Who are we seeking?
We are in search of an individual to step into the role of Senior Human Resources Manager within our Workforce and Employee Development (WED) division. Our ideal candidate is characterized by innovation, motivation, and a genuine passion for contributing to our organization and community.

Essential Job Functions

What are the responsibilities of the Senior Human Resources Manager within the WED division?

This role entails directing a major division within the Department of Human Resources, focusing on delivering workforce and employee development program services to County departments.

Key responsibilities include:
  • Direct development and implementation of various HR programs (e.g., Skill Building, Workforce Strategies, EEO, Disaster Service Worker, Management Fellow programs) by determining objectives, conducting learning events, and evaluating project plans.
  • Manage the Workforce and Employee Development division by planning and directing work activities, analyzing current processes, policies, mandates, and legislation.
  • Supervise staff through delegation, monitoring, training, disciplining, and participating in hiring and employee-relation investigations. Prepare sensitive and complex documents, coordinate activities with other divisions, departments, and contractors, and update upper management.
  • Participate in strategic planning by developing and recommending short- and long-term goals and objectives, coordinating action plans, and evaluating their effectiveness to achieve the department's and County's vision and mission.
  • Recommend and justify expenditures, review budget reports, oversee staff allocation and services, and direct budget development to ensure cost-effective administration.
  • Represent the department in meetings, conferences, and events, serving as a leader and liaison with other divisions, departments, and outside organizations. Present information, address concerns, and disseminate information on new programs, policies, and procedures.


Requirements

SELECTION REQUIREMENTS:

To qualify, you must meet one of the following options.

Option I: Graduation from an accredited college or university with a bachelor's degree* or higher in psychology, human resources, organizational development, industrial relations or a closely related field -AND- three (3) years of experience designing and implementing learning content in a public sector organization or similar regulated environment** at the level of Principal Analyst, Human Resources*** or higher .

Option II: Graduation from an accredited college or university with a bachelor's degree* or higher in psychology, human resources, organizational development, industrial relations or a closely related field -AND- three (3) years of experience managing the design and implementation of learning content through subordinate supervisors in a public sector organization or similar regulated environment.**

Option III: Five (5) years of experience in designing and implementing learning content in a public sector organization or similar regulated environment**, three (3) years of which must have been at the level of Principal Analyst, Human Resources*** or higher.

** A similar regulated environment to public sector organizations would be government-regulated industries or sectors. These industries are subject to government oversight, regulations, and compliance requirements similar to those faced by public sector organizations, (e.g., Healthcare, Education, Energy and Utilities, Transportation). These regulated environments share similarities with public sector organizations in terms of government oversight, adherence to regulations, and accountability to the public interest.

*** Experience at the level of Principal Analyst, Human Resources is defined as having immediate responsibility for a major central human resources program for a large organization, such as recruitment, employee benefits, or advocacy. Must demonstrate management and leadership skills in providing professional services, guidance, and oversight in administration of the program and when dealing with all meaningful partners within the organization.

DESIRABLE QUALIFICATIONS:
  • Master's Degree or higher from an accredited college or university in psychology, human resources, psychology, organizational development, industrial relations, or a closely related field.
  • Demonstrable experience in effectively leading, supervising, and evaluating the work of a variety of professional and technical personnel in administrative, human resources, and other support functions.
  • Demonstrable experience developing and/or improving programs including new or modified human resources programs, policies, and work methods for delivering effective human resources programs and services.
  • Extensive knowledge and understanding of the application of human resources principles and practices of a large and complex human resources program.
  • Excellent interpersonal and customer service skills in interacting effectively with County department management staff, public officials, union representatives, other employee organizations, departments, and staff.
  • Exceptional project management skills, with demonstrated ability to manage multiple priorities and deadlines effectively.
  • Professional Human Resources Certification or designation (e.g., International Public Management Association - Human Resources (IPMA-HR), Society of Human Resources Management - Senior Certified Professional (SHRM-SCP).

WITHHOLD INFORMATION:

ENDORSEMENT OF COUNTY QUALIFICATIONS:


County employees who wish to meet the requirements using out-of-class experience must provide official documentation such as additional responsibility bonus, out-of-class bonus, temporary assignment bonus, or reclassification study from CEO Classification with your application at the time of filing or within seven (7) calendar days from application submission. Employees do not need to submit such verification if they hold or have held one of the positions above/ or a position deemed to be at equivalent level. Out-of-class duties should be accurately described in the application work history, and questionable experience will be verified through the departmental HR Manager when necessary.

LICENSE:

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.


PHYSICAL CLASS:


2 - Light. This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Our Assessment Process:
This examination will consist of TWO (2) parts:

PART I: A multiple choice and/or simulation assessment, weighted 75%, assessing:

Candidates may be invited to participate in both Part I and II. However, only those that achieve a passing score of 70% or higher in Part I, will have Part II scored.

PART II: A writing assessment, weighted 25%, measuring English Structure and Content, Written Expression, and Prioritizing Information.

MULTIPLE CHOICE AND/OR SIMULATION ASSESSMENTS ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

ELIGIBILITY INFORMATION:
The names of candidates receiving a passing grade in the examination will be placed on the eligible list in the order of their score group for a period of twelve (12) months.
