Job Description

TPWD MISSION

To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION :

In addition to serving as the Inland Fisheries Science Program Director, this position oversees the Heart of the Hills Fisheries Science Center in Mountain Home, Texas. Please see https://tpwd.texas.gov/fishboat/fish/management/research/inland/ for additional information.

Under the direction of the Inland Fisheries Science and Policy Branch Chief, this position performs advanced (senior-level) managerial work. The Inland Fisheries Science Program Director is responsible for all operations and management of the Heart of the Hills Fisheries Science Center; the Division's dedicated research center, and provides planning, leadership, and direction on statewide science and research programs, including assessment of programmatic science needs, guidance in identifying priority research, and oversight of Division research and publication protocols. Provides leadership, supervision, motivation, and evaluation of research personnel, as well as development and administration of the science center budget and assuring needed equipment and supplies are purchased and maintained appropriately and according to established policies and guidelines. Prepares reports and tracks Division-wide science and research activities. Also serves on the Inland Fisheries leadership team advising on relevant statewide science and research programs. Works under limited supervision with considerable latitude for use of initiative and independent judgement. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


Qualifications:

MINIMUM QUALIFICATIONS :

Education :

Graduation from an accredited college or university with a bachelor's degree in fisheries, aquaculture or related biological science.

Experience :

Five years professional experience as a fisheries biologist, hatchery biologist, research biologist OR closely related field;

Two years of supervision or program leadership experience;

Diverse background in fisheries research.

NOTE: Experience may have occurred concurrently.

Licensure :

Must possess or be able to obtain, within thirty days of employment, a valid Class "C" Texas driver's license.

NOTE : Retention of position is contingent upon obtaining and maintaining required license

ACCEPTABLE SUBSTITUTIONS :

Experience :

Graduate degree from an accredited college or university in Fisheries, Aquaculture, Fisheries Management or closely related field may substitute for one year of the required experience, excluding the supervision or program leadership experience;

Ph.D. from an accredited college or university in Fisheries, Aquaculture, Fisheries Management or closely related field may substitute for two years of the required experience, excluding the supervision or program leadership experience.

PREFERRED QUALIFICATIONS :

Education :

Graduation from an accredited college or university with a master's degree or Ph. D. in fisheries, aquaculture or related biological sciences.

Experience :

Five years or more experience with management of a fisheries related research program, staff, and facilities.

KNOWLEDGE, SKILLS AND ABILITIES :

Thorough knowledge of warmwater fisheries management, fish culture, and research programs;

Thorough knowledge of agency policies and procedures;

Knowledge of agency budgetary process and fiscal practices;

Knowledge of applicable laws, regulations, and policies dealing with management and conservation of fish and wildlife resources and their habitats;

Knowledge of principles and practices necessary to lead staff and build effective teams;

Skill in working with a variety of constituent groups, other agencies, State or Federal entities;

Skill in budget preparation, management, and control;

Skill in teambuilding, leadership and problem solving with peers, staff and outside entities;

Skill in effective verbal and written communication;

Ability to develop and lead a team to solve problems and develop new initiatives;

Ability to supervise professional and technical staff;

Ability to effectively communicate, both written and verbally with the public, staff, and other professionals;

Ability to establish and maintain effective relationships with field staff and other professionals;

Ability to prioritize workloads and meet deadlines;

Ability to use automated systems including personal computers and software;

Ability to prepare and make written and oral presentations to a variety of technical and non-technical audiences;

Ability to work well with TPWD staff, the public, elected officials and universities, government agencies and non-government agencies in a tactful, diplomatic and professional manner;

Ability to conduct work activities in accordance with TPWD safety program.

WORKING CONDITIONS :

Required to work forty hours per week, Monday through Friday; with flexible schedule options available;

Required to work occasional overtime and weekends as necessary;

Field work in inclement weather may be required;

May be required to operate a State vehicle;

Required to travel 25% with possible overnight stays;

Must conform to TPWD dress and grooming standards, work rules, and safety procedures;

Non-smoking environment in state office buildings and vehicles.
