ABOUT THE POSITION

The Clark County Department of Aviation is seeking a highly skilled and experienced candidates to apply for the Airport Senior Manager, Information Systems - Project Management Office to lead our dynamic team and oversee the successful execution of IT projects across our organization. This position will fully work onsite at one of the largest airports in the country - Harry Reid International Airport (LAS) located in Las Vegas, NV.

The ideal candidate will possess exceptional leadership abilities, enabling them to effectively guide and motivate team members while fostering a collaborative and productive work environment. A strong foundation in various IT disciplines is essential, as the leader for the Project Management Office and will be responsible for understanding and addressing the technical aspects working with technical teams in the organization. Additionally, the successful candidate will demonstrate a deep understanding of project management best practices, including project planning, resource allocation, risk management, and stakeholder communication. This pivotal role will ensure the timely delivery of high-quality IT solutions that align with our organization's goals and objectives, ultimately contributing to our ongoing success.

The ideal candidate will:
  • Lead and manage a team of Business Systems Analysts to successfully execute IT projects across the organization
  • Possess exceptional leadership skills to guide, motivate, and foster collaboration among team members
  • Demonstrate a strong foundational knowledge in various IT disciplines to effectively understand and address technical aspects of projects
  • Exhibit expertise in project management best practices, including:
  • Initiating projects by defining scope, objectives, and stakeholders
  • Planning projects through the development of detailed project plans, schedules, and resource allocation
  • Executing projects by coordinating and managing project activities, ensuring adherence to plans and schedules
  • Monitoring and controlling projects by tracking progress, managing risks, and making necessary adjustments
  • Closing projects by conducting project reviews, documenting lessons learned, and ensuring successful handover to operational teams
  • Apply project management principles throughout the project lifecycle, from concept to completion, to ensure effective and efficient project delivery
  • Ensure timely delivery of high-quality IT solutions that align with the organization's goals and objectives
  • Possess Project Management Professional (PMP) certification/credentials.

This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

This position is a management position and excluded from membership in the union. Further, this classification is designated exempt under the Fair Labor Standards Act (FLSA), and is therefore, not eligible for overtime.

MINIMUM REQUIREMENTS

Education and Experience:

Bachelor's Degree in Aviation, Business Administration, Public Administration or a related field and five (5) years of full-time related professional experience in an airport or a setting related to the assigned work area; two (2) years of which were at a supervisory level. An equivalent combination of education and closely related management experience may be considered. An advanced degree is preferred.

Working Conditions: May be required to flex work hours on occasion and attend meetings outside of normal working hours as needed. Specified positions in this title may work with exposure to potential hazards on the airfield, construction sites or other airport locations.

Licensing and Certification: Must possess a valid Nevada Class C driver's license at time of appointment.

Medical Examination: Employment in specified positions in this title may be contingent upon the results of a pre-employment medical examination.

Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.

Residency Requirement: Permanent employees must maintain a principal place of residency within the boundaries of Clark County and provide proof of compliance with Nevada motor vehicle registration and drivers' license laws within 90 days of employment.

Background Check: Employment with the Department of Aviation is contingent upon completion of an education/experience background investigation, a fingerprint-based criminal history record check processed by the FBI, and upon the ability to be granted a security badge as mandated by the Transportation Security Administration. Note: all prospective hires must present two original government issued ID's upon acceptance of job offer. Examples of acceptable ID's include a Passport, Driver's License or DMV issued ID, birth certificate, Social Security card, Voter Registration card, school issued ID with picture, etc.

Customs and Border Protection Security Seal Program: Employment with the Department of Aviation in this job title is contingent upon a ten year employment and five year residency history record check and the ability to present original identity based documentation in order to meet the requirements for a Security Seal.

PHYSICAL DEMANDS

Mobility to work in a typical office setting, use standard office equipment and to travel to various locations in order to attend meetings and visit work sites; strength and stamina to inspect various work sites, projects, and facilities; vision to read printed materials, a computer screen, handheld electronic devices, and a computer screen; and hearing and speech to communicate in person or over the telephone or radio. Specified positions in this title may require mobility to move around and work in airport operational environments, strength and stamina to travel to and around airport facilities and construction sites; and/or the ability to drive a motor vehicle to respond to aircraft and ramp emergencies. EXAMPLES OF DUTIES

Develops and implements goals, objectives, policies, procedures, and work standards for a division and/or work unit; prepares and administers the division's budget. Plans, organizes assigns, supervises, reviews, and evaluates the work of professional, technical, licensed, certified or specially-skilled staff, normally through subordinate supervision. Recommends selection of staff; trains staff and provides for their professional development; administers discipline as required. Develops procedures, operational manuals, training curriculum, certifications and letters of agreement with appropriate agencies. Participates in and reviews proposals and evaluates consultant qualifications and negotiates and administers contracts. Manages the efficiency and effectiveness of the unit's service to its customers by acting on suggestions and directing or participating as an active member of a work team. Manages contracts for services provided by outside vendors. Coordinates procurement of equipment, supplies, and materials. Contributes to the overall quality of the department's service provision by developing and coordinating work teams, and by reviewing, recommending, and implementing improved policies and procedures. Develops sound and practical solutions for problems; provides assistance to Airport staff and contractor representatives. Develops and implements performance measures, benchmarking and quality assurance standards based on the establishment of challenging and achievable goals; manages performance and the subsequent evaluation of productivity and effectiveness of assigned projects. Maintains liaison with and coordinates activities and efforts with other divisions, airport tenants, contractors, and area public agencies. Directs the preparation and maintenance of accurate records and files including history, vendor, and supplier records, and prepares a variety of periodic and special reports and correspondence. Serves as a member of various committees and task forces related to areas of expertise. Uses standard office equipment, including a computer, in the course of the work; may drive a personal or County motor vehicle to attend meetings and visit off-site County locations.
