CLASSIFICATION SUMMARY
Under general direction of the IT Operation Supervisor, the IT Network Engineer ensures the stability and integrity of in-house voice, data, video and wireless network services. This is achieved by planning, designing and developing local area networks (LANs) and wide area networks (WANs) across the organization. In addition, The Network Engineer will participate with the installation, monitoring, maintenance, support and optimization of all network hardware, software and communication links; is also responsible for all maintenance related activities for switches, uninterruptable power supplies, and phone/voice routers and related software. The Network Engineer will also analyze and resolve network hardware and software problems in a timely and accurate fashion, and provide end user training as required. The Network Engineer works together with Systems Engineers as a team to distribute the workload for network administration and infrastructure support.

WORK SCHEDULE
The initial work schedule for this classification will be full-time, Monday through Friday. Early mornings, evenings and weekend work may be occasionally required. Overtime may be occasionally required. This classification is exempt under the FLSA.

This position will also have rotation in off hours on-call support.

  • Perform a variety of technical duties related to the design, development, acquisition, implementation, production support, system administration, and maintenance of complex networks and related systems.
  • Create and maintain documentation as it relates to network configurations, network mappings, processes, and service records.
  • Conduct research on network products, services, protocols and standards to remain abreast of developments in the networking industry; Conduct product evaluations for upgrades of hardware and software by identifying strengths, weaknesses, and potential benefits.
  • Design, implement and support firewalls, site-to-site VPN and remote access VPN.
  • Develop methods to integrate new technologies with existing technologies. Evaluate options in network infrastructure planning to support new applications and technologies.
  • Assist with interacting and negotiating with vendors, outsourcers and contractors to secure network products and services and provide vendors with design specifications as needed.
  • Develop, design, and implement quality assurance testing and performance monitoring.
  • Collaborate with Management to assess near and long term network capacity needs, as well as analyze, provide technical recommendations and perform capacity-planning activities for LAN, and WAN expansions.
  • Design multi server systems to meet City needs and resolve complex installation/ support problems.
  • Ensure network connectivity of all servers, workstations, voice/data equipment, network printers, fax machines and other network appliances.
  • Practice network asset management, including maintenance of network component inventory and related documentation and technical specifications information.
  • Monitor and test network performance; provides network performance statistics and reports as needed; and troubleshoot problem areas as needed.
  • Configure and test network adapters for optimum LAN performance
  • Maintain security policies and standards related to City network infrastructure and data integrity and provide feedback on process/policy changes.
  • Assist in strategic planning and policy development covering network facilities and city Information Technology related issues. Participate in and support IT team discussions and activities in a constructive, open and positive manner.
  • Operate a variety of modern office equipment to include, but not limited to, printers, copiers, calculators, multi-line phone systems, scanners and fax machines, or other specialized equipment, and personal computers in a windows based computing environment using standard or customized software application programs appropriate to assigned activities.
  • Provide continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality customer service.
  • Performs other related duties as assigned.


Employment Standards

This position requires a Bachelor’s degree in computer science, information systems, or related field and a minimum of five years of experience in following areas: Current version of Microsoft Desktop OS: Current version of Windows Server OS , Microsoft Windows Active Directory, Cyber Security Architecture , Business Class Firewalls, Cisco UCS, Cisco Switches & Routers, Wireless LAN Controllers, NAC , or any combination of relevant education and experience sufficient to demonstrate the knowledge, skills and abilities to perform the duties listed above.

  • Must possess and maintain a valid State of Washington driver’s license.
  • Must be certified in CCNA (Routing & Switching) and CCNA (Security) within one year.
  • Must have experience in analysis, design, implementation and maintenance of network and telecommunication related hardware and software
  • Must have ICND experience with Cisco devices such as ASA or PAN firewalls, UCS, wireless LAN controllers, core switches & routers, and NAC; and Windows Server.
  • Must pass a criminal background investigation.
  • Must maintain a level of mental and physical fitness required to perform the essential functions of this classification.

Knowledge of:

  • Proven experience with network capacity planning, network security principles, and general network management best practices.
  • Excellent hardware troubleshooting experience.
  • Competence with testing tools and procedures for voice and data circuits.
  • Excellent organizational skills with the ability to work calmly under pressure, multi-task, remain flexible to changing priorities, and effectively manage time to ensure deliverables are completed on-time.
  • Demonstrated ability to effectively communicate with staff at all levels including a proven ability to communicate with technical and non-technical staff across multiple disciplines.

Paid Holidays
12 per year (9 scheduled; 3 “floating”)
New Year's Day, Martin Luther King Jr. Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and the day after Thanksgiving, Christmas Day, and three floating holidays selected by the employee. An employee will accrue one of the three floating holidays on each of the following days: February 1, February 12, and August 31. An employee will only accrue a floating holiday on these days if actually employed.

Paid Time Off (PTO)
The purpose of PTO is to compensate employees for absences due to injury, illness, vacation and personal business. In addition, the program is designed to provide employees with personal flexibility regarding the use of leave hours. PTO hours accrue based upon the actual number of regular hours worked.

Retirement Plan
All City employees are members of the Public Employees Retirement System (PERS). The City and the employee both contribute toward the plan. Deferred Comp
The City contributes an equivalent of 5% of your regular monthly salary to Mission Square Retirement (previously ICMA) deferred compensation program. No employee match required, but employees may contribute towards plan if desired. ( www.icmarc.org )

Medical, Dental& Vision Insurance
The City currently pays the entire dental and vision insurance premiums for the employee and dependents.Employee current premium share is $190.00 per month for medical insurance to cover themselves and dependents.

Life Insurance
1.5 x annual salary (not to exceed $250K) provided by the City of Kennewick. Employee may purchase Voluntary Term Life Insurance for employee, spouse and/or dependents through New York Life (previously Cigna).

Long Term Disability
The City pays the entire long-term disability premium for employees through New York Life (previously Cigna).

Wellness Program
The Wellness Program has been established to encourage employee health and fitness, both at work and at home. A City Wellness Committee promotes and provides opportunities for healthy lifestyles. Employee fitness center is open to all employees and their spouses.
