DEFINITION:
Plans, organizes, and evaluates the technical and administrative operations of a tissue analysis laboratory, through subordinate laboratory supervisors.

Essential Job Functions

Establishes short and long term goals and objectives for the tissue analysis laboratory with respect to the technical service to be implemented.

Coordinates and reviews with the pathologist and laboratory manager the implementation of new policies and procedures to enhance the overall operational effectiveness, quality, and safety standards of the laboratory.

Organizes continuing education and training for subordinate supervisors to implement.

Recruits and interviews potential technical candidates for the laboratory.

Supervises Laboratory Assistants responsible for the accessioning and processing of surgical pathology specimens.

Investigates complaints received from attending physicians about specific problems or the overall quality of laboratory service; discusses problems with the subordinates and recommends necessary action.

Evaluates new equipment, reagents and chemicals for reliability, and cost effectiveness.

Writes justifications to support technical findings.

Meets with sales and technical representatives to establish service contracts for preventive maintenance and initiate purchase orders for supplies and equipment.

Counsels subordinates regarding individual performance and training needs.

Handles grievances and disciplinary actions.

Establishes, maintains and amends section procedure manuals and laboratory policies.

Initiates quality control data and CAP workload reports.

Participates in research projects to develop methodology and gather results to enhance patient care.

Participates in departmental supervisory meetings and conducts monthly section meetings.

Requirements

Minimum Requirements:
Five (5) years' experience in the preparation of tissue specimens for morphological analysis under light and electron microscopes in an approved laboratory*, one year of which must have been at the level of a Tissue Analysis Technician Supervisor I.

Experience at the level of Tissue Analysis Technician Supervisor I in the County of Los Angeles is defined as: Provides technical and administrative supervision to laboratory staff engaged in preparing and processing tissue specimens for morphological analysis by a pathologist.

*An approved laboratory is defined as: a clinical laboratory that has a federal issued Clinical Laboratory Improvement Amendment Laboratory Certificate of Accreditation that authorizes the laboratory to accept human specimens for the purpose of performing laboratory examinations.

Physical Class II - Light:
Light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Desirable Qualifications:
Additional credit will be given to applicants who possess the following desirable qualifications in excess of the Minimum Requirements:

  • Experience managing the overall organization, financial/budgetary, planning, and personnel of an approved laboratory* section and/or department.
  • Experience in immunohistochemical staining.
  • Histotechnician (HT) or Histotechnologist (HTL) certification from American Society for Clinical Pathology (ASCP)**.

Out-Of-Class Experience:
Los Angeles County employees attempting to meet the requirements via experience inconsistent with their official payroll title will be considered for this examination. Applicants claiming out-of-class experience to meet the requirements should describe their out-of-class duties in detail in the Work Experience and Supplemental Questions sections of their application. Additional Information

Examination Content:
This examination will consist of an evaluation of experience based upon, application information, desirable qualifications, and supplemental questionnaire, weighted 100%.

Candidates must achieve a passing score of 70% or higher on the examination in order to be placed on the eligible register.

Eligibility Information:
Applications will be processed on an "as-received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.

The names of candidates receiving a passing score on the examination will be added to the eligible register and will appear in the order of their score group for a period of twelve (12) months following the date of eligibility.

No person may compete in this examination more than once every twelve (12) months.
