    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
    The Senior Staff Analyst position will work with the Director’s Office to co-create and lead the Department of Neighborhoods’ management strategy focused on employee development, department culture, and change management. This position will help drive the Director’s Office inclusive leadership style focused on communication and morale to support fair and informed decision making for a goal-oriented and challenge-driven department. Success is measured in cultural and engagement improvements supported by the development of clear policies and training opportunities.

    RESPONSIBILITIES:
    • Investigates and makes recommendations for addressing issues of medium to high complexity and/or sensitivity.
    • Assigned management responsibilities on a limited basis for certain functions, units or programs. May also function as a lead.
    • Compiles data, produces information and interprets results through conclusion or recommendation formulation. Develop reports, special documents or publications as assigned.
    • Completes special projects as assigned, working on a wide variety of financial, administrative, professional, management and community issues and problems of medium to high complexity.
    • Represents supervisor at meetings and functions to gather information and to articulate supervisor’s opinions and recommendations.
    • Handles highly confidential information.
    • Prepares, edits and revises department policy and procedure manuals. Responds to correspondence, requests for information, etc. as assigned by supervisor.
    • Participates in the development of management and administrative policies, procedures and master plans with both short- and long-term objectives. Analyzes and reviews management practices and procedures and develops recommendations for improvement.
    • Negotiates solutions for problems of medium to high complexity as assigned by supervisor.
    • Interprets administrative policies and oversees communication with department personnel regarding these policies.
    • Participates in evaluation and design of workflow, processes, various operation systems, etc.
    • Develops technological solutions and systems for continuous improvement programs and other appropriate applications.

    Core Responsibilities:

    Department Policy: Work with the Director’s Office to develop strategies for employee onboarding, retention, and succession planning.
    • Create a plan for reviewing/ updating the Employee Handbook annually by January 1
    • A new hire and an exit interview packet is maintained to support supervisor compliance during hire, separation, termination or resignation of employees

    Employee Development: Oversee professional development and training opportunities to help employees grow.
    • Collaborate with the leadership team to create and oversee training opportunities, internal communications and programs for department
    • Oversee talent management, including staff training and leadership development, retention, recognition, employee communication and career development
    • Ensures timely and accurate submission of data and reports, as requested

    Department Culture: Shape and drive initiatives to build a positive workplace centered on our core values of collaboration, empathy, accountability, intention, and knowledge.
    • Develop a phased strategic plan for internal culture that includes key milestones, measurable outcomes, and a responsible department/role
    • Provide leadership and consulting support to management on matters of cultivating culture, setting goals, developing policies, and implementing strategic objectives
    • Consult with management responsible for policy or actions
    • Measure and enhance employee satisfaction
    • Oversee the quarterly and annual performance management process

    Change Management: Guide the organization through periods of significant change and address change fatigue.
    • Provide research on best practices, recommend strategies and solutions in support of new programs/ collaborations to increase cultural competence department wide
    • Support leadership through strategic workforce planning and scenario modeling
    • Communicate and manage transitions with empathy and clarity
    • Completes special projects of medium to high complexity as assigned

    WORKING CONDITIONS
    The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditioning.

    This is a Department of Neighborhoods Emergency Management position at the Tier 2 Level.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS
    Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.

    Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.

    EXPERIENCE REQUIREMENTS
    Five years of professional administrative, financial or analytical experience related to the type of work being performed are required.

    Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

    LICENSE REQUIREMENTS
    None

    PREFERENCES

    • Ability to lead cross-functional working groups and facilitate improvement workshops.
    • Ability to translate operational needs into clear processes and well-structured SOPs.
    • Experience supporting internal operations within large, complex organizations.
    • Understanding of policy interpretation, compliance requirements, and operational governance.
    • Strong critical thinking with the ability to address complex internal workflow challenges.

    Factors used in determining the salary offered include the candidate’s qualifications as well as the pay rates of other employees in this classification.
