    Hartford is the capital city of the U.S. state of Connecticut. It is located in Hartford County on the Connecticut River, north of the center of the state, 24 miles (39 km) south of Springfield, Massachusetts. Its 2006 population of 124,512 ranks Hartford as the state's second-largest city, after Bridgeport. New Haven, 40 miles (64 km) to the south, has a population nearly identical to that of Hartford. Greater Hartford is also the largest metro area in Connecticut and 45th largest in the country (2006 census estimate) with a metropolitan population of 1,188,841. Nicknamed the "Insurance Capital of the World"​, Hartford houses many of the world's insurance company headquarters, and insurance remains the region's major industry. Almost 400 years old, Hartford is among the oldest cities in the United States, and following the American Civil War, Hartford took the mantle of the country's wealthiest city from New Orleans. In 1868, Mark Twain exclaimed: "Of all the beautiful towns it has been my fortune to see, Hartford is the chief"​. With a new convention center and hotel, a recently completed science center, the reclaimed riverfront, and an infusion of residential and commercial ventures in the city, Hartford has begun to attract new development, especially downtown, after years of relative stagnation. It is home to the nation's oldest public art museum (Wadsworth Atheneum), the oldest public park (Bushnell Park), the oldest continuously published newspaper (The Hartford Courant), the second-oldest secondary school (Hartford Public), and until its recent closure, the sixth-oldest opera company in the nation (Connecticut Opera).

    Job Description

    Description

    Vacancies are in the Division for Young Children of the Department of Families, Children, and Youth. Under supervision, monitors compliance with School Readiness requirements and other Hartford expectations as delineated by the Division for Young Children. Visits early childhood providers serving Hartford young children to administer various monitoring instruments within preschool classrooms in order to substantiate the accuracy of child assessment data, measure the quality of instructional practices and the classroom environment. Completes a Monitoring Report inclusive of a scored rubric and enters information into Hartford's Early Childhood Data System for each program to access their data to guide improvements. Participates in scheduled quality improvement meetings and various informal meetings with the staff of the various programs in which she/he monitors. Verifies child eligibility and approves documentation reviewed in each monitoring visit. Performs related work as required.

    This is a CHPEA position. The hours of this position are 40 per week.

    This is a grant-funded position renewable on an annual basis. The City of Hartford is not obligated to fund this position upon termination of funding.

    Knowledge, Skills & Abilities

    The examination will consist of a rating of your training and experience as contained on your application and may also include a written test, an oral test, a performance based test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination is designed to measure:

    Knowledge of:
    • Early brain development and current research related to effective instructional practices and methods and their application to young children and their families;
    • Child development, adult learning styles and dynamics of family relations;

    Ability to:
    • Communicate effectively orally and in writing;
    • Establish and maintain effective working relationships with children, preschool personnel, representatives of other agencies, the City administration and the general public.


    Qualifications

    Open to all applicants who meet the following qualifications.

    Bachelor's Degree from an accredited college or university in Early Childhood Education or related field (must have a concentration in early childhood) AND Five (5) years of experience in teaching preschool and providing coaching support to classroom teachers.

    Master's Degree in Early Childhood Education is preferred and may substitute one (1) year experience. Bilingual in Spanish and English preferred.

    NECESSARY SPECIAL QUALIFICATIONS
    Possession of a valid Driver's License. A COPY OF YOUR DRIVER'S LICENSE MUST BE SUBMITTED WITH YOUR APPLICATION.

    If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening, and a background check. If appointed, you will be required to serve three (3) to twelve (12) months of probation.
