    Hartford is the capital city of the U.S. state of Connecticut. It is located in Hartford County on the Connecticut River, north of the center of the state, 24 miles (39 km) south of Springfield, Massachusetts. Its 2006 population of 124,512 ranks Hartford as the state's second-largest city, after Bridgeport. New Haven, 40 miles (64 km) to the south, has a population nearly identical to that of Hartford. Greater Hartford is also the largest metro area in Connecticut and 45th largest in the country (2006 census estimate) with a metropolitan population of 1,188,841. Nicknamed the "Insurance Capital of the World"​, Hartford houses many of the world's insurance company headquarters, and insurance remains the region's major industry. Almost 400 years old, Hartford is among the oldest cities in the United States, and following the American Civil War, Hartford took the mantle of the country's wealthiest city from New Orleans. In 1868, Mark Twain exclaimed: "Of all the beautiful towns it has been my fortune to see, Hartford is the chief"​. With a new convention center and hotel, a recently completed science center, the reclaimed riverfront, and an infusion of residential and commercial ventures in the city, Hartford has begun to attract new development, especially downtown, after years of relative stagnation. It is home to the nation's oldest public art museum (Wadsworth Atheneum), the oldest public park (Bushnell Park), the oldest continuously published newspaper (The Hartford Courant), the second-oldest secondary school (Hartford Public), and until its recent closure, the sixth-oldest opera company in the nation (Connecticut Opera).

    Description

    Vacancy is in the Housing Division of the Department of Development Services. Under administrative direction, plans, coordinates, and directs a comprehensive city housing program, including housing development and rehabilitation, relocation services, and housing counseling and assistance. Reviews ongoing programs, assigns incoming workload, reviews and evaluates staff productivity, establishes goals, and priorities and sets target dates; plans and implements new programs, procedures, and organizational structures. Formulates and oversees budget, including review of all departmental revenue and expenditures; directs the administration of grant funds and contracts, and the submission of grant applications. Maintains liaison, by responding to inquiries and providing information and services, with various department officials, city, state, and federal governments, the corporate sector, and public and private agencies and organizations involved in housing activities; meets with and advises City Council. Serves as advisor and consultant in lease negotiations with the state government, and to various commissions and groups involved with housing; monitors legislations. Performs related work as required.
    This position is in the unclassified service. The incumbent is appointed and reports to the Director of Development Services in accordance with Chapters IV and V of the City Charter .

    Knowledge, Skills & Abilities

    The City of Hartford seeks a candidate who has an ability to commit to the mission, vision, and values of the City and the community it serves. The ideal candidate would possess the following:

    Considerable knowledge of:
    • Housing markets, property management, construction and rehabilitation, and the mechanics of property taxing and real estate finance.
    • The principles and practices of modern personnel management, public administration and budgeting.
    • Fundamental research design and statistical methods sufficient to interpret and make decisions based on a variety of housing and related studies.

    Ability to:
    • Communicate effectively both verbally and in writing.
    • Plan, coordinate and administer the varied staff, activities and programs of a municipal department.
    • Develop and maintain effective working relationships with staff, subordinate administrators, government officials at the local, state and federal levels, a variety of public and private agencies, and the general public.


    Qualifications

    Open to all applicants who meet the following qualifications:

    Completion of a four (4) year college or university course of study with major coursework in business or public administration, urban planning or a related field, AND ten (10) years of administrative and supervisory experience in housing or public administration in an urban city.
