    Job Description

    Position Summary
    This position is responsible for the development, management and support of key organizational information technology systems which provide technical support to improve systems and job efficiencies in Barron County.

    Essential Functions
    The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive.To perform this job successfully, an individual must be able to perform each duty satisfactorily.Other duties may be required and assigned.

    Designs, develops, and maintains designated internal accounting application, and provides technical support to system users. Designs, builds and implements Laserfiche forms, business processes and workflows while providing technical support.Manages Laserfiche document storage repository and user access rights to documents.Meets with departmental representatives to evaluate, assess, research alternatives and offer solutions toward departmental technology needs.Assists staff in the development of ad-hoc reports from internally developed systems and from vendor supplied software.Designs, develops, maintains and functions as Webmaster for the Barron County websites.Design, develop and maintain forms and workflow in Electronic Health Records system (EHR).Provides technical support on Microsoft Office products.Troubleshoots software issues as well as research new technologies to identify alternative options.Designs, develops, and maintains the digital signage system.Builds business processes that use the county database information while developing reports that meet user, county, state and federal reporting requirements. Manages and provides support and programming for internal document management and business process automation.Develops user manuals and system/program documentation for new and existing systems.Provides secondary response help desk inquiries and assists with desktop support, as needed.Researches new technologies and identify alternatives to benefit Barron County.Collaborates with IT staff to resolve technology issues.Assists with technology related special projects as directed.Other duties as assigned.

    RequiredEducation,Experience, Licensing, and Certifications
      • Bachelor’s degree in Information Technology, Software Development, Network Engineering, Computer Science, or a related field along with a minimum of three (3) years of work experience in computer and network operations; or an equivalent combination of education and experience.
      • Associates degree in Information Technology, Software Development or related field with a minimum of five (5) years of work experience in the IT field of computer and network operations.
      • Experience preferred in Windows server and desktop operating systems along with system analysis & design, software development/programming, and database administration.
      • Fingerprinting is required. Criminal background and local records check, including the Department of Transportation and NCIC/CIB wants/warrants database.
    • An employee must demonstrate advanced skills in the position of Programmer Analyst I prior to receiving the classification of Programmer Analyst II. These skills include broad knowledge of the Barron County technology environment. A list of specific skills associated with advancement include demonstration of advanced understanding of databases and database access, Coldfusion Markup Language, MS SQL database, MS SQL report writing, Laserfiche, EHR, web development, Microsoft IIS and custom built Barron County applications. This is not an exhaustive list and final determination will be made by the Technology Director and the Human Resource Director.


    Knowledge, Skills, and Abilities
    • Ability to evaluate and assess needs, research alternatives, and offer technical solutions to Barron County departments and employees.
    • Knowledge of internal, county, state and federal requirements to report information about data stored in the Barron County information system.
    • Ability to utilize Microsoft IIS, Active Directory, DNS, Visual Studio, Reporting Services, etc.
    • Ability to administer and maintain Microsoft SQL Server, Oracle, and MySQL Database Management Systems.
    • Knowledge of cyber security and current security software.
    • Knowledge of Coldfusion Markup Language.
    • Knowledge of Windows and Microsoft Office products (Word, Excel, Access).
    • Knowledge at an Intermediate level of TCP/IP networking.
    • Ability to build a LaserFiche Enterprise Content Management software process.
    • Knowledge of the principles of project management and skill in applying them.
    • Ability to define problems, gather and interpret data, establish facts and provide alternative solutions.
    • Ability to apply analytic techniques appropriate to a wide variety of organizational questions and problems
    • Extensive knowledge and experience in programming object-oriented languages and web development.
    • Ability to work in all phases of applications systems analysis and integration of systems through database design.
    • Ability to make recommendations on future automation.
    • Ability to manage multiple projects.
    • Ability to work independently and to learn technical procedures with minimal help.
    • Ability to determine needs of users.
    • Ability to think logically and handle critical decisions calmly, accurately, and in a timely manner.
    • Ability to establish and maintain effective communications and team working relationships with IT personnel, end users, and vendors.
    • Thorough knowledge of principles and practices of personal computer and networked computer operations including hardware, software and data communications in an online environment.
    • Working knowledge of Microsoft Office applications.
    • Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.
    • Skill in managing multiple projects, and prioritizing multiples tasks and demands.
    • Knowledge of administrative policies and procedures of the County.
    • Knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software.
    • Ability to establish and maintain accurate records of assigned activities and operations.
    • Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.
    • Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
    • Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
    • Ability to think quickly, maintain self-control, and adapt to stressful situations.
    • Knowledge of computer software including word processing, spreadsheet and database applications consistent for this position.
    • Ability to perform mathematical calculations required of this position.
    • Ability to understand and effectively carry out verbal and written instructions.
    • Ability to apply sound judgment and discretion in performing duties, resolving problems and interpreting policies and regulations.
    • Ability to communicate detailed and often sensitive information effectively and concisely, both orally and in writing.
    • Ability to handle sensitive interpersonal situations calmly and tactfully.
    • Ability to maintain effective working relationships with individuals within and outside the organization.
    • Ability to maintain confidentiality and discretion regarding business-related files, reports and conversations, within the provision of open records laws.
    • Ability to work the allocated hours of the position and respond after hours as needed.
