    Beautiful Ventura County is one of 58 counties in the State of California.  Geographically, the county offers a stunning 42 miles of coastline and the Los Padres National Forest, which accounts for 46% of the county’s land mass in the northern portion of the county.  Fertile valleys in the southern half of the county make Ventura County a leading agricultural producer.  Together, farming and the Los Padres National Forest occupy half of the county’s 1.2 million acres. A mild year-round climate, along with scenic geography makes the area attractive to the 850,000 culturally and ethnically diverse people who call Ventura County home.  The unincorporated areas, along with the ten incorporated cities of Camarillo, Fillmore, Moorpark, Ojai, Oxnard, Port Hueneme, Santa Paula, Simi Valley, Thousand Oaks, and San Buenaventura (Ventura) ranks Ventura as the 11th most populous county in the State. Ventura County has a strong economic base that includes major industries such as biotechnology, agriculture, advanced technologies, oil production, military testing and development, and tourism. The United States military, which includes two naval bases and the Air National Guard base, is the largest employer in the county with more than 16,000 employees.  The County of Ventura (government) is the next largest employer with nearly 8,000 employees located throughout the county.  Port Hueneme is California’s smallest but only deep water port between Los Angeles and San Francisco and plays a major role in the local economy. Home to two universities (California State University Channel Islands and California Lutheran University), and three Community Colleges (Oxnard, Ventura, and Moorpark), multiple university extensions, institutes, and adult schools, the county enjoys a strong structure for workforce development. The County of Ventura was formed January 1, 1873, when it separated from Santa Barbara County.  It is a general law county, governed by a five-member Board of Supervisors, elected at-large for a staggered four year term in their respective districts, and the chairmanship rotates annually.  The Board of Supervisors is responsible for providing policy direction, approving the County budget, and representing the County in a number of areas including special districts.  The Board actions can apply countywide or only in unincorporated areas. Other County elected officials include the Auditor-Controller,  Assessor, Clerk/Recorder, District Attorney, Treasurer-Tax Collector, and Sheriff. The County Executive Officer advises, assists, and acts as an agent for the Board of Supervisors in all matters under the Board’s jurisdiction. Under the guidance of the Board of Supervisors, the approved County annual budget of $1.8 billion serves to assist vulnerable adults and children, enforce the law, ensure justice, protect public health, and improve our quality of life.  In alignment with key focus areas established in the County Strategic Plan, services are provided to residents by nearly 8,000 dedicated public servants working in 23 different agencies, departments and special districts.

    Job Description

    Description

    Under immediate supervision (I), general supervision (II) or direction (III), performs specialized clerical and/or secretarial duties in support of specialized law enforcement or legal defense/prosecution activities; and performs related duties as required.

    Distinguishing Characteristics:

    Legal Processing Assistant I is the entry level in the series. Incumbents prepare, examine and process legal documents in support of specialized law enforcement or legal prosecution/defense activities, utilizing journey level clerical skills and limited application of specialized legal procedures and processes.

    At the journey level, Legal Processing Assistant II prepares and processes a variety of legal documents and performs a variety of legal case management activities. Incumbents apply clerical skills and specialized legal knowledge to specific assignments in support of law enforcement or legal prosecution/defense functions. Generally, incumbents of this level are considered sufficiently trained in legal procedure to satisfactorily rotate through specialty assignment areas with minimal work disruption and/or training.

    Legal Processing Assistant III provides advanced journey level support to professional and paraprofessional staff in legal prosecution/defense case management; or, serves as lead person over lower level Legal Processing Assistant activities. Incumbents providing direct staff support are expected to gain familiarity of overall case content in order to anticipate and complete needed procedural activities on behalf of assigned staff members. Incumbents of lead work positions are expected to demonstrate thorough understanding of and coordinate legal document preparation and processing through the assigned office, the Courts and/or other segments of the justice system.

    Examples Of Duties

    Depending on assignment, duties may include, but are not limited to the following:

    1. Processes legal documents and records through the office to which assigned as well as through the Courts and/or other offices based on established legal procedure or special instructions in case files; examines documents for conformance with established rules, standards and/or legal requirements.

    2. Gives the public, clients, law enforcement officials and/or other employees procedural and/or case information which requires distinguishing between, and consideration of, sensitive/protected and public information and may require understanding or interpretation/explanation of legal documents (e.g., subpoenas), legal/court procedure or specific file notations regarding case/processing and status.

    3. Coordinates the preparation of files scheduled for court ensuring that all needed documents are included and presented in proper form and order; maintains current status of court calendars.

    4. Prepares correspondence and/or legal forms and documents using a standard word processing equipment from prepared drafts, special file notations or from standard procedural guidelines.

    5. Accompanies attorneys and/or other professional staff to court as required; makes notations to case files and draws the attention of the attorney to case or procedural detail; may assist with routine legal research.

    6. Coordinates court appearances for witnesses or defendants by updating appearance times, scheduling/postponing/ canceling appearances; maintains case status information and contact with interested parties; notifies witnesses and/or other involved parties of case disposition.

    7. Maintains reference materials, records systems, status logs and/or workload statistics; sorts and stores information based on alpha, numeric, content or other classification method; searches for and retrieves information stored in manual and/or automated systems; purges files in accordance with established procedure.

    8. May compute fees or credit for time served or other circumstances affecting length of custody; may collect fees, issue receipts and prepare bank deposits or statement of cash received; may prepare work unit reports and/or workload statistics.

    Legal Processing Assistant III

    In addition to the above, duties assigned to positions allocated at this level may include but are not limited to, the following:

    1. Prepares a variety of legal documents, (e.g., summons and complaints, motions, briefs, declarations and jury instructions) or staff reports from dictation and/or verbal instructions, handwritten, typed or voice recorded draft; consults with document originator and independently determines format, distribution and preparation priority; proofs and/or corrects copy for grammar, spelling, punctuation and conformance to established procedure or other guidelines; develops forms and standardized correspondence language.

    2. Ensures the service of legal process; requests, receives, evaluates and files information on prior legal actions and professional reports related to current cases as well as documents resulting from or in support/defense of legal action; conducts case research involving use of specialized automated data bases and/or case citation search/verification and other activities requiring the application of routine legal research methods.

    3. Leads the work of legal processing staff and/or provides functional supervision to general clerical support staff within a legal office; prepares work unit reports.

    Typical Qualifications

    Knowledge, Skills, and Abilities:

    Legal Processing Assistant I

    Some knowledge of: legal/court procedure, process and systems; legal terminology.

    Thorough knowledge of: general office practices and procedures; clerical work methods and techniques.

    Working ability to: perform specialized clerical work in support of legal processes; learn and apply legal procedure specific to area of assignment; evaluate unusual circumstances and resolve through the application of standard procedures; search for and based on alpha, numeric content and/or other classification methods; store, maintain and retrieve information, records and documents; search manual, microfilm or electronic information storage systems to locate information; maintain logs, cross-reference files and indices; update and purge storage systems in accordance with established procedure; receive and record fees in accordance with established procedures; type; work under pressure and meet short deadlines; communicate effectively with people of diverse socioeconomic backgrounds and temperaments; demonstrate tact and diplomacy; maintain accurate records and document actions taken; compare names and numbers accurately; maintain confidentiality of information; maintain records and compile routine reports (e.g., routine, statistical); make routine arithmetical calculations; recognize and respect limit of authority and responsibility.

    Legal Processing Assistant II (in addition to the above, this level may require):

    Thorough knowledge of: forms, records, document processing procedures and legal terminology as applicable to area of assignment; general clerical and technical resource materials and information sources applicable to area of assignment; public information and contact techniques; the structure and functions of law enforcement and judicial systems; department services and operations; office procedures; automated systems used in information storage and document preparation; interrelationship of public legal services and functions; methods of recording, researching and compiling information; document preparation, duplication and distribution techniques.

    Working ability to: examine documents for completeness, sufficiency and conformity; process documents according to established procedures; understand legal terminology, court minutes or case file notations; maintain currency with changes in law and procedure affecting work; read and apply laws, regulations and procedures; refer the public to services provided by other units, departments and/or agencies; research regulations, procedures and/or technical reference materials; organize and prioritize work assignments; perform legal clerical work independently.

    Legal Processing Assistant III (in addition to the above, this level may require, depending on assignment):

    Working knowledge of: lead or functional supervisory practices.

    Thorough knowledge of: general office practices and procedures; legal terminology, procedure and processes applicable to the office to which assigned; clerical work methods and techniques; legal and general record keeping systems and file maintenance methods; available office resource reference materials; specialized typing formats and legal documents used in area of assignment; grammar, spelling and punctuation; forms/formatting techniques and standard correspondence composition practices.

    Ability to: understand, interpret and apply laws, regulations, policies and procedures governing clerical processing operations; prepare final documents from handwritten, typed and voice recorded draft; format specialized documents and reports; determine proper wording and phrases from garbled, recorded or illegible written draft copy; research regulations, citations, case status, procedures and information from technical resource materials; prepare routine procedural documents outlining work methods; coordinate and perform clerical activities in support of legal processes and/or services; evaluate unusual circumstances and resolve through the application of legal and standard operating procedures; perform routine legal research; communicate effectively both verbally and in writing; discover and correct errors in arithmetical computation, grammar, spelling and punctuation; lead the work of others in case/document processing activity or legal support services.

    Recruitment Process

    Education/Experience:

    Legal Processing Assistant I

    Any combination of education, training or experience equivalent to one year of office clerical experience and knowledge of legal terminology.

    Legal Processing Assistant II

    Any combination of education, training or experience equivalent to two years of legal clerical experience which has included legal document preparation and processing and the application of specialized law enforcement/legal court procedure in support of a legal specialty area (e.g., criminal defense, civil prosecution or witness liaison) OR one year as a Legal Processing Assistant I with the County of Ventura.

    Legal Processing Assistant III

    Three years legal clerical or legal secretarial experience which has included legal document preparation and processing and the application of specialized law enforcement/legal court procedure in support of a legal specialty area (e.g., criminal defense, civil prosecution or witness liaison) OR one year as a Legal Processing Assistant II with the County of Ventura.

    Special Requirements:

    Positions allocated to these classifications may require bilingual skills.
    Some positions require typing. The required typing speeds required are as follows:
    LPA I - 45 wpm
    LPA II, III - 50 wpm

    Candidates for positions in this series may be required to pass a background investigation in accordance with applicable law, regulation and/or policy.
