Overview:

The Staff Analyst position in Valley Water's Office of External Affairs (EA) Division will provide administrative and project support to the Assistant Officer (AO) and the offices of Communications, Civic Engagement, and Community Benefits. The Staff Analyst will work with various levels of staff throughout the organization, as well as external partners and stakeholders to coordinate assigned programs, projects, and services. Excellent customer service and project management skills along with the ability to take initiative, multi-task and work toward solutions while staying calm under pressure, are crucial to success in this position. In addition to general office support duties such as workflow/invoice tracking, processing, space planning, training/travel logistics and calendaring, the Staff Analyst will be researching and compiling information/data to help inform EA management of efforts related to budgets and status of agency programs/projects, to contribute to the division's goals.This position will need to be knowledgeable in applying procedural, program and compliance comprehension in support of the offices of Communications, Civic Engagement and Community Benefits, and the AO. The Staff Analyst will also need to understand how to work effectively with members of the public from the diverse communities served by Valley Water. This position will perform a variety of tasks relative to their assigned areas of responsibility. This includes participating in outreach and community engagement events/activities, which may sometimes require working at night and or on the weekends. Additionally, all Valley Water employees are considered Disaster Service Workers and may be called upon to report to the Emergency Operation Center during a disaster.This position is part of a deadline-driven, fast-paced team of professionals who are expected to problem solve and offer solutions to enhance the success of External Affairs and Valley Water.Key Responsibilities include, but are not limited to:

 

  • Provide project and administrative support for the Office of Communications as assigned, including coordination of programs, projects, and services, and researching and compiling information/data to help inform management of efforts related to budgets and programs/projects led by the Office of Communications.
  • General duties also include maintaining budget tracking sheets, processing invoices, and compiling/producing reports as requested, among other tasks.
  • Provide project and administrative support for the Office of Civic Engagement as assigned, provide administrative support for the Youth Commission and Water 101 Academy; and coordinate communications and social media efforts.
  • Provide project-level staff support for the Office of Community Benefits as assigned, provide administrative support for the CRS program, and assist the Grants and Partnerships team with reviewing grant invoices, meeting coordination and outreach.
  • Perform and support office and administrative functions for supervisor and unit managers, such as meeting coordination, space planning, calendaring, proofreading of materials, budget coordination, invoice review and processing, and workflow tracking on various internal documentation routing platforms.

  • Interpret, apply, explain, and ensure compliance with applicable federal, state, and local policies, procedures, laws, and regulations, technical written material, and Valley Water policies and procedures.
  • Recommend and implement modifications to existing programs, systems, and procedures.
  • Research and summarize data and prepare logical written reports and correspondence related to assigned area independently or from brief instructions.
  • Make mathematical, financial, and statistical computations.
  • Establish and maintain a variety of filing, recordkeeping, and tracking systems.
  • Organize and prioritize a variety of projects and multiple tasks.
  • Organize work, set priorities, and meet critical time deadlines.
  • Use common desktop applications and software as well as specialized software related to the work.
  • Develop and use spreadsheets and databases.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

 

Ideal Knowledge:

  • Basic principles of management and public administration.
  • Statistical and research methods.
  • Best practices for office procedures, methods, and equipment.
  • Financial recordkeeping.
  • Principles of business writing and report preparation.

 

Ideal Training and Education:Equivalent to an associate's degree from an accredited college or university with major course work in business administration or a related field.Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of two years.

 

Required License or Certificate

Office of the Chief of External Affairs Unit (Position Code 1071 / Linh Hoang)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.
