Do you like working in a collaborative environment working with, researching, and editing spatial and tabular data? Are you a detail-oriented individual that enjoys working with large amounts of data across systems and in various applications? You may be the Analyst I we are seeking.

The City of Portland Bureau of Environmental Services (BES) is seeking an Analyst I to support sewer and stormwater utility service billing and collections.

The position will regularly interact with BES Revenue Programs and Portland Water Bureau (PWB) Customer Service. The position is essential in assuring accurate and equitable calculation and application of service charges. This work is in alignment with and supports of the Bureau’s Strategic and Equity Goals, namely upholding our fiscal responsibility and maintaining community trust. This is a new position to the bureau, for the purpose of maintaining data and performing quality assurance and quality control of data and methodology related to our billing and collection policies and with relevant code and rule.

What you’ll get to do:
  • Routinely work with BES data, systems and financial analysts, the PWB customer service team, and with the public.
  • Identify and resolve administrative, operational, and financial issues.
  • Utilize City-specific billing and collections technology, GIS, and general office software.
  • Maintain and edit the Bureau’s Stormwater Billable Area GIS data.
  • Support the equity data analysis pertinent to our sewer and stormwater service charges.

To Qualify

Applicants should specifically address and demonstrate in their cover letter and résumé how their education, training, and/or experience meet each of the following minimum qualifications:
Knowledge of the principles of public administration, and administrative, organizational, and procedural analysisAbility to identify and analyze administrative, operational, financial, and organizational issues; evaluate alternatives; provide sound, logical, fact-based conclusions and present recommendations.Ability to work with and analyze large amounts of data across multiple systems. Ability to establish and maintain effective working relationships with Bureau/Office management and staff, representatives of other public agencies, the public, and others encountered in the course of work. Ability to perform routine work for long periods of time.
Additional Requirements
Experience performing analysis with ArcGIS is required.
Experience with Microsoft Power BI and Excel is preferred.
