This position will be located at the Lewis & Clark State Office Building, 1101 Riverside Drive, Jefferson City, MO 65109. This position may be eligible for a hybrid work schedule. Responsible for grants management and the supervision of the Grants and Financial Reporting team. Aid and guide the team in the review, establishment, maintenance, and reporting of grant funding. Analyze financial information to assist management in the evaluation of grant and financial issues and performance. Monitor and interpret Code of Federal Regulations to assure department's compliance with federal rules, regulation, and statutes. Direct and lead team members in the coordination, compilation, and preparation of the Department’s information as part of the State’s Annual Comprehensive Financial Report. Review financial data and reports for management and outside entities for accuracy and compliance with state statutes, Generally Accepted Accounting Principles (GAAP), and compliance with Government Accounting Standards Board (GASB) statements. Interpret GASB statements, exposure drafts, and preliminary views to determine potential departmental impact, and suggest and implement strategies to capture data elements to ensure compliance. Lead team in the annual preparation and submission of the Schedule of Federal Assistance (SEFA) to the State Auditor’s Office. Oversee development, analysis, and effectiveness of rates used to recover costs. Prepare or assist with the preparation of the annual Indirect Cost Rate Proposal. Meet or communicate with state and federal auditors, and awarding agencies to discuss issues and prepare required information as needed. Assist with and provide input regarding revisions to financial policies and procedures. Lead the team of accountants by providing direction, leadership, and mentorship to ensure performance goals are reached and the team has everything needed to grow and develop. To be successful in this position, a candidate will need the following skills: Principles of Accounting : Knowledge of generally accepted accounting principles, standards, and practices (for example, double entry accounting, accrual accounting), including the full accounting cycle and the preparation of work sheets, financial statements, ledgers, and journals. Grants Management Laws, Regulations, and Guidelines : Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence. Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, consider the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately. Equivalent to those typically gained by: Bachelor’s degree with specialization in accounting, finance, public or business administration or closely related area and 4-6 years of relevant experience and/or appropriate certification. Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
