    Position Description

The County of Calaveras is seeking a Behavioral Health Supervising Clinician for our youth services! Join a team of compassionate and committed staff who work together closely to support people with behavioral health needs in our community. The person will have the opportunity to work with community agencies, interact with community stakeholders, and represent the department in various settings. T his is a leadership position in the Behavioral Health Division within the Calaveras County Health and Human Services Department. We are seeking someone with exceptional clinical & supervisory skills and a strong history of working with people with serious mental illness, and who has a passion for serving the community.

    Under general direction of the Director and/or designee, assumes responsibility for training, clinical supervision and evaluation of professional staff; provides professional support for licensed medical care providers; and performs minimal direct clinical services in a recovery oriented environment.

    DISTINGUISHING CHARACTERISTICS :

    This is a management level job classification. Applicant will have the knowledge of the principles, procedures, techniques, trends and literature of behavioral health practice; federal and state Medi-Cal standards of documentation; social aspects of mental illness and emotional and behavioral disorders; scope and activities or public and private health and social service agencies; principles and practices of case management; staff supervision and training methodologies. Applicant will have the ability to apply and supervise staff in the principles of current behavioral health practices and department policies and procedures; establish and maintain the confidence and cooperation of personnel contracted in the course of the work; write clear, accurate and concise reports; maintain an objective and empathetic understanding of mental illness, emotional and behavioral disorders. Form cooperative relationships with other public and private providers and organizations.

    Example of Duties

    • Supervises and provides training to clinical staff in the provision of clinical mental health services, including: assessment, counseling, rehabilitation and case management services to adults or older adults with mental illnesses and children with emotional or behavioral disorders.
    • Provides supervision for licensure of clinical interns according to the requirements of the licensure.
    • Assesses clinical treatment programs.
    • Performs quality assurance for clinical services; may provide case management and discharge planning.
    • Reviews and monitors client files and related documentation for compliance with applicable federal, state and agency policies and procedures.
    • Develops training and evaluation standards.
    • Maintains and monitors clinic schedules for efficiency.
    • Provides minimal clinical mental health services with children, adults and their families or associates at the level agreed upon with the Director of Health and Human Services Agency or designee.
    • Collaborates with staff and with community agencies in carrying out treatment plans.
    • Provides psychological education to clients, their relatives and community groups to increase understanding of mental illness, emotional and behavioral disorders, the recovery process, as well as increasing their understanding of the impact of environmental, emotional and physical problems on mental health.
    • Provides on-call coverage.
    • Develops and trains staff on policies and procedures.
    • Evaluates and provides intervention for crisis.
    • Participates in community activities dealing with issues related to the impact of mental illnesses in the community and to consumers of behavioral health services.
    • Serves as departmental liaison and develops cooperative programs with other groups/agencies.


    Minimum Qualifications

    Knowledge of:

    Principles, procedures, techniques, trends and literature of behavioral health practice; federal and state Medi-Cal standards of documentation; social aspects of mental illness and emotional and behavioral disorders; scope and activities of public and private health and social service agencies; principles and practices of case management; staff supervision and training methodologies.

    Ability to:

    Apply and supervise staff in the principles of current behavioral health practices and department policies and procedures; utilize technology for case management purposes; establish and maintain the confidence and cooperation of personnel contacted in the course of the work; write clear, accurate and concise reports; maintain an objective and empathetic understanding of mental illness, emotional and behavioral disorders. Form cooperative relationships with other public and private providers and organizations.

    Education, Training, and Experience:

    Masters or Doctoral degree in Social Work, Marriage and Family Therapy, Counseling, Psychology or a related field from an accredited college or university. Four years of professional experience as a professional providing public behavioral health services, preferably in a public setting as a Case Manage, Clinician, Social worker, or related Classification.. Leadership experience required.

    Special Requirements

    Possession of an appropriate California driver's license issued by the State Department of Motor Vehicles.
    Licensure in California as a Licensed Clinical Social Worker (LCSW), Marriage and Family Therapist (MFT), or related California licensure is required or must be obtained within 6 months of employment.

    Extra-Hire:

    Extra-hire employees are not eligible for step advances, vacation, seniority rights, holiday pay or other certain employee benefits. They are entitled to 24 hours of sick leave per year and eligilbe for the county's CORE Medical plan but not eligible for dental or vision insurance.

    Vacation days:

    0 - 3 complete years = 80 hours per year.

    After 6 months you can take your first week.

    3 - 10 complete years = 120 hours per year

    10 years+ = 160 per year

    Holidays:14 paid holidays per year.

    Sick Leave:12 days annual sick leave accrual with unlimited accumulation.

    Sick leave is accrued at 3.69 hours for each full 80 hours of payroll period.

    60 hours of sick leave can be used for immediate family, parent spouse, child or sibling.

    Management Time Off (MTO): 40 annually, pro-rated if hired on/after July 1st.

    Merit:After successfully completing twenty-six (26) pay periods, a 3.5% merit increase may be granted.Merit increases may be granted annually thereafter to the top step.

    Probation Period:New employees remain in a probationary status for 26 pay periods..
