About the Position:
Performs professional administrative library services by linking resources and customers, and enables civil community discourse. Serves as an innovative leader, and change agent, within the library, city government, and the community. A Library Manager is an information advocate and forward thinker who inspires learning, discovery and the development of 21st century skills in staff, volunteers, and the community. Oversees and provides a variety of literacy programming, content creation, and preservation. Inspires continued learning, collaboration, skill development, and advocates for the library. Provides leadership and supervision to staff in one or more aspects of library operations. Leads in the development and implementation of new and/or enhanced services. A Library Manager supervises one of the three major library functional areas, assists the Library Director with the administration of the City's Library services and functions and performs administrative, professional and technical library work at upper management level.

Anticipated starting salary may be up to mid-point depending on candidate's experience and internal equity.

Minimum Qualifications

Education and Experience
  • A Master's Degree in library science from an ALA accredited university, or a Master's Degree in a related field.
  • Five years of progressively responsible library experience, including at least three years of supervisory responsibilities.
  • Any equivalent combination of education and/or job-related experience that meets the minimum qualifications may be substituted.
Licensing, Certifications and Other Requirements
  • Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.


Essential Functions

Performs duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following:
  • Supervises employees and coordinates personnel-related activities to include, but not limited to: training, approving work schedules, recommending/approving personnel actions, coaching and counseling, establishing performance goals, and writing performance evaluations.
  • Manages, creates and/or delivers exceptional programming and educational opportunities within the library, through community outreach, and virtually.
  • Develops and monitors the budget for assigned library program and participates in the development of the library department budget.
  • Plans, organizes and manages the activities and staff of a library program.
  • Serves as contract administrator for assigned grants ensuring compliance with regulations, specified instructions and policies.
  • Recommends and implements employee recognitions and rewards or, in some instances, disciplinary procedures.


Work Environment/Physical Demands

  • Most work is performed in a library service desk environment with some work performed in a normal City office environment, and some in community settings.
  • Lift and carry materials weighing up to 30 pounds.
  • Reach, bend, stoop, lift and move arms above shoulder level; lift and carry library materials.
  • Concentrate on and complete tasks in the presence of distractions.
  • Operate a variety of standard office equipment including a computer, laptop and/or tablet PC, telephone, e-reader, calculator, cash register, bar code reader, copy and fax machines requiring continuous and repetitive arm, hand and eye movement.
  • Travel to/from meetings and various locations.
  • Work a varied schedule at various locations, including weekends and evenings.
