Job Description

The Position

OPEN & PROMOTIONAL EXAMINATION - ONE YEAR PROBATIONARY PERIOD

This management position will oversee the Electrical Distribution, Construction, Maintenance and Operations sections for Glendale Water & Power.

Essential functions of the job include, but are not limited to, the following:
Ensures Department services are provided with the highest level of customer service and ethical standards.

Performs the planning, organizing, staffing, directing, coordination, reporting, budgeting, and communications functions for the Electrical Distribution System Construction, Maintenance and Operations sections of Glendale Water & Power.

Prepares and/or supervises the preparation of designs, specifications, plans, estimates, studies and reports involved in the construction, maintenance and operation of an electric utility and communication system.

Performs power systems studies and failure analysis.

Reviews and analyzes costs, and conducts cost-benefit studies in the construction and operation of the electric utility system. Conducts long-range planning studies.

Supervises and participates in engineering and research investigations.

Supervises and participates in engineering and research investigations associated with the construction, maintenance, and operation of the electric system.

Prepares engineering specifications, request proposals, staff reports, and contract documents. Analyzes bids, and prepares and oversees contracts.

Oversees projects, including the budgeting, scheduling, resource planning, monitoring and controlling.

Meets with the public and representatives of other agencies regarding engineering and construction requirements. Represents the Department in committees and industry associations.

Reviews construction work for compliance with industry and safety standards, engineering specifications, and design requirements.

May assist management in resolving labor union concerns.

Manages/supervises employees in the Electrical Distribution, Construction, Maintenance and Operations sections for Glendale Water & Power. Reviews and evaluates employees' job performance and recommends appropriate personnel action.

Ensures that all work practices and documentation are in compliance with existing and future industry and safety standards, such as the North American Electric Reliability Corporation (NERC) and Western Electricity Coordinating Council (WECC) Reliability Standards, the General Industry Safety Orders (95, 128 and 165), the National Electricity Safety Code (NESC), the National Electrical Code (NEC), and the California Occupational Safety and Health Administration (Cal/OSHA).

Utilizes extensive engineering judgment in all phases of the planning, construction, operation and maintenance of an electric utility system.

May supervise the work of the electrical planning or design engineering support staff.

May supervise and coordinate the planning and design of the electrical delivery system or electric power production, and facilities including transmission, distribution, substations and generation.

Prepares budget requirements for planning projects and associated electrical equipment.

Directs negotiations with vendors, service providers, contractors, and consultants.

Prepares Capital Improvement Plans, reviews and approves engineering specifications, and approves recommendations for award of bid and contracts.

Assesses and recommends training for staff to keep current with changes in the industry.

Ensures compliance to all reliability compliance requirements, engineering, construction, and safety standards.

Participates in technical committees with representatives from other utilities in the development of new standards for safe work practices, reliability compliance, engineering designs, and construction requirements.

Acts in the absence of the Assistant General Manager.

May drive on City business depending on the needs of the position.

Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.

Performs other related duties as assigned or as the situation requires.

Minimum Requirements

Experience
Eight years of progressively responsible professional experience in electrical engineering, of which, four years of experience must be working in a supervisory capacity in the electric utility field.

Prior experience working at a public utility is desirable.

Prior experience working in electrical distribution system construction, maintenance and/or operations experience is desirable.

Education/Training
Bachelor's Degree in Electrical Engineering or a related field.

License(s) / Certification(s)
Registration as an Electrical Engineer with the California State Board of Registration for Professional Engineers.

Valid Class C California driver's license.

Promotional Eligibility
Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification on file in the Human Resources Department. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).

An equivalent combination of experience, education and/or training may substitute for the listed minimum requirements.

There is no recognized equivalent for registration as an Electrical Engineer with the California State Board of Registration for Professional Engineers.
