Position Description This position performs non-skilled and skilled manual laborer and drive trucks and equipment to support Public Works Department construction and maintenance activities. Job Duties and Responsibilities * Perform numerous construction and maintenance manual labor tasks for a number of Public Works functions, including but not limited to: * All tasks related to the removal, replacement or placement of infrastructure (i.e. various types of pipe or conduit, manholes, curb and gutter, concrete, asphalt, etc.) * Load, unload, and secure materials and equipment from trucks using several methods, i.e., by hand, or by using various loading equipment. * Drive sheathing, break and remove concrete, etc. * Make routine inspections, minor and major repairs and perform cleaning activities in sanitary and storm infrastructure including but not limited to pipes, tunnels, manholes, grit chambers. * Assist with the maintenance of streets and alleys; may shovel and remove dirt and snow, mow grass and trim brush * Assist with the installation and maintenance of traffic signs and posts; paint street markings; and install, remove and maintain parking meter supports and collars * Set up barricades for parades, detours, and maintenance operations * Repair and maintain guardrails, bridges, and related equipment. . * Perform excavation, placement and replacement of infrastructure and materials at or below grade (i.e. utility trenches). * Perform collection of solid waste and recycling materials through the use of automatic lift equipment, and manual manipulation of carts and bins. Also, required to retrieve spillage by hand and put into truck. * Drive routes and collect garbage, recycling, yard waste, special items. Will also sort materials and transport them to appropriate drop off site. * Measure, calculate, and record quantities of materials used and/or work performed * Prepare and apply mixes such as sand, cement, sealant, deicing chemicals * Work with crew members in the tagging and flagging of heavy equipment, including cranes, and assist with traffic control on the job to ensure productivity and safety. May be required to flag traffic at, around and/or through a fixed or mobile work zone. * Operate winches, pumps and hoists and other mechanical equipment * Operate heavy power tools, such as jack hammer, concrete saw, and other tools as needed * Responsible for the safe driving and operation of trucks and construction equipment including: * Skid-steer loaders, pup-rollers, toilers, trucks, snow plows, solid waste, collection trucks and sweepers, jet trucks, vac trucks and other equipment, as assigned * Those assigned to solid waste will perform driving 50% of the time and loading and unloading 50% of the time. * Perform daily inspection and maintenance checks on vehicle(s) and machinery/equipment used; and record and file daily records of vehicle condition and/or mechanical problems. Perform and make daily routine inspection and adjustments/minor service work on equipment/machinery utilized, including the attachment connection to the equipment, such as cleaning, washing, greasing, and lubricating. * Assist foremen on estimating and calculating of materials used on the job to ensure accurate assessment. * Assist foremen about machinery and equipment capabilities to accomplish specific job site needs, including recommending equipment rental needs. * Participate in safety meetings, right-to-know training, and tool-box meetings; participate in workplace accident and injury reduction programs, and other OSHA mandated training. Working Conditions : Exposure to all kinds & types of weather conditions; dirt, dust, odors, chemicals, vermin, insects, garbage, high noise levels, heavy traffic, etc. Frequent standing and walking for long periods of time on rough, uneven surfaces; frequent push/pull, bending, twisting, lifting and maneuvering of objects weighing up to 100 pounds; working in confined spaces; climbing in and out of manholes and/or vehicles; as well as overhead ability to climb, maneuver and/or work on ladders, stairs and platforms. Public Works Service Workers may be required to work nights, weekend shifts and/or holidays. There may be opportunities to learn asphalt raking, grade setting, pipe laying and concrete work/cement finishing. Job Duties What You Will Be Doing: Supervise and direct the work of lead, skilled trades, semi-skilled trades for a Shift Operations Crew at the South Treatment Plant. Supervisory responsibilities include hiring, review, and evaluate employee job performance and provide constructive feedback; provide mentoring; recommend and/or initiate disciplinary action. Plan, schedule, coordinate, monitor and review the daily work of a crew and the long-range planning and scheduling of a crew. Ensure timely completion and quality of work by crew. Participate in long-range facilities planning. Requisition supplies and equipment, maintain inventory, ensure requisition procedures are followed and make budget decisions. Review plans, designs or procedures for assigned segment of major construction projects with contractors, design engineers, vendors, and agency's construction management division. Organize, coordinate, and provide technical expertise on long-range special projects; provide direction to senior staff on special projects. Assist senior staff in scheduling and prioritizing work orders with other divisions, departments, and agencies. Plan, schedule and provide training to others and maintain training records on employees. Review laboratory data and recommend and/or make process control decisions. Coordinate division, department and other agencies' responses to unusual occurrences and emergencies; take corrective action as appropriate. May be responsible for media contact. Ensure adherence to all policies, standards, and procedures. Operate, monitor, and control equipment and systems using complex computer systems. Participate in labor negotiations and grievance hearings. Prepare technical reports of plant operations for submittal to management and state and federal regulatory agencies. Assume operational responsibilities in the absence of the Plant Manager for rotating shifts and for other operations. Perform the duties of the other classifications within the Wastewater Treatment Operations series as needed. Be available to work all shift schedules, including rotating shifts; may be required to be on standby and/or call-out status and subject to after-hours call-in for unusual occurrences and emergencies. Experience, Qualifications, Knowledge, Skills Qualifications You Bring: Knowledge and skills of the Wastewater Treatment Utility Worker, Operator and Senior Operator. Knowledge of project management techniques and principles. Knowledge of the description, function and major components for plant-wide gas, chlorination, heating, ventilating and air conditioning, odor control, electrical, water, air and hydraulic systems. Knowledge of the description, function, major components, causes for alarms and remote monitoring and control system for the equipment and systems in the preliminary, primary and secondary, solids handling, odor control and/or collection and conveyance systems. Knowledge of the description and function of computerized remote and supervisory control systems used to control, operate and monitor a major wastewater treatment system. Skill in assessment and decision-making. Skill in facilitating long- and short-term workload planning, budgeting, training and performance management. Required Licenses or Certifications: Washington State Group III Wastewater Treatment Operator Certification Washington State Driver's License CPR and First Aid Certification It Would Be Great if You Also Bring: Washington State Group IV Wastewater Treatment Plant Operator Certification Supplemental Information Working Conditions: Work Location : South Treatment Plant - 1200 Monster Road SW, Renton, WA 98057 Work Schedule: This full-time position works a 40-hour work week with a 4 days per week, 10 hours per day work schedule, Monday - Thursday or Tuesday to Friday. The work schedule will be determined based on business needs. This position is not covered under the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible. The position requires the ability to work all shift schedules and required to report to work during adverse and inclement weather conditions. Union Representation : This position is represented by Teamster L117 Wastewater Treatment Supervisors. Physical Requirement : Incumbents perform work at a wastewater treatment plant and associated facilities and are required to lift and carry equipment weighing up to 50 pounds, use ladders, and there is exposure to hazardous chemicals and noxious odors.
