The Division of Purchasing is responsible for the purchase of products and services needed by state agencies to fulfill their missions in the Executive Branch.
This is a professional position in the Division of Purchasing.
The Section Manager must be highly motivated and a self-starter that can handle multiple frequently changing tasks.
The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.
What you’ll do: - Ability to plan and coordinate the activities of professional and clerical employees engaged in large-scale procurement functions.
- Ability to assist in planning, directing and organizing a centralized procurement program.
- Ability to deal effectively with problems arising in a centralized procurement function.
- Ability to exercise judgment and discretion in applying and interpreting laws and administrative procedures.
- Ability to express ideas clearly and concisely, and to communicate effectively.
- Ability to establish and maintain effective working relationships with subordinates, agency officials, and vendors and the general public.
- Supervision: Supervise the services buying team. Provide training as needed for the team members.
Minimum Qualifications - Bachelor’s degree and 5-7 years of relevant procurement experience.
- Successful candidate should have experience in a centralized procurement office.
- Successful candidate should be a self-starter who can readily manage their responsibilities; have strong written and verbal communication skills and can manage multiple tasks effectively. Extensive knowledge of procurement methods and processes.
- Extensive knowledge of the principles of public administration as they relate to the functions of a centralized procurement program.
- Thorough knowledge of the laws, rules, and regulations governing the entire purchasing cycle from acquisition to disposal of the property.
Preferred Knowledge, Skills, and Abilities - Comprehensive knowledge of state statutes and procedures of state government purchasing, specifically State of Missouri laws.
- Ability to obtain and evaluate competitive bids.
- Ability to secure, interpret, and analyze technical data, and to exercise sound judgment in arriving at conclusions.
- Ability to work independently in assessing and managing priorities.
- Effective written and oral communication
- Ability to analyze facts, apply identified parameters, and draw conclusions.
- Self-starter who takes ownership of responsibilities.
- Organized and detail oriented.
- Adaptable to change, deadlines, and working with teams.
- Ability to establish and maintain effective working relationships with co-workers, agency staff, and vendors
- Experience with computers, desktop applications including Microsoft Office products.
- Knowledge of SAMII, MissouriBUYS and SharePoint are preferred.
