We are currently looking to fill our Natural Resources FERC Program Manager (class: Natural Resources Analyst, Principal ) vacancy.

We are seeking a driven and strategic leader to support and enhance our relicensing efforts, while ensuring full compliance with Federal Energy Regulatory Commission (FERC) license requirements for Tacoma Power's Dams. In this pivotal role, you will lead the development of plans, schedules, processes, and tracking tools for FERC relicensing, while managing the implementation of license requirements across critical areas such as fish, wildlife, forestry, land management, recreation, cultural resources, instream flows, water quality, and reservoir management. You will also play a key role in coordinating and negotiating with regulators to uphold compliance and advance Tacoma Power's strategic goals.

Key Responsibilities:
  • Spearhead negotiations with federal, state, tribal, and local governments, along with environmental and community organizations, to secure agreements on FERC license terms and operational agreements for Tacoma Power projects.
  • Architect and oversee the execution of relicensing strategies, including the organization of stakeholder meetings and the creation of robust processes and tracking systems.
  • Develop and maintain comprehensive FERC tracking and compliance reporting systems to ensure timely and accurate submission of all required documents and tasks.
  • Lead the management and execution of FERC license-mandated programs, covering critical areas such as fisheries, wildlife, forest and land management, cultural resources, instream flows, water quality, reservoir management, and recreation.
  • Critically evaluate and refine reports and documents for submission to FERC and other agencies, ensuring precision and regulatory adherence.
  • Oversee the lifecycle of consultant contracts, from selection and administration to presentation before the Public Utility Board.
  • Engage in ongoing professional development by attending relevant conferences and training, ensuring you remain at the forefront of FERC coordination and compliance practices.

Qualifications

Minimum Education*
Bachelor's degree in biology, environmental science, forestry, resource management, archeology or other scientific field related to assignment

* Equivalency: 1 year of experience = 1 year of education

Minimum Experience*
5 years of professional level experience in environmental programs including 1 year prior at senior, lead and/or supervisory level

Licensing, Certifications and Other Requirements
First Aid and CPR certification within the first 6 months of employment
Washington State Driver's License

Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.

Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
