Job Description

The Family Support Division, Rehabilitation Services for the Blind (RSB), is seeking candidates to fill a Program Specialist position. This position is located in Cole County, in the RSB Central Office based at 615 Howerton Court, Jefferson City, MO.

Duties include, but are not limited to:

  • Working directly under the supervision of the Policy Development Coordinator, but exercising increasing independence and initiative within established agency guidelines;
  • Perform System Administration duties with in the case management system to maintain end user capabilities;
  • Assist in the review and testing of system changes, updates, and issue resolutions;
  • Serve as the front line ‘helpdesk” for case management system inquires;
  • Researching, analyzing, and reporting on a variety of statistical data queries using the agency electronic case, fiscal, and administrative management system as well as other existing databases;
  • Develop and maintain proficiency in utilization of business intelligence software -such as Tableau - to enable the efficient use of agency data resources;
  • Receive and respond to statewide inquiries from customers, elected officials, field staff, and the public via telephone, mail, fax, and e-mail;
  • Interpret and explain program rules, regulations, and procedures;
  • Research, interpret, and communicate state and federal policies/procedures, laws, and rules/regulations, including assisting with the review of federal reports to ensure accuracy and compliance with WIOA;
  • Review all program memorandums to ensure correct knowledge of policy and policy changes.


Two or more years of experience in a professional or technical job classification with the Missouri Uniform Classification and Pay System in the Missouri Department of Social Services; and possession of a high school diploma or proof of high school equivalency. OR

A Bachelor’s degree from an accredited college or university; and,

Four or more years of professional or technical experience providing social services; or conducting investigations or audits of social service providers, recipients, and/or applicants.
