The City of Huntington Beach Fire Department is seeking career minded individuals who are prepared for a long-term career in the fire service profession. Ideal candidates will possess excellent interpersonal and multi-cultural skills, have a strong commitment to community involvement, as well as have a good understanding of basic teaching techniques. Firefighter Paramedics live and work in fire stations with peers, coworkers and supervisors while exercising good judgment, self-restraint and tact in dealing with a variety of issues and situations. Current and future vacancies will be filled from the eligibility list established from this recruitment and examination process.

The Huntington Beach Fire Department (HBFD) is staffed by 202 members, of which 150 are sworn and 52 are civilian. The HBFD also has 150 seasonal lifeguards to support its full-time staff. We provide Firefighters with opportunities to gain exposure in a wide variety of fire service activities (e.g. Urban Search & Rescue, Hazardous Materials Team, SWAT Paramedic, Employee Health and Wellness, Fire Explorers, Community Risk Reduction, Arson Investigation, Marine Safety Division with Swift Water Rescue and Dive Team, Peer Support Team with Service Canine, etc.). We are also proud to manage a Regional Fire Training Center and the City's Emergency Operating Center.

Examples of Essential Duties

Under the direction of a Fire Captain, performs duties involving responding to medical, fire and environmental emergencies;
  • Communicates medical information to the hospital; administers advanced emergency medical care to the sick and injured; documents emergency care rendered;
  • Engages in all-risk fire suppression and rescue activities;
  • Create and deliver Company level training regarding fire/emergency safety practices and procedures;
  • Actively engaged in community risk reduction activities;
  • Maintains fire stations; drives department vehicles; operates department equipment;
  • Attends instruction sessions related to job; participates in HBFD's physical fitness program;
  • Performs other related duties as assigned.
Note: The preceding duties have been provided as examples of the essential types of work performed within this job classification. City Council/Administration at its discretion, may add, modify, change or rescind work assignments as needed.

Minimum Qualifications

The following must be met by time of application:
High School diploma or equivalentAt least 18 years of ageValid Driver LicensePossession of a valid California State Paramedic license OR a valid National Registry EMT-Paramedic Certification.A valid current American Heart Association (AHA) issued BLS Provider or Healthcare Provider card issued by an American Heart Association Training Center or a CPR card for health care providers issued by the American Red Cross. Military-level CPR certification is subject to review on a case-by-case basis. Possession of Certificate of successful completion of Physical Abilities Test (PAT). Only CPAT or Biddle PAT, issued on or after September 9, 2023 , will be accepted. Note: A Biddle Pat exam will be provided for any candidate who meets all other minimum qualifications , but does not possess a CPAT or Biddle Pat certificate. Must meet at least one of the following requirements by time of application:
  • One year of continuous experience as a full-time paid firefighter with a federal, state, county or local agency,

OR

  • Possession of a California Firefighter I Certificate;

OR

  • Graduation from a California State accredited Firefighter I Academy (minimum of 348 hours).
The following must be met after appointment: Candidates possessing a Paramedic Certification through the National Registry must obtain a California State Paramedic License by completion of HBFD Firefighter Paramedic Academy by February 28, 2025.Orange County Paramedic accreditation within thirty (30) days of completion of HBFD Firefighter Paramedic Academy.California Class C Driver License with Firefighter Endorsement prior to completing probationary period. SELECTION PROCESS:

Each candidate is required to submit an on-line application and supplemental questionnaire to the City of Huntington Beach. No walk-ins will be permitted . Applications will be reviewed for qualifications and completeness.

The examination components will include a Fisdap test, oral interview and practical assessment.
  • Any incomplete application or application not meeting qualifications will be disqualified from further participation in the examination process.
  • Proof of required certifications (only those specified) must be submitted at time of application. Failure to provide copies will result in disqualification.
  • Candidates successfully passing all the components of the examination process will be placed on the eligible list from which appointments will be made.
  • This list will be in effect for one year, unless exhausted sooner.
COMPONENT AND ACADEMY DATES
Upon appointment, new-hires are placed through an eight week comprehensive academy and serve a one-year probationary period.

  • Fisdap Test (pass/fail) and Oral Interview/Practical Assessment (100% weight)
    • Fisdap Test - October 15 or 16, 2024
    • Oral Interview/Practical Assessment - October 29 or 30, 2024
Fire Chief's Oral Interview
  • The top candidates will be certified for a Fire Chief's oral interview the week of November 4, 2024. These candidates can expect to hear from the Fire Department immediately after the Fisdap/oral review. The employment eligibility list is valid for one year unless exhausted sooner.
Background Investigation
  • A comprehensive background investigation will be conducted on all candidates after placement on the eligible list and upon a conditional offer of employment.
Conditional Offer of Employment
  • Upon conditional offer of employment, a pre-placement medical exam, including a drug screen, polygraph examination, psychological evaluation, and swim test will be conducted. The swim test will be be conducted in a pool and will include a 100-yard swim (timed under 2 minutes), treading water for 5 minutes, and picking up an object from the bottom of a pool.
Firefighter Paramedic Academy
  • The Firefighter Paramedic Academy will be conducted from January 6, 2025 to February 28, 2025 . The academy schedule includes attendance Monday-Friday from 0730-1730.

The City of Huntington Beach offers a comprehensive benefit package to Huntington Beach Firefighters' Association members including:

The SALARY RANGE is composed of seven steps. Merit step increases are based on satisfactory performance.

LONGEVITY PAY: All full-time employees shall receive longevity pay 2.5% of base salary at five years up to 10% of base salary at twenty years.

CERTIFICATION PAY for various job-related certifications.

PROMOTIONS within the City are based upon the merit system principles emphasizing individual ability and utilizing competitive examinations.

HOLIDAY PAY IN-LIEU: Employees assigned to 40-hour workweek receive 90 paid hours per year. Employees assigned to 56-hour workweek receive 126 paid hours per year.

VACATION LEAVE with pay is granted in the amount of 112 hours per year (40-hour employees) and 157 hours per year (56-hour employees) for the first four years of continuous service, up to 192 hours per year (40-hour employees) and 269 hours per year (56-hour employees) after fourteen years of continuous service.

SICK LEAVE with pay is accrued at a rate of 3.6923 hours per pay period (40-hour employees) and 5.1691 hours per pay period (56-hour employees).

EDUCATIONAL INCENTIVE PLANS: Any employee who has attained a degree approved by the Education Committee and Fire Chief, shall receive 3% of base rate of pay for an associate's, 6% of base rate of pay for a bachelor’s degree, and 9% of base rate of pay for a master’s degree (maximum of 9%).

GROUP INSURANCE PROGRAMS are available to eligible City employees. These programs include medical, dental, vision, long-term disability, life and accidental death and dismemberment insurances.

FLEXIBLE SPENDING ACCOUNTS are available where employees use pre-tax salary to pay for regular child care, adult dependent care and/or medical expenses.

RETIREMENT BENEFITS are provided by the California Public Employee's Retirement System. Every regular employee becomes a member immediately upon employment. A portion of the employee contribution is paid by the City for a for a 3.0% @ 50 benefit plan for “Classic” members and 2.7% @ 57 benefit plan for “new” members (PEPRA). . Effective January 1, 2013, the Public Employees' Pension Reform Act will apply to new members of CalPERS. A new member is defined as any of the following:
• A new hire who is brought into CalPERS membership for the first time on or after 1/1/13, and who has no prior membership in a California public retirement system.

• A new hire who is brought into CalPERS membership for the first time on or after 1/1/13, and who is not eligible for reciprocity with another California public retirement system.

• A member who first established CalPERS membership prior to 01/01/13, and who is rehired by a different CalPERS employer after a break in service of greater than six (6) months.

All employees hired on or after January 1, 2013, will be subject to CalPERS membership review for applicability of PEPRA. Please be advised that new COHB employees not subject to PEPRA and new members subject to PEPRA may also be subject to the terms and conditions of an unexpired Memorandum of Understanding for their respective association.

DEFERRED COMPENSATION: Two voluntary deferred compensation 457 plans are available.

CREDIT UNION membership is available to all City employees and provides access to low interest loans.
