AIRPORT COMMERCIAL PROPERTY AGENT

(Real Property Agent III)

THIS RECRUITMENT IS OPEN TO THE PUBLIC
This recruitment is being held to establish an eligible list to fill current and future
Real Property Agent III positions within this specialty. The eligible list may also be utilized to fill positions in similar and/or lower classifications throughout the County of Orange.

Effective June 28, 2024, salary will be increased by 4.25%.

Effective June 27, 2025, salary will be increased by 4.0%

Salary may be negotiable within the range listed above, based on position requirements and the successful candidate's qualifications, subject to appropriate authorization.

The Airport John Wayne Airport, Orange County (SNA), owned and operated by the County of Orange, is located approximately 35 miles south of Los Angeles between Costa Mesa, Irvine, and Newport Beach.

John Wayne Airport is a medium hub airport with approximately 300,000 commercial and general aviation operations each year, placing it in the top 30 busiest airports in the country. John Wayne Airport plays a unique and crucial role in the Orange County community. It is the only airport in Orange County that provides commercial passenger and air cargo service and is the primary provider of general aviation services and facilities in the county. It is home to local law enforcement air operations and to medical/mercy flights. SNA is the gateway through which millions of passengers travel each year to their homes, their families, their vacations, and their businesses.

The Airport spans more than 510 acres and operates two runways. The 2,887-foot runway serves general aviation and the 5,700-foot main runway serves both commercial and general aviation aircraft. The current Riley Terminal is 730,505 square feet, and provides 20 commercial passenger gates and two smaller commuter passenger terminals at the north and south ends. In October 2018, the Airport completed a major improvement project that, in addition to numerous safety, code, comfort and aesthetic improvements, it also included adding a Nursing Mother’s Lounge and Animal Relief Area.

COMMERCIAL AND REVENUE DEVELOPMENT DIVISION
The Commercial and Revenue Development Division is responsible for developing, implementing, and monitoring all commercial real property contracts, licenses, and leases at John Wayne Airport (SNA) including concession analysis, planning, and leasing to enhance commercial revenue for the Airport. This program includes all airlines, food service, retail, rental cars, parking, tenant improvement, ground transportation, airline affairs, general aviation leasing, and commercial advertising at SNA. In addition to traditional airport concessions, the Commercial and Revenue Development division evaluates and assesses the effectiveness of business partner relationships to ensure a high level of customer service, safety, security, and efficient operations and be open to innovative sources of revenue.

THE OPPORTUNITY
The Real Property Agent III will perform highly complex data and revenue analysis work related to airport property acquisitions, requests for proposals (RFP), leases, contracts, and other property management functions related to the airlines, concessions, general aviation, real estate and ground transportation that directly affect the daily operations of the airport.

DESIRABLE QUALIFICATION & CORE COMPETENCIES
The ideal candidate will demonstrate four (4) or more years of e xperience in data and revenue analysis related to ground transportation, concessions, rental cars, or airline affairs within high-traffic retail, concession, or property management at an airport, or other high-traffic venues such as a commercial shopping mall or event center. Knowledge of public sector procurement is a bonus.

Possession of a Project Management Professional (PMP) certification, Certified Member (AAAE) certification, California Real Estate license, Property Management certification, Commercial Real Estate certification, Deputy Purchasing Agent with the County, or other industry-related certification(s) is preferred but not required. A degree in business administration and finance or a related field is preferred but not required.

  • Preparing, negotiating, and enforcing real estate contracts.
  • Preparing and calculating rent adjustments in accordance with lease/license requirements.
  • Conducting real estate financial, market, and cost benefit analysis.
  • Demonstrating proficiency with Microsoft Project, Word, Excel, Power Point, and Outlook.
  • Maintaining property and portfolio files with accurate term sheets, updated financial records, security deposit records, and current correspondence.

LICENSE REQUIRED

The successful candidate must obtain or possess, and maintain the following licenses:
  • Valid California Driver's License, Class C or higher, by date of appointment
  • Valid Airport Access Badge with an Airport Driving Endorsement within ten (10) days of employment
AIRPORT ACCESS REQUIREMENTS
The successful candidate must clear background check which includes a Criminal History Records Check (CHRC), Transportation Security Administration (TSA), and Security Threat Assessment (STA).

Physical Characteristics
Possess vision sufficient to read standard text and a computer monitor and to drive a vehicle; speak and hear well enough to communicate clearly and understandably in person to individuals and groups and over the telephone; possess body mobility to stand, sit, walk, stoop and bend routinely to perform daily tasks and to access a standard office environment; possess manual dexterity sufficient to use hands, arms and shoulders repetitively to operate a keyboard, utilize office equipment and to write and drive; use a County approved means of transportation to perform field work.

Mental Requirements
Possess the ability to independently reason logically to analyze data, reach conclusions and make recommendations; possess the ability to remain calm and appropriately focused in rapidly changing and difficult situations involving conflict, complex issues, controversy and diverse stakeholder groups and interests; possess the ability to deal calmly and effectively with emotional interactions.

Environmental Conditions
Function effectively in a standard office environment and may be required to work inside various airport structures, and work outdoors in all weather conditions.
