    The Division or Finance and Administrative Services (DFAS) is seeking applications for a Special Assistant Professional (Grants & Cost Allocation Manager) to join our Grants & Cost Allocation Unit located in Cole County.

    The Division of Finance and Administrative Services-Grants & Cost Allocation Unit is the Department’s financial team responsible for cost allocation and financial reporting. This is a challenging, responsible, independent position. The person in this position will work with a dedicated team of employees within the division and the opportunity to work with a variety of exceptional, hardworking people throughout the department.

    Responsibilities - What You’ll Do

    What you’ll do:

    • Lead and supervise the grants and cost allocation unit and oversee the grants and cost allocation functions for the Department of Social Services

    • Lead and o versee grant and cost allocation related research

    • Lead and o versee the monitoring of grant and cost allocation activities for compliance with applicable statutes, policies, grant guidelines and procedures

    • Diagnose and address challenges and concerns as needed to prevent loss of grant funding

    • Lead and o versee grant financial tracking and reporting

    • Respond to MOVERS tasks and/or inquiries as they relate to grant tracking and reporting

    • Respond to House, Senate, Office of Administration questions throughout the year

    • Respond to audit request from SAO and Federal agencies (CMS, ACF, FNS, etc.)

    • Become a subject matter expert on grants and cost allocation, both Medicaid and Non-Medicaid

    • Review documents for completeness & accuracy and approve these documents for certification and submission

    • Consult and advice on grant and cost allocation methods, including identifying and prioritizing needs, assessing the impact of grant and cost allocation decisions, and developing strategies to mitigate risk

    • Collaborate with executive leadership and program teams to understand reporting needs, define metrics, and ensure data accuracy and relevance

    • Motivate, lead, and manage professional staff

    • Employee supervision which includes hire recommendations, training, planning and assigning work, performance assessment, coaching, and progressive discipline

    • Assist with similar or aligned work activities and perform other duties as assigned

    • Exercise a high degree of initiative and judgment in the performance of assigned responsibilities

    Qualifications - All you need for success

    Minimum Qualifications:

    • Bachelor’s degree from an accredited college or university in Accounting, Finance or Business Administration or closely related filed
    • Five or more years of professional relevant experience in grant management, accounting, finance, auditing, budgeting or relevant fiscal experience (substitutions may be considered)
    • Experience in the review, interpretation and application of state and federal laws
    • Ability to oversee and prioritize multiple projects and manage workflow to meet deadlines
    • Have the knowledge and skills to perform and review the work overseen


    Preferred Qualifications:

    • Ability to develop short and long-range plans that meet established objectives and contribute to the overall goals and mission of the department;
    • Ability to establish and maintain effective working relationships with other team members, outside entities and the public.
    • Deep understanding of federal grants (both Medicaid and Non-Medicaid), cost allocation and data-driven program management.
    • Previous experience in the development, management, and monitoring of Medicaid and Non-Medicaid grant programs.
    • Strong leadership and organizational management skills with the ability to inspire and lead teams.
    • Excellent communication skills, both orally and in writing, with emphasis on effective communication of complex subject matter.
    • Demonstratable expertise in leading collaboration between groups.
    • Be highly organized and able to work under pressure to meet frequent deadlines.
