    OUR HISTORY Regional Government Services Authority (RGS) is a Joint Powers Authority (JPA) serving the needs of cities, counties, special districts, joint powers authorities, and other governmental entities since 2002. RGS works exclusively for the benefit of public agencies, providing a ready source of support and consulting services to meet the needs of its partner agencies in a broad range of disciplines and to help local governments meet three challenges: Decreasing revenues Increasing demands (and costs) for services, and Loss of experienced staff. Local government leaders knew that these challenges were likely to continue, so agencies would have to work together – uniting not only their voices but their resources to advocate and become more efficient. The idea behind the creation of RGS was to form an agency that would help local governments share expertise and improve efficiencies. This was an emerging need. It did not require that each agency hire full-time staff. With the creation of this JPA, agencies could, in effect, share expertise through a third-party. WHO WE ARE Today, RGS is governed by several member agencies, all with the common goal expressed in the JPA’s MISSION STATEMENT: To provide quality, innovative, cost-effective services exclusively to public agencies. In November 2020, the 5-year Strategic Plan was adopted. Current member agency representation can be found on the Board of Directors page of this website. RGS developed a highly flexible platform of administrative support, benefit plans and programs that could serve the diverse needs of cities, special districts, counties and other joint powers authorities. Flexibility was vital because the needs of partner agencies varied and because RGS services were 100 percent fee-based. Thus, RGS costs have always been able to ramp up or down quickly, as demand changed. Regional Government Services Authority was formed under Section 6500, for the purpose of providing local governments with administrative, staffing and advisory services.  RGS has now served over 300 cities, special districts, joint powers authorities and other local governments and non-profits that support local governments.

    T he Position

    Under general supervision, the Executive Administrative Assistant provides administrative support and assistance to the District’s Management Team and Board of Trustees ; p erforms complex, executive-level administrative duties often involving confidential and attorney-client privileged materials ; s upports the Board of Trustee s relative to meeting processes and statutory requirements ; p rovides information and assistance to the public regarding District policies and procedures ; and p erforms related work as assigned.

    About the District

    The Santa Ynez River Water Conservation District, Improvement District No.1 was formed in 1959, under the Water Conservation District Law of 1931, Division 21, Section 74000 et seq. of the California Water Code for the purposes of f urnishing potable domestic and irrigation water within its boundaries. The D istrict is an independent local government agency with a publicly elected five-member Board of Trustees .

    Located in the central portion of Santa Barbara County, the District serves the communities of Santa Ynez, Los Olivos, Ballard, the Santa Ynez Band of Chumash Indians, and the City of Solvang on a limited basis . With a population of approximately 7,022 people (excluding the City of Solvang), the District currently provides water directly to approximately 2,7 00 customers. The District encompasses an area of approximately 10,850 acres .

    The District maintains a diversified water supply portfolio, holding rights to the federal Cachuma Project, the State Water Project, production from the Santa Ynez Uplands Groundwater Basin, and licensed diversions from the Santa Ynez River.

    Typical Qualifications

    Education and Experience:

    • Possession of a high school diploma or equivalent


    AND

    • Four ( 4 ) years of increasingly responsible secretarial or administrative support experience.


    • Applicable college coursework is desirable .


    • Experience working with or for a public agency is desirable.


    Supplemental Information

    Salary and Benefits

    The starting salary and salary range will be commensurate with experience, qualifications, and skills of the successful candidate .

    $ 6,068.44 - $ 7,962.32 / mo nthly DOE/DOQ

    A comprehensive benefits package includes:

    • Health, dental , and vision insurance available the first day of the month following enrollment. Employee/family coverage paid by the District up to the maximum allotted by Resolution of the Board of Trustees.


    • CalPERS is a defined benefit retirement plan that includes a lifetime benefit determined by a set formula (years of service, age at retirement, and final compensation).


    • An employee who becomes a “new” member of CalPERS for the first time on or after January 1, 2013 (and who was not a member of another California public retirement system prior to that date) will be enrolled in the CalPERS 2% @ 62 benefit formula (with Social Security) with three-year final compensation in accordance with the Public Employees' Pension Reform Act of 2013 (PEPRA). Employees contribute 8.25% of their salary towards the employee CalPERS service contribution cost.


    • An employee who is a "classic" member of CalPERS hired before January 1, 2013, or who has reciprocity with CalPERS or who has less than a six month break in service between employment in a CalPERS (or reciprocal) agency will be enrolled in the 2% at age 55 formula based on the employee's 36 months of highest average annual compensation to a maximum of the annual social security withholding limit.


    • Basic Life Insurance and Accidental Death and Dismemberment coverage paid by the District


    • The District participates in Social Security .


    • Voluntary deferred compensation plan


    • Disability insurance at a nominal cost to employee on date of hire


    • 10 days of vacation accrued each year (vacation accrual can be taken after six months of employment with the District ); increases to 20 days after 10 years


    • 12 paid holidays per year


    • Sick leave - 12 days per year
