License Coordinator. This position comprehensively manages implementation of the Federal Energy Regulatory Commission (FERC) license requirements associated with Tacoma Power's Dams including the following subject areas: fish, wildlife, forestry, land management, recreation, cultural resources, instream flows, water quality and reservoir management. The position coordinates and negotiates with regulators regarding FERC and other regulatory compliance requirements. The position is charged with coordinating strategies, manage topic experts; develop and implement business practices that facilitate achievement of Tacoma Power's goals.
Responsibilities Includes:- Organize, strategize, manage, and participate in negotiations with federal, state, tribal, and local governments, environmental and community organizations to reach agreement on Federal Energy Regulatory Commission (FERC) license terms and conditions and other operational agreements for Tacoma Power Generation projects as delegated by the Natural Resources Manager. These activities include working with representatives of regulatory agencies to resolve technical and compliance issues and to explain program objectives and activities.
- Support relicensing strategies including development of plans and schedules. Organize and facilitate internal and external stakeholder meetings. Develop clear processes and tracking tools, including options and recommendations associated with FERC relicensing.
- Develop and maintain FERC tracking and compliance reporting systems (including FERC Exhibits which are submitted to DHAC) and project management practices to ensure that designated Tacoma Power' FERC license-required submittals and tasks required by the license are filed or completed on time to avoid penalties. Develop and maintain system to maintain FERC documents and updated files in association with compliance records and actions. Coordinate with Tacoma Dam Safety to ensure efficiencies in processes.
- Develop, manage, and participate in Tacoma Power's FERC license-required programs. These include fisheries, wildlife, forest and land management, cultural resources, instream flows, water quality, reservoir management, recreation and postconstruction monitoring programs to assess compliance and effectiveness of the programs.
- Review and edit reports, plans, and other documents being submitted to FERC or other agencies. Prepare submittal letters and oversee the submittal process for all FERC license submittals.
- Prepare and oversee consultant contracts to assist with all phases of license implementation. Score consultant submittals, interview, and rate consultants, and recommend consultant selection. Make presentations about the contracts to the Public Utility Board as necessary. Administer and oversee the management of consultant contracts.
- Attend conferences and training specific to FERC coordination needs and further development with this role as necessary
Qualifications Minimum Education* Bachelor's degree in biology, environmental science, forestry, resource management, archeology or other scientific field related to assignment
* Equivalency: 1 year of experience = 1 year of education
Minimum Experience* 5 years of professional level experience in environmental programs including 1 year prior at senior, lead and/or supervisory level
Licensing, Certifications and Other Requirements First Aid and CPR certification within the first 6 months of employment
Washington State Driver's License
