    This is a full-time grant funded opportunity with many benefits! As a Missoula County employee, you will be part of a team that is committed to positively impacting the community. The rate of pay for this position depends on qualifications and experience.

    The Missoula County Community Justice Department is seeking a YOUTH SYSTEM OF CARE COORDINATOR to join their team. This position works on behalf of local government to coordinate the Missoula County System of Care (MCSOC) federal grant program. Partners with the Lead Family Coordinator to develop plans for and oversees implementation of MCSOC. Coordinate grant governance teams and provide leadership in all facets of System of Care development. Works to improve youth mental health and the social service systems through stakeholder engagement, research, program development, implementation, and evaluation for the Community Justice Department (CJD).

    Representative Examples of Work

    Coordinates the development, planning, implementation, and evaluation of the Missoula County System of Care federal grant program based on system of care values and principles, youth mental health best practices, family engagement, and through engagement with city, county, state, and federal partners, as well as consultants, contractors, community organizations, local stakeholders, and child-serving system professionals. Provides oversight and monitors all contracts for services required under the grant program, including community-based organizations providing children and family services, the Lead Family Coordinator (LFC), and Project Evaluator (PE). Evaluates the effectiveness of program services and delivery with the LFC and PE. Is responsible for Substance Abuse and Mental Health Administration (SAMHSA) required reporting and data collection and submission. Assists with the preparation of division and program budgets. Prepares reports and budget estimates, monitors and approves expenditures, and oversees grant administration. Stays informed of program development initiatives, state, and federal funding opportunities. Develops, tracks, and evaluates key performance indicators in partnership with grant evaluator for achieving program goals and reports outcomes. Obtains and analyzes data to develop data modeling and inform children's mental health and family service improvements. Adheres to program parameters and performance standards. Ensures program aligns with CJD mission and strategy. Provides guidance and expertise in youth and family mental health and social service system best practices. Develops and coordinates programs, policies and procedures, evaluates effectiveness, enhances coordination of existing assets and services; develops methods to fill gaps in resources, facilities and services; recommends changes. Provides training, workshops, conferences, and technical support. Coordinates the grant's required oversite board and engages formal and informal partners to effectively implement the initiative. Establishes collaborative team-oriented relationships with children’s systems stakeholders and people at all levels of the organization. Participates in team building and problem solving and facilitates cooperative team efforts among program partners/implementation teams. Organizes, sets agendas, and participates in program team meetings. Identifies and resolves partner agency needs. Liaises with the Missoula County Strategic Alliance and Criminal Justice Coordinating Council. Provides professional presentations and reports. Acts as a spokesperson for the System of Care Framework and provides community outreach and education. Incorporates evidence-based best practices, and data-driven information into recommendations. Collects, analyzes, synthesizes, and reports program data.

    Minimum Qualifications

      ◦ Requires a bachelor's degree in social or human services, or a related field. Master’s Degree preferred.
      ◦ Requires three (3) years' experience working in the community mental health field, with at least two of those years in a child serving system, leading complex projects with a proven record of innovation, performance management, strategic planning, and evaluation.
      ◦ Experience working with culturally diverse populations is desired.
      ◦ An equivalent combination of training and experience may be considered.
      ◦ SPECIAL REQUIREMENTS : Must be able to pass a criminal background check.


    Physical/Environmental Demands

    Work is primarily performed in an office or meeting room setting. Requires attendance at off-site meetings. May require attendance at night or weekend meetings; can require occasional out-of-town travel to attend meetings, conferences, and workshops. Schedule may require attending meetings or working outside of normal business hours to meet deadlines. Physical requirements include arm and hand steadiness and finger dexterity enough to use a keyboard and telephone; occasional lifting and carrying up to 20 pounds; may be subject to walking, standing, sitting, reaching, bending, kneeling and handling; and vision, speech and hearing are sufficient to perform the essential tasks.

    Excellent Medical Health Benefits- Group health benefits, including dental and vision coverage, are available to eligible County employees. The medical health benefits premium is covered for full-time employees. The County contribution is pro-rated on hours paid for part-time employees. The employee pays the premium portion for dependent coverage. Family health benefits coverage is $258.00 per pay period.

    Medical deductible is $500 for an individual and $1,000 for a family.

    Public Employees Retirement System- Montana public employees of the state, university system, local governments and certain employees of school districts are covered by the Public Employees Retirement System (PERS). New members to the PERS have an opportunity to choose between two retirement plan options: the Defined Benefit Plan or the Defined Contribution Plan.

    Sheriffs' Retirement System (SRS)- A public pension plan for all Montana Sheriffs hired after July 1, 1974 and Detention Officers hired after July 1, 2005.

    Supplemental Retirement Benefitsare offered through Valic or Nationwide.

    Sick Leave- Full-time employees accrue 7.38hours per month and are eligible to use sick leave once you have been an employee for 90 days.The accrual is pro-rated for part-time employees.

    Vacation Leave- Full-time employees accrue 9.24 hours per month and are eligible to use leave after continuous employment for a period of 6 full months. The accrual is pro-rated for part-time employees.

    Holidays- The County observes eleven legal holidays in even numbered years and ten legal holidays in odd numbered years.

    Paid Parental Leave (PPL)-In recognition of the importance of bonding and care of a newborn child or a child placed for adoption, Missoula County 6 continuous weeks of PPL to eligible full-time employees that have been with the county for 180 days. The hours are pro-rated for part-time employees.
