The Position

Under the direction of the Health Services Director, the County Health Officer ensures enforcement of California statutes, regulations, and local ordinances pertaining to the protection of public health; oversees public health programs as prescribed by the California Department of Public Health; advises the Board of Supervisors and Health Services Director concerning community health issues; assesses and reports on the County’s health status; and, provides leadership in developing health policy for the County and the community.
The County Health Officer works with the Health Services Director as an integral member of the executive team, and functions as the chief health strategist; assisting and leading cohesive, multi-sectorial work to assure the health and well-being of the people of Mendocino County.

Responsibilities include performing diverse, specialized, and complex work involving significant accountability and decision-making. The County Health Officer provides overall direction and guidance related to public health matters and is responsible for activities and services of the Public Health Branch, including controlling, reducing and preventing the spread of communicable diseases; serving as the registrar of Vital Statistics; overseeing contracted public health laboratory services; and, guiding other public health functions such as environmental health, public health preparedness, and maternal and child health. The County Health Officer also coordinates services with other branches, divisions and departments and advises policy makers on community design issues that affect health.

Job Requirements and Minimum Qualifications

Education & Experience

  • Candidates must possess a Doctor of Medicine degree or a Doctor of Osteopathic Medicine degree issues by an accredited medical school in good standing; and, possession a valid California Physician license and current board certification in a recognized field of medicine. (A valid Physician’s and Surgeon’s license issued by the State of California either through the Board of Medical Quality Assurance or the Board of Osteopathic Examiners to practice medicine in the State of California). A Master’s degree in Public Health or completion of a preventive medicine residency is desirable.
  • Candidates should have at least six (6) years of professional experience in a public health setting, including one (1) year of administrative and supervisory responsibility.
  • Candidates are required to possess a valid Driver’s License.
  • Candidates shall not have an ownership interest in any corporation, partnership, or other entity engaged in any private practice of medicine, nor engage in any private practice of medical service.

Any equivalent combination of education, training, and experience that displays the necessary knowledge, skills, and abilities to perform the functions of this position may be considered.

Salary & Benefits

Annual salary of $183,393 - $222,913 DOQ and an attractive benefits package that includes:
  • Retirement benefits provided under the 1937 Act and enrollment in Social Security.
  • Deferred Compensation participation in a 457 deferred compensation plan with up to 4% of salary contribution matched by the County.
  • Longevity increases of 2.5% after five (5) years at Step 5 (or a flat rate salary) and upon each five (5) year anniversary thereafter.
  • Education, Training & Wellness Stipend of $1,500 annually.
  • Medical, Dental, and Vision Insurance County pays 75% of coverage for employees and their enrolled dependents.
  • Other Insurance $50,000 group life insurance policy and $5,000 AD&D.
  • Holidays include 11 paid holidays per year.
  • Management Leave of 48 hours per year.
  • Vacation begins with two weeks, increasing periodically to five weeks after 15 years of service.
  • Sick Leave accrues at 15 days per year.

SALARY
Compensation is based on a five-step salary range, with annual merit-based increases within the salary range.

RETIREMENT

HOLIDAYS AND PERSONAL LEAVE
Mendocino County observes 11 paid holidays per year. Employees are granted 24 - 48 hours of personal leave annually, depending upon Bargaining Unit.

VACATION
Accrues at the rate of two weeks per year for three years. Three weeks per year after three years, four weeks after eight years and five weeks after 15 years.

SICK LEAVE
Paid sick leave accrues at the rate of 1.25 days per month, or 15 days per year. Accruals are pro-rated for part-time employees working at least 20 hours per week. Part-time employees working less than 20 hours per week, and extra-help employees receive up to 24 hours (or 3 days) of paid sick leave annually.

MEDICAL, DENTAL, VISION, AND LIFE INSURANCE
The County and the employee share the cost of an employee selected health care plan; enrollment in the plan includes $20,000 Life Insurance.
