    Beautiful Ventura County is one of 58 counties in the State of California.  Geographically, the county offers a stunning 42 miles of coastline and the Los Padres National Forest, which accounts for 46% of the county’s land mass in the northern portion of the county.  Fertile valleys in the southern half of the county make Ventura County a leading agricultural producer.  Together, farming and the Los Padres National Forest occupy half of the county’s 1.2 million acres. A mild year-round climate, along with scenic geography makes the area attractive to the 850,000 culturally and ethnically diverse people who call Ventura County home.  The unincorporated areas, along with the ten incorporated cities of Camarillo, Fillmore, Moorpark, Ojai, Oxnard, Port Hueneme, Santa Paula, Simi Valley, Thousand Oaks, and San Buenaventura (Ventura) ranks Ventura as the 11th most populous county in the State. Ventura County has a strong economic base that includes major industries such as biotechnology, agriculture, advanced technologies, oil production, military testing and development, and tourism. The United States military, which includes two naval bases and the Air National Guard base, is the largest employer in the county with more than 16,000 employees.  The County of Ventura (government) is the next largest employer with nearly 8,000 employees located throughout the county.  Port Hueneme is California’s smallest but only deep water port between Los Angeles and San Francisco and plays a major role in the local economy. Home to two universities (California State University Channel Islands and California Lutheran University), and three Community Colleges (Oxnard, Ventura, and Moorpark), multiple university extensions, institutes, and adult schools, the county enjoys a strong structure for workforce development. The County of Ventura was formed January 1, 1873, when it separated from Santa Barbara County.  It is a general law county, governed by a five-member Board of Supervisors, elected at-large for a staggered four year term in their respective districts, and the chairmanship rotates annually.  The Board of Supervisors is responsible for providing policy direction, approving the County budget, and representing the County in a number of areas including special districts.  The Board actions can apply countywide or only in unincorporated areas. Other County elected officials include the Auditor-Controller,  Assessor, Clerk/Recorder, District Attorney, Treasurer-Tax Collector, and Sheriff. The County Executive Officer advises, assists, and acts as an agent for the Board of Supervisors in all matters under the Board’s jurisdiction. Under the guidance of the Board of Supervisors, the approved County annual budget of $1.8 billion serves to assist vulnerable adults and children, enforce the law, ensure justice, protect public health, and improve our quality of life.  In alignment with key focus areas established in the County Strategic Plan, services are provided to residents by nearly 8,000 dedicated public servants working in 23 different agencies, departments and special districts.

    Description

    The Ventura County Sheriff's Office of Emergency Services is seeking a highly collaborative professional who thrives working in a dynamic environment to join our team. Sheriff’s Emergency Services is responsible for coordinating, planning and implementing disaster preparedness, mitigation, response, recovery programs and activities for the Ventura County Operational Area.
    This role’s responsibilities include implementing emergency preparedness plans and initiatives, maintaining the County’s Emergency Operations Center (EOC) and systems, supporting field operations and staffing the EOC during incidents. The incumbent will regularly engage with the public and partners within local, state, and federal government, facilitating interagency communication and collaboration. The role also includes development and implementation of training on emergency preparedness, response to County partners, the community, and support of damage assessments, disaster cost recovery efforts from both the state and federal government.
    The ideal candidate will have experience working in emergency services management, including responding to natural disasters and other emergencies.

    What We Offer

    The County of Ventura offers an attractive compensation and benefits package that includes:
    • Merit Increases - New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1,040 hours (approximately 6 months) assuming work meets satisfactory standards. Subsequent merit increases within the pay range will be upon completion of each additional 2,080 hours (approximately one year) from the initial merit increase.
    • Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree.
    • Bilingual Incentive - Based on agency need, proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).
    • Flexible Workweek/Telework Schedule - We support work life balance by offering compressed work (e.g., 9/80 or 4/10 workweek) and remote hybrid telework schedules for some positions subject to organizational needs and satisfactory performance.
    • Annual Leave Accrual - New regular, full-time employees shall accrue 208 hours per year, increasing to 288 after 5 years of service.
    • Annual Leave Redemption The ability to "cash in" or redeem up to 100 hours of Annual Leave per year after using 80 hours in the preceding twelve months.
    • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3.00% match on your 401(k) contributions. Following five (5) years of continuous County service, an additional 2% non-elective contribution will be made to the 401(k) plan.
    • Health Plans-Full time employees are given a flexible credit allowance of up to $23,558 annually to offset the purchase of medical, dental, and/or vision insurance for you and your dependents.
    • Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental and vision care and/or dependent care expenses.
    • Pension Plan - Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS Holidays - 12 paid days per year which includes a scheduled floating holiday.
    • Uniform Allowance - Sheriff's Emergency Services Staff who are required to wear a uniform as a condition of their employment receive an annual uniform allowance of $1,106.00.

    PAYROLL TITLES & SALARIES:
    Program Administrator I: $2,771.07 - $3,879.87 Biweekly

    The Program Administrator is a Management exempt classification and is not eligible for overtime compensation.

    TENTATIVE SCHEDULE:

    CLOSING DATE: Continuous and may close at any time; therefore, the schedule for the remainder of the process will depend upon when we receive a sufficient number of qualified applicants to meet business needs.

    Examples Of Duties

    • Maintains readiness of the County’s EOC, including training, staffing or personnel, and maintenance of systems and equipment;
    • Acts as Project Lead to coordinate and administer increasingly complex emergency management projects and programs;
    • Organizes and directs training and exercises to prepare County staff and partners for disasters;
    • Prepares detailed narratives and reports, synthesizes and disseminates critical emergency information and notifications to the public and County stakeholders;
    • Conducts comprehensive reviews of contracts, accompanying management reports, documentation, and evaluations;
    • Evaluates and effectively leverage new and emerging technologies to support and enhance the County’s disaster response;
    • Serves as the staff Duty Officer on a rotating basis;
    • Acts as a liaison between private sector, local jurisdictions, county, state and federal agencies;
    • Supports development and implementation of county-wide disaster preparedness, mitigation, response and recovery plans;
    • Coordinates and implements disaster preparedness initiatives with County partners;
    • Coordinates emergency resource allocations, personnel and materials;
    • Assists with staffing of the County's EOC during activations; and
    • Other related duties as required.


    Typical Qualifications

    These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

    EDUCATION, TRAINING and EXPERIENCE:
    Any combination of education, training, and experience which possession of and competency in the required knowledge, skills, and abilities.

    A typical example of a combination of qualifying education and experience involves:

    Possession of an Bachelor's degree from an accredited college or university in Emergency Management or a related field (e.g., Emergency/Disaster
    Management, Community/Regional Planning, Public Administration, Public Policy or related fields)

    AND

    Two (2) years of recent, paid and highly-related full-time experience in program planning (e.g., coordinating emergency services, EOC functions, and/or
    related programs), development and administration.

    Relevant work experience may substitute for an applicable degree for up to (4) years.
    NECESSARY REQUIREMENTS:
    • Must be able to work in the field in Incident Command Posts, or other locations as directed, during extended and non-traditional work hours, in inclement weather and challenging environmental conditions, often on little or no notice.
    • Participation in the Duty Officer Program, a rotating weekly assignment that includes responding to calls 24/7.
    • Possession and maintenance of a valid California driver’s license.

    DESIRABLE QUALIFICATIONS:
    • Experience in leading emergency management programs, including working on large-scale emergencies and/or disasters.
    • Experience working with stakeholders/partner agencies to develop, coordinate, and/or maintain emergency management-related programs (e.g., Hazard Mitigation, Functional Response Plans, Recovery Operations).
    • Familiarity with community emergency alert and warning program systems and maintaining emergency-related information technology, software, and hardware.
    • Experience in public speaking, and serving as a liaison to local, state and federal departments.
    • Professional Association Certification, such as CA-EM, CA-PEM, IAEM AEM, IAEM CEM, or other state certification.
    • Bilingual in English/Spanish.

    Knowledge, Skills, and Abilities:
    Knowledge of: basic principles and frameworks of emergency management, including NIMS, SEMS, and ICS; applicable laws, regulations, policies, and procedures governing emergency management operations; Ventura County geography, local hazards and community demographics; common processes for developing and coordinating programs and planning efforts with other jurisdictions; commonly used equipment and technologies, including radio, video-conferencing, app-based communications, Geographic Information Systems (GIS) and mass notification systems.

    Skill in: effective communication (written and oral); time management; resource allocation and management, including cultivating resiliency ensuring reliability of systems; Microsoft Office, Adobe Products, ArcGIS, Wordpress, Elementor, Everbridge and other related software applications; preparing reports, documents, and presentations; researching, recommending, implementing industry trends and best practices.

    Ability to: administer assigned emergency management services programs and activities; speak effectively in public; maintain cooperative relationships with others; organize, oversee training sessions and exercises; innovate; and adapt quickly in dynamic situations

    TRAINING & EXPERIENCE EVALUATION: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department.     ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

    If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70) will be assigned to each applicant, and each applicant will be placed on the eligible list.

    BACKGROUND INVESTIGATION: Prior to actual appointment from the eligible list, the successful candidate will be required to pass a thorough background investigation, conducted by the sheriff's human resources bureau which may also includes a polygraph examination.
