The Position

Management Analysts conduct a variety of studies, research and analysis of management and administrative areas such as budgeting and financial analysis; departmental operations; legislative analysis; management research; and statistical and informational analysis.

Incumbents possess a degree of knowledge and proficiency sufficient to perform work independently with little or no additional training. This position will serve as the Emergency Management Tribal Liaison for the Division of Emergency Management. Duties will include developing NIMS/Preparedness Frameworks, Emergency Operations Plans, FEMA's Disaster Recovery Frameworks and EOC Standard Operating Guidance for every federally recognized tribal nation in Nevada; ensure training and exercises are conducted on the use and maintenance of the satellite communications capability of the Disaster Communication Boxes; develop a multi-year exercise cycle with statewide and tribal emergency management agencies, invest in tribal relationships; conduct Tribal Threat and Hazard Identification Assessment; conduct Stakeholder Preparedness Report for tribes receiving THSGP funding; Conduct tribal capability assessments; and encourage Tribal participation.

Additional duties include ensuring compliance with The National Incident Management System, completion of programmatic reporting and assistance with financial reporting. General knowledge of Emergency Management and National Incident Management Systems and experience with outreach, grant reporting, program management, and relationship building is desired. Previous experience working with Tribal Nations and familiarity with Tribal customs and traditions is preferred. Activation as a member of the Emergency Operations Center may be necessary in the event of a major emergency. This may serve to disrupt/alter/revise or totally change all previously established work performance standards, requiring 100% of the time, until the emergency is over. In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications) Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and one year of professional experience in the research, development, evaluation or revision of programs, organizations, methods or procedures; OR graduation from high school or equivalent education and three years of professional experience as described above; OR two years of experience as an Accountant Technician I or Tax Examiner II in Nevada State service; OR one year of experience as an Accountant Technician II or Fiscal/Business Professional Trainee III in Nevada State service; OR an equivalent combination of education and experience as described above. Special Requirements This position requires a valid driver's license or evidence of equivalent mobility at the time of appointment and as a condition of continuing employment. This position requires a State of Nevada/FBI fingerprint-based background check as a condition of appointment and as condition of continuing employment.
