    The Job

    The Registrar of Votersis recruiting for an ROV Management Aide* to perform a variety of duties, including assisting in the review and summarization of legislation, research and development of operational policies and procedures, provide additional support to fiscal and personnel services, and other administrative functions.

    ABOUT THE REGISTRAR OF VOTERS

    The mission of the Registrar of Voters is to conduct the County’s elections in a fair, accessible, secure, transparent, and efficient manner, upholding the highest level of election standards and accuracy, while always providing excellent customer service to both our team and the diverse population we serve. The Registrar of Voters is responsible for all aspects of the election process for the County's residents.

    The Registrar of Voters administers all local, state, and federal elections in the County of San Bernardino, including the management of voting systems, the employment and training of poll workers, election ballot processing, and vote tallying.

    The Registrar of Voters performs all voter registration functions, including the storage and maintenance of voter registration records; and provides voting-related services to voters, elected officials, campaign groups, and other voting interests. The Registrar of Voters also conducts an extensive community outreach and education program, making speakers available to community groups and organizations.

Permanent staff, temporary staff, and volunteers assist in the variety of complex tasks required to conduct elections.     CONDITIONS OF EMPLOYMENT

    Pre-Employment Process: Applicants must pass a background check, including fingerprinting and medical exam, prior to appointment.

    Travel/Driver's License: A valid California Class C Driver's License is required to carry out the essential job-related functions of this position. Proof of automobile liability insurance must be maintained. Mileage reimbursement may be available.

    Work Schedule: During peak election periods, this position will be required to work extended hours which may include evenings, weekends (both Saturdays and Sundays) and early morning/late night hours on election day/night.

    Sponsorship: San Bernardino County is unable to consider to candidates who require Visa Sponsorship at this time or in the future. Candidates must be able to present their legal right to work in the United States at the time of employment.

    Minimum Requirements

    EDUCATION: Thirty (30) semester (45 quarter) units of completed coursework from an accredited college/university in Business/Public Administration, Behavioral/Social Science, Accounting/Finance or other relevant field of study. ( A list of coursework or transcripts must be submitted with the application, if the applicant does not possess at least an Associate degree in one of the fields listed above; unofficial legible copies of transcripts are acceptable ).

    -AND-

    EXPERIENCE: One (1) year of full-time administrative experience in at least one (1) of the following areas: 1) leading or assisting a team with project planning and implementation; 2) assisting with program/organizational studies, which included administering surveys or researching data for analysis; 3) assisting or supporting professional staff with statistical analysis functions. (This experience must be clearly detailed in the Work Experience section of the Application.)

    Substitution Options

    Option 1:Additional qualifying experience administering and implementing elections programs, or supervising a staff engaged in elections programs, in a government, state, county, or local elections environment may substitute for the required education on the basis of one year of full-time experience equaling thirty (30) semester (45 quarter units) of the required education.

    Option 2: Fifteen (15) semester (23 quarter) units of completed upper division college coursework in public/business administration or qualifying field may be substituted for six (6) months of experience. (Transcripts with u pper division coursework must be submitted with the application or the application will be disqualified).

    Note: Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.

    Desired Qualifications

    The ideal candidate will possess experience in developing and leading projects, and visual presentation of data and business information. Proficiency in the Microsoft Office suite programs including the creation of professional documents for public dissemination (e.g., infographics) and familiarity with Microsoft Excel, Microsoft Access and/or databases are highly desirable. The ideal candidate will also have knowledge of the elections process with substantial experience in an election environment.

    Bilingual Skills: Applicants fluent in American Sign Language, Arabic, Korean, Mandarin, Spanish and/or Vietnamese are strongly encouraged to apply. Additional compensation is associated with positions requiring the use of bilingual skills. Testing of bilingual skills may be required to receive additional compensation.
