    The Los Angeles County Department of Parks and Recreation (DPR) is seeking to hire the County’s first Tribal Liaison. This position will be located within the DPR's Planning and Development Agency with frequent time spent in the field collaborating with Park’s operational and programming staff, including Superintendents of each of the DPR's Regional Facilities and Nature Centers.

    What you will do:
    In collaboration with Natural Areas staff and the Planning and Development Agency, the Tribal Liaison will be responsible for policy development and outreach activities dedicated to the cultivation and implementation of effective and inclusive relationships between the Department and California Native American tribes and tribal communities.

    Essential Job Functions

    • Ensure tribal needs and priorities are integrated in Department programs and initiatives.
    • Serve as the point of contact in leading tribal collaboration, consultation, and engagement initiatives.
    • Participate in seeking out relationships and building trust with Los Angeles County tribes and tribal communities.
    • Facilitate and support government tribal consultations under various authorities such as the National Historic Preservation Act, National Environmental Policy Act (NEPA), the California Environmental Quality Act (CEQA) and California Assembly Bill 52.
    • Ensure Department complies with all aspects of the LA County Board of Supervisors Indigenous People’s Initiative including protocols for Land Acknowledgement.
    • Develop outreach and implementation plans centered on making visible and honoring the history and celebrating the continued existence and flourishing of Native Nations in California, and the Tribes whose ancestral homelands which are under Department management and stewardship.
    • Engage with the Los Angeles City/County Native American Indian Commission (LANAIC) to build relationships between the Department, the commission and its Executive Director.
    • Facilitate workforce development programs with the local Tribal Conservation Corps.
    • Coordinate outreach with tribes and tribal communities as part of Department's efforts to develop and implement park policies and plans, such as the department’s Strategic Plan, Parks Needs Assessment (PNA), and Parks Needs Assessment Plus (PNA+).
    • Serve as the Department expert in Tribal Law issues as they pertain to land management and park operations.
    • Assist the Department in the development and implementation of cooperative partnership opportunities, outreach, education programs, Cooperative Agreements and Memorandums of Understanding.
    • Contribute an analysis and interpretation of current and proposed draft legislation to determine its impact on the Department's resource management responsibilities, particularly concerning tribal matters.
    • Develop and provide training or guidance for park managers and Department staff as needed.
    • Guide, coordinate, and assist in initiating, planning, facilitating, and documenting consultation and assist management with dispute resolution with tribes.
    • Evaluate sensitive issues and recommend steps to resolve those issues.
    • Coordinate tribal outreach efforts with the headquarters, field office, and communications staff.
    • Develop relationships with tribes to facilitate the consultation process and to further potential partnerships with tribes.
    • Assist management in providing tribal interests sufficient opportunity for productive participation in Department processes.
    • Monitor programs which affect tribes and communicate tribal concerns to staff and management.


    Requirements

    SELECTION REQUIREMENTS:

    Option 1:
    Two years' experience in the development and implementation of nature related programs, -AND- One year of experience in coordinating the development and implementation of plans between organizations and tribal communities on projects, initiatives, or policy matters.
    -OR-
    Option 2:
    Two years' experience in the supervision of the maintenance operation of a nature center or natural areas environment in a governmental agency, -AND- One year of experience in coordinating the development and implementation of plans between organizations and tribal communities on projects, initiatives, or policy matters.

    Desired Qualifications:
    • Expertise and experience working with Native Nations, particularly California Native Nations and Los Angeles County organizations and communities.
    • Knowledge of tribal protocols, cultures, histories, sovereignty, and government relations, particularly for tribes in California and Los Angeles County, as well as an understanding of tribal organizations and nationally recognized tribes.
    • Demonstrated knowledge, experience and skills in diplomacy, mediation, tribal consultation and building bridges to achieve institutional goals and objectives, as well as to advance positive relationships among communities that may have differing views and interests.
    • Excellent written, verbal, and interpersonal communication skills, including attentive listening skills and skills to ascertain potential areas of constituency concern as well as skill to effectively address, resolve and/or mitigate problems or concerns.
    • Skill to quickly identify and develop strategies to effectively communicate the Department’s work to tribal communities and organizations, and vice versa.
    • Analytical and decision-making skills, sound judgment, and highly developed political acumen.
    • Knowledge of the political and legislative process such as California Assembly Bill 52, as well as the skills to read, interpret, understand, and respond to proposed legislation, including the ability to write effective position statements correctly and appropriately.
    • Ability to communicate across cultural lines to include interpretation of research and policy between the Department and tribal organizations and communities.
    • Experience working with tribal governments on projects, initiatives, or policy matters.
    LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL CLASS: 3 - Moderate. This class requires that the incumbent stand or walk most of the time with bending, stooping, squatting, twisting, reaching, working on irregular surfaces, occasional lifting of objects weighing over 25 pounds, and frequent lifting of 10-25 pounds.

    EXAMINATION CONTENT:
    This examination will consist of an evaluation of experience and desirable qualifications based on the application information and supplemental questionnaire, weighted 100%.

    Candidates must meet the Selection Requirements and achieve a passing score of 70% or higher on the examination to be placed the Eligible Register.

    ELIGIBILITY INFORMATION: The names of candidates receiving a passing score in the examination will be added to the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.
