The Internal Services Department (ISD) plays a major role in supporting all County of Los Angeles departments and commissions. With an annual budget of over $873 million and 2,183 budgeted positions along with over 5,120 contracted workers of varying professions in facilities management, information technology, environmental, administrative, purchasing and contracting, ISD is the County's trusted partner and provider of choice.

The Opportunity
We're seeking a Staff Development Specialist for our Training and Development section with excellent written and oral communication skills to engage diverse audiences effectively. The ideal candidate should excel in classroom delivery, curriculum design, and have a proven track record in planning and coordinating training programs. They must adhere to established standards, while managing multiple and diverse tasks under tight deadlines, and cultivating strong employee relations and a positive work environment.

Essential Job Functions

Position Responsibilities:
Conducts research and analysis of training needs and makes recommendations to management concerning the need for new training programs, course content and for revisions in existing training programs to increase their effectiveness.

Identifies, organizes and sequences subject matter to be taught in training programs to assure maximum effectiveness; develops educational material and prepares training manuals and other training aids; develops and administers pre and post training tests to determine the effectiveness of the subject training; and conducts or assists line management and supervisors in the conduct of training provided to employees of the department.

Plans, develops, and implements employee training and orientation programs based on needs determined from input provided by management and staff.

Confers with management and staff inside and outside the department in developing training programs to increase staff effectiveness in areas such as customer service, marketing, and management.

Assesses and determines training needs of the department through investigation, consultation, and evaluation of training requests.

Reviews and evaluates the effectiveness of departmental training programs, and makes recommendations for improvements or changes as necessary.

Participates in the vendor contracting and solicitation process for vendors who provide training services by preparing Statements of Work (SOW), assessing vendor training qualifications, and reviewing and monitoring contracts for selected vendors to ensure training services provided are in accordance with contractual agreements.

Surveys and researches industry publications and literature to keep abreast of current industry trends and training methods.

Coordinates the activities of others engaged in conducting training sessions for employees of the department.

Performs other related assignments.

Supervises staff as needed.

Requirements

Requirements to Qualify:
Option 1: A Bachelor's Degree in Business Administration, Organizational Development, Education, Adult Learning, Human Resources, Psychology, or closely related field and two (2) year's professional experience* developing and implementing employee training programs.

Option 2: Three (3) years' experience at the level of the County class of Administrative Assistant III**; two (2) years of which must have been included experience developing or assisting in the development, implementation and monitoring of departmental training programs.

License: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Physical Expectations:
This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Special Requirement Information:
*Professional experience is defined as paid work experience that is relevant to a specific role or industry. Professional experience applies to those who have accrued experience through full-time work in a field where related education is a requirement or in a field where an individual must have a professional license.

**Administrative Assistant III in the service of Los Angeles County is defined as analyzing and making recommendations for the solution of highly complex*** operating, budgetary and financing, and other management problems of a County department, and participates in the implementation of their solution.

***Highly complex is defined as a significantly greater degree of originality, innovation, critical thinking, resourcefulness, and conceptualization required to perform the task.

Our Assessment Process:
PART I - An evaluation of training and experience weighted at 30% measuring project facilitator skill, computer software knowledge, public speaking, and knowledge of government standards based upon application information, desirable qualifications, and supplemental questionnaire.

Only candidates who achieve a passing score of 70% or higher on Part I will proceed to Part II of this examination.

PART II - A multiple choice test weighted at 70% measuring reading comprehension, deciding and initiating action, delivering results and meeting customer expectations, persuading and influencing, planning and organizing, and working with people.

Applicants must meet the Requirements and achieve a passing score of 70% or higher on each weighted part of the examination in order to be placed on the Eligible Register.

In accordance with Civil Service Rule 7.19, the multiple choice test is standardized and copyrighted and therefore not subject to review.

TRANSFER OF SCORES :
Applicants that have taken identical test part(s) for other exams within the last 12 months, will have their test responses for the identical test part(s) automatically transferred to this examination. This examination contains test parts that may be used in the future for new examinations. Your scores will be transferred to the new examination and may not be allowed to re-take any identical test parts for at least 12 months.

ELIGIBILITY INFORMATION:
The names of candidates receiving a passing grade in the examination will be placed on the Eligible Register in the order of their score group for a period of twelve (12) months following the date of promulgation. PASSING THIS EXAMINATION AND BEING PLACED ON THE ELIGIBLE REGISTER DO NOT GUARANTEE AN OFFER OF EMPLOYMENT.

Applications will be processed on as-received basis and those receiving a passing score will be promulgated to the Eligible Register accordingly.
