POSITION PURPOSE
This is a technical and professional position responsible for the management of the City's local and wide area networks with complete responsibility for engineering, designing, maintaining, updating and troubleshooting network and data communication problems. Work involves the complete technical support and administration of networks in accordance with established procedures and policies. Work is performed independently, under the direction of the Senior Telecommunications Administrator, who provides direction on critical issues and reviews recommendations having sectional or citywide impact. Position requires working some weekends, evenings and to be on-call for after hour emergencies.

The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

JOB SPECIFIC FUNCTIONS

Essential Job Functions, Duties, Responsibilities and Tasks
1. Performs troubleshooting of network hardware and software and coordinates repair and re-configuration with vendors and other IT staff, including:
  • Assist in troubleshooting city owned fiber optic, LAN, MAN and wireless networks
  • Experience with Storage Area Network (SAN) firewalling, routing and switching
  • Experience with vitalization technology and networking
  • Experience in maintaining secure wireless and cellular connective for the city’s fleet of mobile enabled vehicles
  • Experience with application persistence technology
  • Monitoring and manage local and wide area network traffic and performance using a variety of hardware and software to tune the network to maximize performance
2. Assists with the maintenance and administration of a variety of network communication devices and software for the city, including:
  • Switches
  • Routers
  • Voice Networks/VOIP Telecommunications
  • Firewalls
  • Storage Area Network connectivity
  • Virtualization
  • Wireless access points and other server based communication applications
3. Communicate with and support customers and Information Technology staff:
  • Provide support and service to our internal and external clients
  • Provide network support, analysis, troubleshooting, implementation and maintenance with network users verbally and in writing to provide development and enhancement project updates
  • Prepare user documentation for network applications
  • Provide written updates of project status for Senior Telecommunications Administrator and customers as requested
  • Working with the Network Engineer/IT and City Departments and divisions to find network solutions to improve business efficiencies
  • Scoping, communicating and coordinating network projects with project stakeholders
4. Maintain and support all Information Technology Department and City policies and practices:
  • Update automated request-tracking system on a weekly basis. Compile monthly and quarterly activity statistics
  • Evaluate cost effectiveness of requests as requested and prepare written recommendations for the Senior Telecommunications Administrator
  • Develop, create and/or update project plans as required
  • Participate in weekly planning and status meetings with Network Administration Team
  • Attend training classes and seminars related to job responsibilities
  • Adhere to all established City programming standards and procedures by reading and understanding such procedures
5. Communicate successfully and maintain effective relationships:
  • Prepare effective written communications, manuals and training for users
  • Work and communicate effectively with other department members as well as the City and public in a positive collaborative manner
  • Provide training on new and enhanced applications for network users

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS

Education, Experience, Skills, Formal Training, Licenses and Certifications

Required :
  • Two (2) years of experience recommending, testing, installing, configuring, updating, troubleshooting, and supporting networking equipment
  • Two (2) years of experience with network design and engineering, configuration, troubleshooting and support
  • Cisco Certified Network Administrator

Preferred :
  • Bachelor’s degree in Computer Science, Management Information Systems, Business Administration, or related field
  • Experience with and fiber, both Gigabit connections as well as 10 Gigabit connections
  • Experience in configuring network analyzers
  • Experience securing mobile technology
  • Experience with network monitoring software
  • Five (5) years of experience recommending, testing, installing, configuring, updating, troubleshooting, and supporting networking equipment
  • Experience with Enterprise VOIP System
  • Experience with FortiGate Firewalls

Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered

Physical Requirements
  • Work is sedentary in nature and requires sufficient physical stamina and strength for:
  • Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing sometimes for extended periods
  • Frequent squatting, reaching above shoulder and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing and reaching below shoulder to store documents, material and supplies
  • Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
  • Frequent lifting, carrying, push/pulling of up to ten (10) pounds to move material and supplies; occasional lifting, pushing/pulling of up to twenty-five (25) pounds with dollies and carts


WORKING CONDITIONS

Work is constantly performed indoors. This is primarily sedentary office work. Must demonstrate the ability to meet the physical demands of the job including the ability to retrieve information from various locations in the office when needed. Exposure to periods of high activity and high stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies.

Desktops, Laptops, tablets and other mobile technology, Cisco ASA firewalls, switches and routers, VMware, iSCSI, Fiber Channel, Wireless access points, TCP/IP, DNS, FTP, NFS, Exchange and SMTP software and protocols, LAN/WAN analyzer, telephones, cell phones, fax machines, and other standard office equipment.
