    The San Bernardino County Department of Behavioral Health (DBH) invites qualified professionals to apply for the position of Ethics and Compliance Coordinator. The incumbent will supervise a division within the Office of Compliance, which will include direct supervisory oversight of a multifunctional team of staff (i.e., clerical, administrative and technical), expert knowledge and understanding of Compliance Program requirements, progress and execution of Compliance Program priorities, and cross-functional coverage and support of Office of Compliance activities. The ECC is a supervisory level staff whom will assist with planning, organizing, and implementing Compliance division activities, that promote the commitment to compliance with federal, state, legal, and regulatory requirements in public behavioral health.

    Compliance division activities may include, but are not limited to: facilitating Compliance contract monitoring reviews; providing technical assistance and guidance to ensure understanding and adherence of contract terms, policies/procedures, standards of conduct, privacy practices, etc.; facilitation of various contractor and/or internal collaborative engagement meetings; conducting internal review of areas pertaining to compliance and regulatory standards; conducting department investigations resulting from complaints, anonymous reports, monitoring and/or audit findings; ensuring required corrective action(s) as a result of investigative findings and conducting required reporting, as appropriate; ensuring verification, clearance and monitoring of provider staff credentials, including exclusion status, registration/license/certification/waiver status, etc.; facilitating Compliance/Ethics training and ensuring departmentwide communication of compliance related standards; conducting privacy incident review/assessment and ensuring required breach reporting; tracking of pending and passed legislation to ensure updates and/or new policies/procedures/notices, as required for Compliance Program functions; development of new and/or updated department policies, procedures, notices and/or forms; facilitating audits of training completion and/or privacy standard protocol adherence; ensuring adequate regulatory guidance, including coding and/or other state or federally directed mandates.

    This position will report directly to the Behavioral Health Compliance Manager (Administrative Manager) and is one of multiple ECCs within the DBH Office of Compliance. The ECC may be required to represent their respective Compliance division and/or other divisions and/or the Office of Compliance as a whole in internal DBH meetings.

    The Department of Behavioral Health (DBH) is responsible for providing mental health and substance use disorder services to county residents who are experiencing major mental illness or substance abuse related issues. DBH provides mental health and substance use disorder prevention and treatment services to all age groups, with a primary emphasis on treating children/youth who may be seriously emotionally disturbed, adults who are experiencing a serious and persistent mental illness, and individuals who are experiencing substance use disorders. DBH also provides an array of outreach/engagement, prevention, and early intervention services. DBH's core values are service, integrity, accountability, and trust.

    DBH is a unique County Department comprised of eight (8) direct service areas: Community Outpatient and Transitional Age Youth Services; Youth Collaborative and Justice Involved Services; Substance Use Disorder and Recovery Services; 24 Hour and Specialty Services; Adult Justice Involved and Diversion Services; Medical Services; Community Engagement and Equity Services; Office of Patients' Rights and five (5) indirect service areas: Administrative and Fiscal Services; Public Relations and Outreach Services; Program Support Services; Disaster and Safety Unit; and the Office of Compliance. The Department currently has a workforce in excess of 1500 positions and an approximate $800 million-dollar annual budget.

    The Office of Compliance is distinguished from these service areas, as it maintains and implements the Department’s Compliance Program, while also assessing department-wide risk of fraud, waste or abuse and/or confidentiality standards , outlining and enforcing standards of conduct, and informing/educating the Department regarding compliance matters, including prevention/detection/correction of fraud/waste/abuse and privacy laws and standards.

    CONDITIONS OF EMPLOYMENT

    Pre-Employment Process: Prior to appointment, applicants must pass a background investigation, which includes fingerprinting and medical exam, which may include drug and/or TB testing. Applicants must be a U.S. Citizen or a permanent U.S. resident.

    Travel: Travel throughout the County may be required. Employees will be required to make provision for transportation (mileage reimbursement is available at current IRS rates). A valid California driver license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation. Statewide and national travel is occasionally required.

    Minimum Requirements

    Education : A Bachelor's Degree from an accredited institution in public/business administration, human resources, psychology, health care administration, behavioral sciences or a closely related field.

    Experience
    : Must possess two (2) years of professional-level experience, which included: analyzing and interpreting government regulations; making written recommendations for the development, implementation, or improvement of programs or operations; creating analytical and professional written reports; conducting compliance/quality management related audits, investigations of complaints reported by staff, customers, or other sources; and/or evaluating/monitoring programs.

    NOTE: Qualifying degree or coursework must have been completed at a college or university accredited by an accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied by an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.

    Desired Qualifications

    The ideal candidate will have experience in a behavioral health ethics/compliance program; performing compliance auditing and/or monitoring; assistance with or oversight of contract monitoring practices; and legislative, regulatory, and/or legal experience. Lead worker and/or supervisory experience providing staff development training and ongoing mentorship is highly desired.

    Applicants fluent in American Sign Language, Arabic, Korean, Mandarin, Spanish, Tagalog and/or Vietnamese are strongly encouraged to apply. Additional compensation is associated with positions requiring the use of bilingual skills. Testing of bilingual skills may be required to receive additional compensation.
