to this classification. Depending on assignment, duties may include but are not limited to the following:
- Administer, manage, maintain, document, and support the City's network infrastructure including servers, workstations, Mobile devices, switches, routers, cabling, printers, LAN/WAN, Wi-Fi, Microwave network connectivity, VoIP, and Mobile Data terminals.
- Provide administration for Microsoft Windows Server, SQL Server, Hyper-V, SharePoint, Active Directory, E-mail, Firewall, offline storage, and other servers for the City's multiple Data Centers.
- Provide assistance and supervision to IT staff with hardware, software, maintenance, administration and installation of Network infrastructure.
- Establish, maintain, document, and provide daily and sometimes after hours end-user support for computer systems and applications for the City Hall, Fire and Police Department and remote sites.
- Provide support to Police and Fire CAD/RMS, Wireless, telecom equipment and software including phone switch, telephones, modems and dispatch call center.
- Maintain data backup and disaster recovery procedures, and all other redundancy systems.
- Build, configure and support the latest Windows Server Operating systems, Linux, Network routers and layer 3 switches, proficient with industry standard CLI command for Cisco, HPE/Aruba / Juniper
- Analyze, design, test, implement and support Microsoft applications, Exchange365 , Office 365 and other applications.
- Recommend purchase of IT and other related equipment for all City Department computer systems and infrastructure.
- Participate in City's project implementations, assist with technology recommendations and deployment.
- Ensure execution of regular backup of all essential files, and periodic after-incident restoration of data files from backups.
- Maintain digital evidence systems, including archival and recovery of surveillance, in-car, body camera systems and storage.
- Provide technical support and troubleshoot PC hardware and software, phone systems, mobile device, proprietary 3rd software system support to all City departments.

QUALIFICATIONS Any combination equivalent to experience and education that could likely provide the required skills, knowledge and abilities would be qualifying. A typical way to obtain the skills, knowledge and abilities would be:
Experience : Five to seven years of Windows administration, Network administration, troubleshooting, and technical support experience in addition to five years experience building and configuring network infrastructure using HPE/Aruba or Cisco System. Windows servers, Storage Servers and Virtual Servers experience is a must. Experience working with an IT Managed Services contractor as well as within Law Enforcement and/or Public Safety background is highly desirable.
Education: A Bachelor's degree from an accredited college or university in Computer Science or related field or graduation from an accredited technical school.
Knowledge of: Microsoft Windows Servers, Microsoft 365 Admin Center, AD Azure, Exchange 365 and all Windows Desktop based systems; development and deployment of networking technologies on multiple computing platforms including disaster recovery; network, communications systems, data center operational support, desktop computing and support management; specific industry trends and standards; Firewalls and Network security measures; Cisco, HP/Aruba and other switches and routers; TCP/IP and Web technologies, Windows, MS Office 365; Microsoft SharePoint and Hyper-V environments.
Ability to: Work cooperatively with City Department administrators and staff at all skill and management levels; analyze complex problems and develop valid solutions; speak expressively and articulately; manage projects; be available for off-hours administrative and technical support duties.
License/Certification: A valid California Class C Driver's License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions may be required.
Microsoft Certifications Azure, 365, Security Compliance, CNE (Certified Network Engineer) are highly desirable.
ADDITIONAL INFORMATION California Department of Motor Vehicle (DMV) Pull Notice System: An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of Downey. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.
Physical Tasks and Environmental Conditions: Independent body mobility to stand, climb stairs and ladders, walk on uneven ground or wet surfaces; upper body strength to reach and move items from above shoulder positions; corrected vision to read documents with standard text and computer screens; strength to lift and carry tools or equipment up to twenty-five (25) pounds in weight.
Work is performed both indoors and outdoors in an office environment and in the field with exposure to weather conditions. Sit, walk, or stand for extended periods of time; and, bending or stooping repeatedly or continually over time.
