Job Description:

Overview

To perform a variety of semi-skilled to skilled tasks in masonry, cement finishing, traffic and street sign installation and allied building trades. To provide safe, productive, cost effective and efficient operation of the City's heavy construction/maintenance equipment.

Essential Functions
  • Assists and performs in various trades, including plumbing, electrical, painting, carpentry and masonry.
  • Operates various hand tools and mechanical equipment and cares for them.
  • Drives various types of trucks, street sweepers and other automotive equipment; i.e., chipper, bucket trucks, dump trucks and loaders, in the performance of duties.
  • Performs routine maintenance inspections of vehicles as needed or as directed by the Crew Leader.
  • Performs incidental unskilled and skilled labor.
  • Performs related tasks, including loading or unloading of materials, operation of chain saws, digging, cleaning, etc., as needed.
  • Performs advance masonry work, sets forms, pours and finishes concrete.
  • Completes slump testing and makes cylinders for concrete compression testing.
  • Installs, modifies and repairs a wide variety of masonry and infrastructure emergencies.
  • Installs, modifies and repairs a wide variety of masonry and infrastructure emergencies and may perform difficult or complex preventative maintenance inspections and procedures on concrete as required by position.
  • Responsible for the safe and efficient operation of the equipment assigned, including the regular checking of tires, oil, fuel, brakes, hydraulic lines, steering and other specified items and correcting or reporting to the supervisor any faults in the equipment.
  • Performs routine electric and/or acetylene welding, brazing and/or soldering repairs and fabrications as required by position.
  • Recognizes, corrects, and reports safety issues to immediate supervisor.
  • Prepares surfaces for plastering, replaces broken metal or wooden lathes and lays brick, stone, and concrete blocks to true line and grade and builds walls and structures as required by position.
  • Operates diesel and/or gasoline powered Heavy Construction equipment, equipped with sophisticated hydraulic systems and accessories, including but not limited to: Graders, Boom Loaders, Backhoe, Backhoe/Loader Combinations, Hydraulic/Telescopic Excavators, Bulldozers, Cranes, Draglines, Tractors, On/Off the road Heavy Trucks, Tractor/Trailer Combinations, and small equipment depending upon level of position.
  • May standby for and answer emergency calls to repair equipment on an "on call, 24 hour per day" basis.

Minimum Qualifications
  • High School diploma or GED
  • One year experience in equipment maintenance and repair, welding, millwright, plumbing, pump repair, pipelaying, heavy equipment operation or machine operation.
  • Possess and maintain a valid Class "B" or higher State of Florida Commercial Driver's License (CDL) within six months of employment in position.
  • The ability to possess and maintain Maintenance of Traffic (MOT) Intermediate Traffic Certification within six months of employment in position.


Job Based Competencies
  • Knowledge of standard tools, material, methods and practices of the trade areas of operation and maintenance of light and medium maintenance equipment and grounds maintenance.
  • Basic knowledge of soil conditions and preparation of the soil for load bearing structures.
  • Ability and knowledge necessary to make minor mechanical and electrical repairs and adjustments, and to field service Heavy Construction equipment.
  • Skill in the use and care of the tools, materials and equipment of the trade areas or of light and medium maintenance equipment.
  • Ability to receive and understand oral and written orders and execute those orders effectively.
  • Knowledge of reinforcement bar setting, concrete consolidation and concrete finishing including curb work, retaining walls and sidewalks.
  • Knowledge of the methods, materials, tools and practices of general masonry including block, brick and stone work, plastering, stuccoing, cement finishing and tile setting if position requires it.
  • Knowledge and proficiency of general, heliarc/mig welding, brazing, and cutting with acetylene and plasma arc if position requires it.
  • Ability to read and interpret technical manuals, sketches, drawings and maps.
  • Ability to work overtime and/or be on call.
  • Ability to establish and maintain effective working relationships with other Public Works staff, staff of other City Departments and Offices and the general public.


Responsibility

Under the direction of and responsible to the Department Head or designated representative. Generally no supervision is exercised; may occasionally direct the work of others on specific projects. Level II and/or III will routinely provide guidance to less experienced employees and supervise work crews on specific projects.

Physical Requirements

This position requires the exertion of 100 pounds of force occasionally and up to 50 pounds of force frequently. Work requires considerable physical activity including walking, lifting, reaching, stooping, pulling, grasping, balancing, climbing, kneeling, standing, and crouching. Incumbent is subject to inside and outside activities with a variety of weather changes, noise, vibrations, job hazards, and atmospheric conditions. Visual acuity is required to operate automotive equipment and perform maintenance tasks. Worker is required to hear sufficiently to perceive information at normal spoken word levels. Manual dexterity is required to operate equipment in performance of duties.

Public Contact

Good interpersonal skills are an important component of this position. Although public contact is limited, when such contacts occur, incumbent is expected to respond courteously and responsively to questions relating to the purpose and scope of repairs and similar questions. Other public contacts may be required from time to time to explain aspects of the operation and functioning of the City's Public Service's mechanical equipment and systems.
