Job Description

The Missouri State Emergency Management Agency has responsibility for coordinating disaster response and recovery operations across Missouri - responding to everything from tornadoes and flooding to ice storms to the coronavirus pandemic. SEMA operates the State Emergency Operations Center and provides training and grants to strengthen Missouri’s resilience against natural disasters.

This position is a disaster funded position that serves as a Public Assistance Specialist within the Disaster Recovery Section. The section has operational responsibility, as the State of Missouri Grantee, to ensure compliance with federal, state, and local regulations, statutes and policies in the identification, documentation and payment of disaster related costs associated with separate grants. The section also assists, trains, and mentors local jurisdictions statewide in the grant programs it administers.

Job Description:

  • Develop a knowledge and understanding of, the Federal /State disaster assistance programs including, but not limited to the Public Assistance (PA) Program, the Individuals and Households (IHP) Program, and the Small Business Administration (SBA) disaster assistance programs.
  • Develop a knowledge of, and understanding of, the importance of Federal laws rules and regulations related to the Public Assistance and Individual Assistance programs to include but not limited to 2 CFR Part 200; 44 CFR; grant management and monitoring requirements; Federal and State reporting formats, deadlines and requirements; as well as other disaster assistance programs.
  • The normal work schedule is an eight (8) hour day/five (5) days a week. However, this is subject to change during disaster operations. Supporting the SEOC may involve shift work to support operations running 24 hours/day; 7 days/week. The overtime code for this position is overtime code “2”. Any hours worked in a Sunday thru Saturday week over 40 hours will be compensated for at time and a half and accrued as a leave balance.
  • This position processes requests for reimbursements, verifies supporting documentation, prepares correspondence, contacts applicants, and performs additional grant management tasks. Grant Management functions are also governed by timelines and suspense dates that must be met.
  • This position requires the ability to lift and move boxes and equipment of various dimensions and weights and the ability to walk/stand for extensive periods of time indoors and outdoors in severe weather conditions and over all types of terrain.
  • Travel to accomplish damage assessments, staff Joint Field Offices, to conduct Applicant Briefings, to conduct project inspections, to meet with applicants, and other purposes. Travel may be short notice, of extended duration, and involve extreme conditions (heat, cold, over all types of terrain, etc.).


Minimum Qualifications:

Bachelor’s degree or 4 years of relevant experience. (Substitutions may be allowed.)

Lack of post-secondary education will not be used as the sole basis denying consideration to any applicant.

Knowledge, Skills, and Abilities:

  • Be able to understand complex federal program requirements and be able to convey that information to state and local officials in a clear and concise manner.
  • Be able to understand and use complex federal, state, and private software programs.
  • Be able to conduct presentations in front of large groups that include federal, state, and local elected officials.
  • Possess a thorough knowledge of federal and state regulations, statutes, and policies, as well as, the applicable procurement and contracting regulations associated with public works and emergency protective measures projects.
