TPWD MISSION

To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

Per State Park Police General Orders 2.170 Residency Policy: Selected applicant will be required to reside within 50 air miles of the listed duty station.

GENERAL DESCRIPTION



NOTE: INTERNAL POSTING, OPEN TO TPWD EMPLOYEES ONLY.

Under the direction of the Regional Major, this position performs public safety and resource enforcement work in state park regions and surrounding communities. This position is responsible for managing, evaluating, and assisting with administrative and operational activities related to law enforcement and public safety training as assigned. Work involves developing and implementing law enforcement and public safety training programs. Responsibilities include conducting analyses of law enforcement activities, overseeing and coordinating cadet hiring and testing, administration, analysis, and development, presenting training programs and activities and providing guidance and leadership to other personnel. Monitors and ensures officer and agency TCOLE compliance, in-service training and serves as a recruiter. Provides law enforcement services and educational programs and activities to support conservation initiatives. Assigns and supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


Qualifications:

MINIMUM QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Bachelor's degree;

Graduation from the Texas Parks and Wildlife State Park Law Enforcement Academy or Game Warden Training Academy.

Experience:

Six years of experience as a commissioned Texas State Park Police Officer.

Licensure:

Must be currently commissioned by the Texas Parks and Wildlife Department;

Must be licensed as a Texas peace officer by the Texas Commission on Law Enforcement;

Must possess a current license as a peace officer by the Texas Commission on Law Enforcement (TCOLE);

Must obtain a Texas Commission on Law Enforcement (TCOLE) Instructor License with 120 days of hiring or be currently licensed as a TCOLE Instructor;

Applicant must possess a valid State driver's license.

NOTE: Retention of position contingent upon maintaining required licenses.

ACCEPTABLE SUBSTITUTIONS:

Education:

Current TPWD employees may substitute one additional year of commissioned Peace Officer experience, beyond the required six years of Texas State Park Police experience, for 30 semester hours of the required education, with a maximum substitution of 120 semester hours.

PREFERRED QUALIFICATIONS:

Education:

Graduation from an accredited four-year college or university with major course work in criminal justice, corrections, criminology, police science, natural resources, or a related field.

Licensure:

Advanced TCOLE License;

TCOLE Instructor License;

Field Training Officer Certification.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of adult learning theories and teaching techniques/methods;

Knowledge of state and federal statutes, proclamations, regulations, and policies related to the enforcement of all provisions of the Texas Penal Code, and the Code of Criminal Procedure;

Knowledge of the Texas Parks and Wildlife Code, and of department procedures and policies and of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions;

Knowledge of all regulatory acts adopted under the authority of the Parks and Wildlife Code, regarding park rules and regulations, natural and cultural resources, Fish and Wildlife regulations and provisions of the Texas Water Safety;

Knowledge of the emergency operational procedures;

Skill in applying adult learning theories in presenting training learning objectives to students;

Skill in solving complex problems, in determining appropriate solutions and actions to be taken, and in using appropriate judgment in selecting a course of action;

Skill in identifying needs to update current curriculum to reflect changing TCOLE mandates and learning objectives and other professional developmental lesson objectives;

Skill in developing and delivering presentations and training material and courses to meet identified needs;

Skill in effectively communicating and dealing with other people to achieve work related goals and objectives of training;

Skill in actively recruiting qualified applicants through education of the duties and responsibilities of a State Park Police Officer;

Skill in use of instructional software used in training presentations;

Skill in using sound judgment in making training decisions;

Skill in using computers to develop, maintain and monitor reports, records, documents and other information, including the development of lesson plans;

Skill in using MS Word, Excel and Outlook;

Skill in creating and managing correspondence, reports, documents and other forms of written communication;

Ability to apply agency, state and federal laws, statutes, regulations, proclamations, policies and procedures; regulations pertaining to wildlife and natural resources enforcement;

Ability to interpret and apply applicable provisions of the Texas Penal Code and the Texas Code of Criminal Procedures;

Ability to identify, initiate, and implement unique and innovative investigative tactics and strategies;

Ability to prepare reports;

Ability to plan, organize and coordinate meetings, including agendas and logistical support;

Ability to function as the Emergency Operations Center during a disaster;

Ability to manage social media sites;

Ability to communicate effectively;

Ability to supervise the work of others.

WORKING CONDITIONS:

Required to work from 8:00 to 5:00 p.m., Monday through Friday;

Required to adjust to changing schedules;

Required to operate State vehicle;

Required to travel 50% with possible overnight stays;

Non-smoking environment in State buildings and vehicles.
