The Loveland Police Department is seeking an accomplished law enforcement professional or sworn supervisor to lead the Forensic Services Unit. This key supervisory role demands experience in crime scene investigations, digital forensics, evidence management, and child exploitation investigations, or a combination thereof.

The Forensic Services Supervisor must be a strategic visionary who can implement industry best practices while mentoring and developing team members in their specialized areas. As a leader you’ll play a critical role in the 8 th Judicial District’s CIRT (Critical Incident Response Team) and serve as a liaison to the Northern Colorado Regional Lab. This position is designed to be a working supervisor and will include on-call responsibilities. Ongoing and specialized training opportunities will be available for this position.

  • STEP 1: $110,448 PER YEAR
  • STEP 2: $132,600 PER YEAR

  • SALARY RANGE: $96,538.42 - $139,980.88 PER YEAR
  • HIRING RANGE: $96,538.42 - $118,259.65

A hands-on (working) supervisor position that provides leadership, direction, and subject matter expertise to a multi-disciplined team including crime scene investigation, property and evidence management, digital forensics and child exploitation investigations. This position is open to professional staff supervisors and sworn (CO POST Certified or certifiable) supervisors.

ESSENTIAL FUNCTIONS:
  • Provide strong leadership and direction to this multifaceted, growing unit.
  • Conduct crime scene investigations: identity, document, collect, and preserve physical/digital evidence and perform crime scene reconstruction as required.
  • Respond to, oversee, and manage major crime scenes, which may occur when off-duty.
  • Serve as crime scene lead for the 8th Judicial Critical Incident Response Team (CIRT), which may be activated while off-duty.
  • Provide on-call coverage to FSU personnel and act as back up Evidence Technician as needed.
  • Manage and lead the digital forensics program with a heavy focus on workload management and adhering to best practices in the industry. This may include child exploitation investigations.
  • Supervise property and evidence personnel, ensuring the evidence room remains in compliance with industry standards.
  • Select, equip and train Crime Scene Investigators who belong to the collateral CSI program. Provide feedback to direct supervisors for evaluations.
  • Must attend autopsies to document and collect evidence.
  • May have to view CSAM (child sex abuse material).
  • Provide accurate courtroom testimony.
  • Prepare clear and concise reports concerning crime scene investigations and evidence processing, review and approve reports for FSU and crime scene personnel.
  • Routinely review, develop, and modify policies and procedures for all operations and activities of the Forensic Services Unit.
  • Create strong partnerships with stakeholders and law enforcement agencies within the 8th Judicial District.
  • Instruct personnel in specific work methods, procedures, and best practices of the Forensic Services Unit.
  • Train department personnel on policies and procedures regarding the areas of the Forensic Services Unit ensuring compliance with federal and state regulations and statutes.
  • Participate in the development and management of the annual budget for the Forensic Services Unit. Track and monitor expenditures, allocate funds, and authorize purchases. Maintain records and invoices and ensure proper posting to accounts.
  • Project and forecast needs for staffing, equipment, supplies, and training. Implement budgetary adjustments as appropriate and necessary.
  • Participate in the development of department goals and objectives.
  • Serve as the department liaison with the Northern Colorado Regional Forensic Laboratory and develop professional working relationships with the director and the analysts.
  • Assist direct reports in planning and establishing personal and professional goals. Recommend and approve training for professional development. Identify training needs, recommend specific training, and assist the Personnel and Training Sergeant in locating and registering for specific courses.
  • Actively participate in the selection process for Forensic Services personnel. Responsible for selection process elements in conjunction with the Personnel and Training Sergeant and Police Human Resources Coordinator.
  • Responsible for minor investigations into policy violations by officers and FSU personnel.
  • Complete special reports, projects, and other administrative assignments as required.
  • Complete Property and Evidence facility inspections and audits as required by CALEA, along with the necessary proofs to the Accreditation Manager.
  • Complete performance evaluations on those under immediate scope of authority. Determine need for and administer counseling or disciplinary action of employees in FSU.
  • Resolve conflict and interpersonal problems as necessary.
  • Schedule work and on-call assignments to ensure that adequate coverage is available for all shifts. Approve vacation, leave time and overtime for FSU personnel.
  • Review the work performed by subordinate staff members. Monitor the performance of employees and ensure that standards are met.

OTHER JOB FUNCTIONS:
  • Equip and train new officers and detectives in crime scene processing and physical/digital evidence management.
  • Review and approve operational plans for search warrant executions.
  • Review incoming digital forensic requests, prioritize, and ensure the proper search authority has been met in the accompanying paperwork.
  • Review and approve timesheets for accuracy and completeness.
  • Work closely and assist members of the Criminal Investigations and Patrol Divisions.
  • Follow the vehicle maintenance schedule for all FSU vehicles and the crime scene response trailer.
  • Attend meetings and briefings related to FSU.
  • Performs other duties as assigned.

QUALIFICATIONS:
  • Valid Driver's License required.
  • 4 Year Bachelor's Degree required with a preferred emphasis in Police Science, Physical Science, Computer Science, Computer or Electronic Forensics or related field.
  • 4 years combined experience in the following forensic fields: crime scene investigation, digital forensics, and/or child exploitation investigations within a law enforcement agency required.
  • Minimum of 2 years supervisory experience monitoring day-to-day operations, providing direction to direct reports following standard practices and procedures, overseeing tactical operations, making recommendations regarding personnel decisions related to hiring, performance, or disciplinary actions required.
  • Direct case management of ICAC (Internet Crimes against Children) system and case referrals preferred.
  • Formal training in crime scene processing and digital evidence to include cell phone extraction and analysis preferred.
  • An equivalent combination of education and or experience may substitute for education requirements on a year for year basis.

KNOWLEDGE, SKILLS, AND ABILITIES:
  • Distinct knowledge and expertise in crime scene documentation, processing and reconstruction.
  • Distinct knowledge and expertise in the handling, packaging, storing, and retention of evidence as directed by laws and statutes.
  • Distinct knowledge and expertise in digital evidence collection, acquisition, and analysis.
  • Distinct knowledge and expertise in child exploitation investigations.
  • Excellent written and verbal communication skills.
  • Detail-oriented, organized, and able to manage multiple tasks.
  • Strong analytical and investigative skills.
  • Ability to work in unpleasant crime, accident and mass casualty scenes under stressful conditions.
  • Ability to establish and maintain effective working relationships with all internal and external agency customers and personnel.
  • Ability to read and comprehend legal and nonlegal documents, including the preparation and processing of such documents such as citations, affidavits and warrants.
  • Must be able to render credible testimony in judicial and administrative proceedings.


PHYSICAL DEMANDS AND WORKING CONDITIONS:

This position requires moderate physical activity. Handling objects up to 50 pounds occasionally and/or up to 20 pounds frequently. Hazards include blood, blood borne pathogens, body fluids, odors, corpses in various stages of decomposition, hazardous materials, chemicals, and potential interactions with suspects in controlled environments. Various work environments including indoor and outdoor crime scenes and in a variety of weather and environmental and topographical conditions. Occasional physical contact with suspects and victims to retrieve physical evidence such as hair samples or buccal swabs.
