    The Job

    Arrowhead Regional Medical Center (ARMC) is looking for Enhanced Care Management (ECM) Business Systems Analysts to support the Enhanced Care Management (ECM) Program through complex business systems analysis and information technology initiatives. This role focuses on identifying and translating clinical and operational workflows into effective business and technology solutions that support quality improvement, data reporting, and operational efficiency. Incumbents work closely with departmental leadership, Information Technology, Research & Evaluation, County departments, and external vendors to ensure systems meet business needs, security standards, and quality requirements.

    Key Attributes:
    • Analyze, gather, and document business and functional requirements for business applications and information technology projects.
    • Translate clinical and operational workflows into system specifications, business rules, and standardized documentation.
    • Review and approve system designs and prototypes; develop acceptance criteria and support testing and implementation activities.
    • Identify application security and access requirements; assist with security profiles, authorizations, and system controls.
    • Develop or assist with cost estimates, cost-benefit analyses, project justifications, and funding requests.
    • Test applications and systems; develop system, technical, and training documentation; provide end-user training.
    • Perform workflow analysis and identify technology solutions to improve business processes and resolve operational issues.
    • Lead or support information technology projects, including establishing priorities, schedules, task assignments, and progress reporting.
    • Diagnose system and application issues; recommend and implement effective solutions.
    • Coordinate project activities with departmental staff, County departments, vendors, and external agencies.
    • Meet with stakeholders to assess IT work requests, define business needs, and facilitate meetings.
    • Review, evaluate, and recommend software and IT solutions; assist with Requests for Proposals and vendor evaluations.
    • Support and mentor business systems analyst staff; assist with training and project guidance.
    • Monitor team performance and project outcomes to ensure compliance with customer requirements, timelines, and resources.
    • Perform related duties as assigned.


    Enhanced Care Management (ECM)

    The Enhanced Care Management (ECM) benefit is a foundational component of CalAIM. ECM is a whole-person, interdisciplinary approach to comprehensive care management that addresses the clinical and non-clinical needs of high-cost, high-need managed care members through systematic coordination of services that is community-based, interdisciplinary, high-touch, and person-centered.

    CONDITIONS OF EMPLOYMENT

    Appointment: This is a contract position which does not obtain status as a regular County employee. Working as a contract employee does not preclude you from applying and competing for Regular positions within the County (Refer to the County of San Bernardino website for current open recruitments).

    Minimum Requirements

    Candidates must meet both the Education and Experience requirements:

    EXPERIENCE: Two (2) years of full-time experience performing IT business systems analysis or information systems analysis, including four (4) of the following areas: requirements gathering, end user acceptance testing, process mapping, workflow diagramming, documenting business rules, feasibility studies, and cost/benefit analysis.

    EDUCATION: Thirty (30) semester (45 quarter) units of completed college coursework in information technology, computer science, business administration or a closely related field. A list of coursework is required unless you have a bachelor's degree in a qualifying field.

    Substitution: One (1) year of additional qualifying experience may substitute for the required education.

    The ideal candidate will have hands-on experience solving technical issues, interacting with end users and program developers.
