This position will also ensure compliance with CSU internal policies relating to fire and panic safety construction and may represent the campuses in interacting with municipal fire departments. This position will report to a Deputy Director of Fire Safety and serve as a Chancellor’s Office Capital Planning, Design and Construction representative for the CSU Fire Safety program at each CSU campus. Upon review and approval by the State Fire Marshal of the individual’s appropriate level of expertise, the incumbent will become a Designated Campus Fire Marshal (DCFM). This position will be located at Sacramento State or the Chancellor’s Office in Long Beach. Responsibilities Under the general direction of the Deputy Director of Fire Safety , the Campus Fire Marshal will perform duties as outlined below: -Responsible to assist in the development and implementation of the CSU fire and panic safety program under the guidance of the appropriate Deputy Director of Fire Safety. -The employee will be required to complete the training identified by the OSFM/CSU Memorandum of Understanding (MOU) to prove competency and receive OSFM DCFM approval within 18 months of employment with the CSU. During the training and certification period, the CFM will: -Review design documents and construction plans for compliance with fire and safety codes. -Facilitate, coordinate, and track individual plan review/approvals to a timely and code complaint conclusion. Serve as a CSU CO representative to collaboratively resolve issues relative to fire safety code and regulations. -Engage all stakeholders. Over 400 personnel and 100 Reserve Firefighters provide a wide variety of services to an ever expanding, dynamic and diverse community of roughly 508 square miles. This consolidation brought together into a single jurisdiction the Castro Valley Fire Department, Eden Consolidated Fire Protection District and County Fire Patrol. THE POSITION This classification specification describes the entry level of the Fire Department Plan Checker classification flexibly staffed series. Under close supervision, reviews non-structural building plans, site plans, and fire protection system plans for compliance with Federal, State, and local fire safety regulations, laws, standards, and codes; and performs related duties as assigned. DISTINGUISHING FEATURES This classification is part of a two-level flexibly staffed series of the Fire Department Plan Checker classifications. Fire Department Plan Checker I is a non-safety classification located in the Alameda County Fire Department. Incumbents of this class are in a training capacity and are primarily responsible for the review of plans and designs for non-structural fire safety elements and fire protection systems in new and remodeled buildings. Incumbents report directly to a Fire Department Plan Checker II, Fire Department Plan Checker Supervisor, Fire Code Official, or Division Chief, who is responsible for supervising and assigning tasks.Fire Department Plan Checker I’s are expected to gain experience and demonstrate proficiency which qualifies them to promote to the higher-level class after the equivalent of three (3) year of full-time experience and completion of State Fire Marshall Plans Examiner task book. MINIMUM QUALIFICATIONS EITHER I : Education : Possession of an Associate of Arts Degree or higher from an accredited college or university with a major in architecture, construction technology, building inspection, fire science, or a closely related field. AND EITHER I : Experience : The equivalent of one (1) year of full-time experience in Fire plan check. OR II : Experience : The equivalent of three (3) years of full-time experience within fire code administration/ prevention office. AND Certification : Possession of certification as a Certified Fire Plan Examiner (‘CFPE”), the International Code Council (“ICC") Plans Examiner, or California State Plan Examiner. AND License : Possession of a valid California Motor Vehicle Operator’s License. NOTE : The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. Demonstrate interpersonal sensitivity. EXAMINATION COMPONENTS The examination will consist of the following steps: A review of applicants' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. A review of candidates' supplemental questionnaires to determine the best qualified. An oral interview which will be weighted as 100% of the candidates' final examination score. The oral interview may contain situational exercises. Candidates must attain a qualifying rating of each portion of this examination.
