OVERVIEW

Position Summary
This position is responsible for the planning, development, implementation, and oversight of municipal programs for solid and hazardous waste reduction, recycling, composting, and related programs and projects within Kitsap County. An employee in this class is responsible for the coordination and promotion of County programs with cities, neighboring counties, state agencies, private haulers, recyclers, manufacturers, waste generators, and the public.

QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS

REQUIRED EDUCATION AND EXPERIENCE:
  • Bachelor's degree in business, public administration, marketing, environmental studies or sciences, or other related discipline, and
  • Three years of experience in integrated environmental management programs (solid waste, recycling, waste, storm water, sewer, natural resources, growth management), or
  • Any equivalent combination of experience and education that provides the applicant with the desired knowledge, skills, and ability required to perform the work.
PREFERRED EDUCATION AND EXPERIENCE
  • Prior experience in any of the following: communications promoting education and outreach, conducting media campaigns, public relations, market research, community outreach, adult education, technical communications for non-technical audiences, behavior organizational change, event planning, working with contractors, contract management, budget management, writing and managing grants.
Driving Requirements
  • The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment.The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:
    • Category 1: operates County-owned vehicle, and
    • Category 2: Driver may operate a personal vehicle as an essential function for official County business. Any employee using a personal vehicle on official County business shall be required to maintain auto liability insurance, in addition to having a valid driver's license.
Prior to employment, the successful candidate must:
  • Submit official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
  • Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.

  • The duties in this position are performed in an office setting and in the field, and may be required to lift at least 20 pounds.


ILLUSTRATIVE EXAMPLE OF DUTIES

  • Plan, develop, implement, and modify waste reduction and recycling programs and projects to achieve County goals.
  • Coordinate all aspects of program and project services, including determining business need; planning in the long and short-term; conducting research; securing funding; developing applications, procedures, and processes; procuring materials and professional services; collecting, analyzing, and monitoring data; analyzing legislative action for program impacts; managing day-to-day operations; and evaluation.
  • Administer contracts and grants, including
  • Develop and implement marketing and communications plans for programs and projects, including conducting research; determining strategy; developing marketing collateral and applications; writing content; writing press releases; public and media relations; and evaluation.
  • Make program and project recommendations to leadership and provide technical input related to waste reduction, recycling, outreach, and communications.
  • Coordinate with or serve as liaison to cities, neighboring counties, local and state agencies, other county departments, private haulers, recyclers, manufacturers, waste generators, statewide work groups, advisory committees, and the public to create partnerships, implement programs and projects, and establish and maintain professional relationships.
  • Represent the Department or Division at public meetings, events, or hearings on projects and programs.
  • Makes presentations of related subject matter to elected officials, public and private groups, and individuals to inform and solicit support and participation in programs as well as general community education.
  • Act as lead for seasonal temporary employees and interns, including work planning, orientation and training, scheduling, task prioritization, and monitoring

Vacation Leave
New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

Upon completion of 3 years: 15 days per year (10.00 hours per month)
Upon completion of 5 years: 20 days per year (13.33 hours per month)
Upon completion of 10 years: 25 days per year (16.67 hours per month)
Sick Leave
All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
