Minimum Qualifications

  • Bachelor’s degree in engineering, architecture or related field plus five (5) years of related work experience including two (2) years as a project manager.
    OR Nine (9) years of work experience in engineering, architecture or related area including two (2) years as a project manager.
  • A Master’s degree in a related field may substitute for two (2) years of experience requirement.

The purpose of this position is to administer, coordinate, and consult on power plant engineering and construction projects that include welding, welding inspection, and asset inspection and the associated programs involved in controlling quality.

The position safeguards against catastrophic weld failures that could lead to unit outages, costly repairs, and incidents/near misses to personal safety.

This position administers the in-house welding quality program; allowing Austin Energy employees to be qualified to perform welding repairs on our power plant critical assets.

This position has been designated as a Critical Employee position. Critical Employees are considered necessary and vital and supports activities that impact City or department operations. This work can be done while at a designated work site or while working at an alternate work location. Critical employees who are able to work at an alternative work location are required to do so. Schedules may be modified, and employees may be reassigned to another area during extraordinary situations or emergency conditions to provide essential services.

Additional work hours may be required to support 24-hour utility operations, including evenings, weekends, holidays, inclement weather and emergency closures.

Experience with creating and administering a Welding Quality Program including qualifying welding procedures, training and qualifying welders, creating welding specifications, creating/maintaining a Welding Quality Manual.

Experience with project support as a welding consultant/subject matter expert including managing welding contracts/contractors, writing welding specifications, reviewing and approving design drawings, inspecting and approving repair/fabrication welding work.

Experience with the following tools and equipment:
• positive material identification machine
• hardness tester
• liquid penetrant testing
• magnetic particle testing
• scales, rules, calipers, micrometers, and ultrasonic thickness measurements.

Ability to travel to multiple locations for regular work duties
Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

Resolve escalated project claims, disputes and contentious issues. Manage, review, approve and process contracts and documents. Manage and initiate review and/or design of engineering/architectural projects, including related documentation. Assigns projects, establishes schedule, monitors performance of staff, provides guidance and leadership, and ensures project completion within timelines. Inspect and monitor projects for legal, regulatory and initiative compliance. Develop standard operating procedures, policies, and ordinances. Develop and monitor performance criteria. Manage project budget and schedule. Administer consultant, licensed professional, and Legal Department services. Provide technical advice and assistance to city management, field personnel, contractors, etc. Attend City Council, board meetings, etc. as City staff representative. Coordinate the analysis of site selection.

May be responsible for the full range of supervisory activities: selection, training, evaluation, counseling, and recommendation for dismissal.
