    Job Location: This position will be located at 205 Jefferson St., Jefferson City, MO 65101.

    Why you’ll love this position:

    The Elementary and Secondary Education Act (ESEA) Finance Section is responsible for calculating and distributing ESEA grant funds to local educational agencies (LEAs). ESEA Finance provides technical assistance and fiscal oversight to school officials on federal finance regulations and ESEA Fiscal Requirements such as Maintenance of Effort; Supplement Not Supplant and Comparability of Services.

    • Prepare and complete budget forms (core decision item, program description, and new decision item) and respond to corresponding questions including responding directly or coordinating responses for fiscal notes.
    • Prepare and review annual budgets, maintain salary reports, and make budget changes as needed.
    • Reconcile disbursements, encumbrances, and receipts in order to ensure appropriations, reporting categories and funding is not exceeded and corresponds with amounts in the State of Missouri accounting system. Work with program staff to complete and submit Federal grant applications and required reports.
    • Process, review, renew, amend, and approve contracts as needed, as well as review and process invoices for payments.
    • Reconcile and review accounts and provide reports on expenditures to program contacts and to outside entities as needed.
    • Coordinate and monitor outstanding refunds.
    • Provide technical assistance on Elementary and Secondary Act (ESEA) fiscal requirements by applying a working knowledge of applicable laws and regulations related to ESEA.
    • Coordinate Memorandum of Agreements with other state agencies and public institutions.
    • Review supporting documentation, perform calculations, prepare deposits, and process payments and/or Final Expenditure Reports (FERs) multiple times a month.
    • Oversee and conduct desk, on-site, and phone monitoring’s, including identification of high-risk Local Education Agencies (LEA), to ensure LEA Compliance with ESEA fiscal requirements, and respond to audit requests and questions.
    • Read and interpret federal legislation, regulations and other related issues to ensure the Department is in compliance with the ESEA law.
    • Attends state and national meetings, as required by the Department and the federal government.
    • Demonstrate regular, reliable, and engaged attendance.

    Minimum Qualifications:

    • A Bachelor’s degree from an accredited college or university in Business Administration, Finance, Education, or closely related area.


    OR

    • Four years professional experience working with audit or financial management procedures or working with ESEA Programs in a managerial or administrative capacity.
